What is a smart city?A smart city is quite simply a city that utilizes digitalization and newtechnology to simplify and improve the life for its residents, its visitorsand business. In the smart city, new smart services are constantlycreated to make the city even better. A smart city is a sustainablecity. The smart city is made possible through connectivity, publiclyaccessible data, IT platforms that can communicate with each other,sensors and other technologies.Why should Stockholmbecome a smart city?2Globally, more and more people are leaving rural areas and movingto the cities. People live longer and the international mobility oflabour increases. Stockholm is no exception. This create opportunities but also needs within the city. At the same time, developmentsin digitalization continue rapidly. Anything that can be digitalized willbe digitalized. The developments in digitalization and new technology create opportunities and benefit all segments of society. Old andyoung, IT-savvy and those less familiar with IT. In Stockholm, digitalsophistication is high and the digital infrastructure is well developed.This means that the city is well placed to take advantage of theopportunities presented by digitalization. In today’s fast-moving andinnovative environment, this is a great advantage. Stockholm also hasa long history of being a leader in information and communicationstechnology with many prominent companies, startups as well asestablished multinationals. With new technology, we want to use thisadvantage to make life easier and better for all who live in, workin, and visit Stockholm. So that Stockholm becomes a smart andconnected city.

The strategy for Stockholmas a smart and connected city, together with the City’supcoming digitalization program, describes how thisshould be done. There are already many good localexamples from the City of activities and projects thatmake the city smarter. Implementation of the strategyand the digitalization program will build upon all thatis currently done and that has been done in Stockholm.All new investments should be based on the needs ofthe people who live or work in the city – and also thosejust visiting.The way forward to make Stockholm a smart andconnected city is through innovation, openness and connectivity. And by making the city sustainablein four areas – economic, ecologic, democratic andsocial sustainability – the target is achieved:A Stockholm for all.TogetherThe strategy to become a smart and connected cityhas been developed together with residents, academia,business and analysis of global developments. The City has invited inhabitants of all ages to adirect dialogue at the Stockholm City Hall. Dialogues have also been held through social media.More than 3350 people provided feedback throughdigital channels. Here, they expressed their viewson the vision to become a smart and connected city,evaluated the city’s current digital interfaces as wellas made suggestions for solutions that can be part ofthe smart city. Work meetings have also been held with employeesof the City of Stockholm, as well as with representatives from startups, academia and business. The City of Stockholm, in cooperation with theRoyal Institute of Technology, Ericsson, Vattenfall,ABB, Skanska and Scania, has established the innovation arena Digital Demo Stockholm. The arenawill run projects to develop sustainable, innovative, digital solutions that contribute to improvingquality of life for the people of Stockholm. Anotherpartnership is Urban ICT Arena in Kista ScienceCity, where the City together with the industry anduniversities tests new technology and new services. An analysis of global developments has beencarried out to gain a broader understanding of theexperiences of other countries and cities. Selectedinitiatives in other smart cities have been used asinspiration in working meetings. An active exchange of best practice has taken placewith other cities that have made progress in theirefforts to become smart cities.5

It can, for example, promote datadriven innovation.Security and privacyAt the same time, it is important that all newsolutions meet the security and privacy requirements of the city’s policies and of applicable laws.Projects undertaken must clearly meet the City’sneeds and objectives. It is through the projects ofthe future that the smart city finally takes shape.

Stockholmsrummet in Kulturhuset is aphysical place where visitors can experiencethe emerging city through 3D models, digitaltours and a large physical model of the city.As the City’s key objective is to raise thequality of life for those living and staying inStockholm, and to create a better climate forentrepreneurship, it is important that everyonein their daily life can make use of the servicesand solutions offered. Some of the smart city’ssolutions are used or consumed without beingnoticed a such, e.g. when the main bus isushered through quickly by the traffic lightsin morning traffic.
