NewsPlan Includes 330 More Parking SpacesKCPC wants to addathletic field,more parking.By Bonnie HobbsThe ConnectionKorean Central Presbyterian Church(KCPC) opened along Route 29 inCentreville, a decade ago. And with2,100 seats and 1,200 parking spaces, it’s arguably the largest place of worshipin the area.No changes are currently proposed to thebuilding itself, but plans are in the works toadd more uses to the grounds. RepresentingKCPC, attorney David Houston explainedthe details during a recent meeting of thejoint Sully District Council and WFCCA(West Fairfax County Citizens Association)land-use committee.“The whole property is 84 acres, and thechurch now owns 5.73 more acres thanoriginally,” he said. “KCPC is seeking a special-exception amendment to add outdoorrecreation facilities and pavilions to conductmeetings and for people to meet and havefellowship together.”Houston said KCPC wants to build a multipurpose athletic field and basketball court,as well as add more parking, “On Sundays,it’s a very vibrant church, with about 5,000people attending five different services,” hesaid. “And the grass parking field to the rightcan’t be used in bad weather.”So KCPC wants to create about 330 moreparking spaces which would be permanent.Having these additional spaces, plus anoutdoor pavilion, would enable the congregation members to stay longer and minglewith each other, after their particular serviceis over – instead of having to quickly driveaway so people coming to attend the following service would have places to park.Diagram showing the location of the proposed athletic field on the church propertyand its proximity to Route 29 (Lee Highway).“The recreational facilities would beshared with the public, as well,” said Houston. They’re for church members already on the site.”“How about those not part of the churchbut coming there in the evening for a soccergame?” asked Johnson. “This would directlyaffect me, so what’s to prevent a soccer campfrom happening there? That would put moretraffic on already-congested highways.”“That’s not the intention,” answeredHouston. “We wanted to do this to be a goodneighbor.”But, argued SDC’s Lewis Grimm, “As morepeople learn about it, they’ll want to comethere and use it.” So SDC President JeffParnes said KCPC will have to post a noticesaying that no one would be allowed to usethe athletic field without the church’s permission.Regarding the new parking spaces, SDC’sJim Neighbors asked Houston, “So you’rejust turning the [grass] overflow lot into apaved lot?”Houston said there’d be some permeablepavers plus some impervious surface. Thatway, he explained, “The church memberscould use it [for parking], instead of havingto take a shuttle to a nearby lot at Bull RunElementary.”“On Sunday mornings, Route 29 doesn’twork very well, and several churches arealong that road,” said Virginia Run residentJim Hart. “Part of the problem is that there’sa high-speed weaving movement by drivers coming too fast from the quarry [area]and weaving past the [Centreville] BaptistChurch and KCPC traffic.”“If the field activity is off-peak [traffichours], it shouldn’t be a problem,” he continued. “But it should not be allowed onSunday mornings. Artists chatted freely with patrons, explainingtheir processes and inspirations.“The innovation and quality ofthe artists’ work was equally, if notmore, impressive than ever thisyear,” Hazard said. “We welcomeda lot of new, first-time festival artists, volunteers, and sponsors, likeour title sponsor Peraton, that really renewed and refreshed theevent.”Jonah Green of Richmond notedin his artist statement that he utilized his body weight against theresistance of the wall or floor. “Ispread paint onto the canvas andscrape away partially dried layersto reveal portions of the colors underneath,” Green said. As seen inhis painting “Metropolitan,” hiswork as a designer and builder ofartisanal homes influences his art.On the other hand, Dana AnnScheurer, a Reston-based watercolor artist, block-painted her urbanarchitecture and added figurativecontent.
