In September of 1985, the city amended the ordinance to better define the types of signsallowed. By doing so, the city hoped to “eliminate confusing, distracting, or unsafe signs, assurethe efficient transfer of information; and, enhance the visual environment of the City ofCharleston.”1In order to insure that business signs within the city limits conformed to the new regulations, theCity Council ordered an inventory of all eligible signs. All licensed business owners receivedletters and forms that required them to report the number and size of signs on their buildings. Ifthe owner reported that he/she did have signs, they were also required to send in photos of them.Most likely due to the lack of clarity in the instructions for the forms, many are filled outincorrectly.
