ABOUT ARINOrganization ServicesARIN provides services related to the technical coordination andmanagement of Internet number resources in accordance with itsmission statement:These pertain to interaction between ARIN Members and stakeholdersand ARIN. PRESIDENT’S LETTERSupporting our communityand its members viahigh quality registry andeducational services remainedARIN’s top priority in 2016.on the new Internet, are you?” Throughout the rest of the year,we participated in events in the healthcare, education, and ITsectors, emphasizing that the need to transition to IPv6 affectsall organizations that rely on the Internet to succeed.We’ve also been making improvements to ARIN Online. We’vesimplified search and request transfers of number resources,and we’ve improved the ease of submitting inter-RIR transfers.We also started a long-term project to update the ARIN Onlineinterface to provide a better user experience for you, and wewill continue making improvements throughout 2017. Many ofthe changes that we’ve implemented are a direct result of yourinput, and we urge you to keep submitting your suggestions,comments, and questions.Perhaps one of the mostnotable ways we’vesupported our communityover the past year has beenthe creation of many neweducational resources, including new educational videosand new webpages focused on popular topics. We createdthree new educational videos in 2016: “Introduction to ARIN,”“ARIN’s Policy Development Process,” and “The Importance ofValidating Your POC Information.” We also published three newwebpages, including how to use ARIN’s Whois, legacy numberresource information, and how ARIN and law enforcementagencies interact. We are constantly striving to improve theresources we provide to our community as well as addresssome common pain points we see, and we will continue to dothis in the coming year.Your participation and input continue to drive our mission.We invite you to work with us by participating in policydevelopment, voting in ARIN Elections, attending our meetingsand events, and giving us feedback on how we can help you.On behalf of the entire ARIN staff and myself, I wish to thankthe community for your support leading up to this newchapter, and look forward to working with all of you in 2017.Additionally, in the year since IPv4 exhaustion was reached,ARIN has been focused on helping its customers makea smooth transition to the IPv6 world. CHAIRMAN’S LETTERAs we look back on 2016, I’m filled with immense pride for all that we’ve accomplished over the past year.It is a great honor to serve as the Chairman of the ARIN Board of Trustees, a position that was passed tome from Dr. Vint Cerf last year to facilitate a planned leadership transition prior to the end of his term. Hisguidance and expertise were invaluable in this transition period, and I am very thankful to him for all thathe’s done over the years to support ARIN and the Internet community overall.Although 2016 was a busy year for all of us in many different ways, I want to take this opportunity tohighlight some of ARIN’s major moments from the past year.In August of 2016, ARIN was pleased to welcome John Sweeting as the new head of the Registration ServicesDepartment. With his joining the ARIN staff, the Board appointed Kevin Blumberg to the fill the remainder of John’s term on the NRO Number Councilfrom the ARIN region.In October, another successful ARIN Election was held, with many new faces coming aboard both the Board and the Advisory Council. Our newest Boardmembers include Patrick Gilmore and Merike Kaeo. We also welcomed Alyssa Moore, Joe Provo, and Alison Wood to the Advisory Council. In addition,Chris Woodfield was elected to serve a one-year term on the Advisory Council to fill a vacant seat.At the end of 2016, the Advisory Council saw the departure of three strong community members, with Kevin Blumberg, Dr. Milton Mueller, and CathyAronson all stepping down. On behalf of ARIN and the Board of Trustees, I thank them all for their dedication. I particularly want to express my gratitudeto Cathy Aronson, who departed after 18 exemplary years of service.And last, but surely not least, we continue to evolve in the face of IPv4 runout. As many of you know, on 24 September 2015, the free pool of IPv4 addressspace for the ARIN region was officially depleted. Over the course of 2016, we have begun to see exactly how IPv4 depletion would affect the day-to-dayworkings of ARIN, mainly through a significant increase in the number of IPv4 transfer requests. ARIN staff continues to work diligently to complete theserequests. ARIN has also made a great effort to increase its education and outreach about transfers over the past year to meet this growing demand. Infact, the Board has made it a strategic direction to ensure we continue to enhance the functionality of ARIN services sought by users, and this includes thetransfer of Internet number resources.I would like to express my gratitude to the members of the Board of Trustees, Advisory Council, and those serving on the Number Resource OrganizationNumber Council. CHIEF OPERATING OFFICER’S REPORT2016 proved to be another productive and successful year for ARIN, andour commitment to serving the community is exhibited through ouraccomplishments. Staff efforts focused on projects and activities in supportof ARIN’s Strategic Plan, which embodies ARIN’s mission as well as operatingand financial goals. ENGINEERINGMark KostersChief Technology OfficerREGISTRATIONSERVICESJohn SweetingSenior DirectorIn 2016, the ARIN Engineering team focused heavilyon ARIN Online improvements, community-suggestedimprovements fielded through ARIN’s Suggestion andConsultation Process (ACSP), and overall service availability.The two main focus points within ARIN Online have beenthe integration of Inter-RIR transfers and a new way ofmanaging network resources called “SWIP-EZ.” Regardingtransfers, users can now submit three types of transfers(Number Resource Policy Manual sections 8.2, 8.3, and 8.4)on the web within ARIN Online and no longer need to usetemplates. For “SWIP-EZ,” ARIN is in the process of makingthe dynamic portion of its website both more functionaland more user friendly. If desired, users can now makechanges to assignments and reassignments via the web.There is no longer a need to send custom-crafted templatesvia email to hostmaster@arin.net. This new SWIP-EZmethod is a much more secure and interactive way toensure users’ data is registered as intended via ARIN Online.2016 was the first year in ARIN’s history that startedwithout an IPv4 free pool. IPv4 depletion had alreadypassed, and there was a strong focus on IPv4 transferprocessing at the beginning of the year. This focuscontinued throughout the year, with the RegistrationServices Department’s (RSD) practices of due diligenceconstantly being evaluated for improvements based on theknowledge gained through the high volume of transferwork.RSD’s due diligence practices on all requests that changeresource authority were a strong focus the entire year.These change of authority requests include Organizationrecoveries, Point of Contact recoveries, Organization namechanges, and registration transfers of all types. Togetherwith the important work of strengthening its due diligencepractices, RSD also placed significant effort behind frauddetection. All of this combined work has increased thesecurity of ARIN’s resource holders and has activelythwarted a large number of known attempts by bad actorsto hijack network registrations.RSD’s active work to strengthen due diligence and frauddetection had a direct impact on its hiring decisions in2016. The team hired a paralegal specifically to work14ARIN also moved into a new office space this year. As partof the exercise, Operations helped assist in design anddeployment of a new datacenter within the new ARINHQ. This was performed with no interruption of publiclyavailable services before, during, and after the move. Thisnew datacenter serves as the secondary provisioning siteand is a much-improved environment over ARIN’s oldfacility.Over the past year, ARIN has had to confront multipleDistributed Denial of Service (DDoS) attacks. This wasdetected early by ARIN’s newly-installed network securitydevices. All of the attacks were quickly extinguishedutilizing the existing DDoS mitigation providers.on transfer requests early in the year and added a newattorney late in the year to strengthen its due diligence andfraud prevention practices.At the beginning of 2016, Chief Information Officer RichardJimmerson served as the interim leader of the RegistrationServices operation as the team conducted a search for newdepartment leadership. In the third quarter of the year, RSDcompleted that search and welcomed John Sweeting asARIN’s new Senior Director of Registration Services.It wasn’t only about transfers and staffing changes in2016, however. RSD continued to grow the IPv4 waitinglist for unmet requests in addition to processing requestsfor Autonomous System Numbers and IPv6 address space.The 12-person team provided support to customers onthousands of telephone calls to the ARIN help desk andserviced tens of thousands of request tickets throughout theyear. RSD remains committed to providing the best possibleservice with the highest levels of care and attention to theintegrity of customers’ registration records.

HUMAN RESOURCES& ADMINISTRATIONErin AlligoodDirectorCOMMUNICATIONS& MEMBER SERVICESSusan HamlinDirectorIn 2016, the Human Resources and Administration teamwas the project lead for the overall construction and moveinto a beautiful new ARIN office space. This project wasa success and, most importantly, was maintained underbudget as approved by the ARIN Board of Trustees. ARINemployees have settled in nicely to the new office and havebeen enjoying the space. The new office provides the meansto accommodate increased staff levels over the last year,delivers improved office security, and offers flexibility forthe future.Given the employee growth in 2015, ARIN’s onboardingof new staff steadied at eight new hires in 2016, bringingthe total number of employees to 82. ARIN prides itself onconsistently high retention and employee tenure. In 2016,the trend continues with ARIN’s retention rate at 94% andthe average employee tenure at over five years.Communications and Member Services Department (CMSD)activities in 2016 focused on informing the communityabout ARIN activities and new services, bringing the IPv6deployment message to new audiences, holding meetingsand educational outreach events to engage the communityin dialogue and determine their needs, and supportingARIN governance through facilitation of both a transparentPolicy Development Process and valid elections.ARIN’s Public Policy and Members Meetings traveledto Montego Bay, Jamaica and Dallas in 2016, where inaddition to policy discussions and panels on the IANAtransition and IPv6 operational successes, ARIN welcomeda total of 26 Fellows to its community. The popular one-dayARIN on the Road events saw ARIN on the move from coastto-coast, concluding in Oklahoma City in December. Severalstaff members also traveled to participate in Caribbeanevents, and ARIN was fortunate to have the CaribbeanNetwork Operators Group (CaribNOG) co-locate one of theirmeetings with ARIN 37 in Jamaica.In 2016, the Human Resources and Administration team,comprised of four employees, continued to provideadministrative and travel support to the ARIN staff.Additional efforts this past year included general officemanagement and facility-related contract management,while continuing to provide travel, meeting, andadministrative support to the ARIN Board of Trustees,Advisory Council, and Address Supporting Organization(ASO).The Human Resources and Administration team is lookingforward to another great year in 2017.to widen the call for enabling public-facing services overIPv6. ARIN also participated in a Digital Health Summit andfurther pursued contacts in this industry at a conference inearly January 2017. The IPv6 wiki also became a popularsource for information as the ability for IPv6 trainers andconsultants to list their services there was added.Notable communications efforts this year included workon announcing the new fee schedule in July, productionof three video additions to ARIN’s YouTube channel(Introduction to ARIN, ARIN’s Policy Development Process,and Point of Contact Validation), and a facelift to the blogand IPv6 resource: the TeamARIN website.And finally, the CMSD team moved most of the staticwebsite’s historical information into the ARIN Vault, aneasily searchable, accessible repository for historicaldocuments. Navigation between the Vault andwww.arin.net is seamless, plus the Vault also takesadvantage of responsive design, making it easily accessibleon both phones and tablets.Get6 messaging continued to evolve as IPv6implementation rates increased. ARIN reached out to theeducation and health communities this year in an effort1515

FINANCIAL SERVICESThis year the Financial Services Department (FSD) wasalso had the task of notifying all vendors of the new mailinginvolved in the implementation of the new fee schedule,address.which included the creation of new service categories inARIN’s accounting system for invoicing, realignment of theIPv4 and IPv6 resource holdings for each service category,and enabling end user organizations with the ability tooptionally receive ARIN services via a Registration ServicesPlan. It took a great deal of analysis and discussion involvingthe community, ARIN staff, and the Board of Trustees tofinalize the new fee schedule that was implemented 1 JulyVal WinkelmanDirectorindependent financial audit conducted in early 2016, ARIN’saccounting practices remain consistent with GenerallyAcceptable Accounting Principles (GAAP) and ARIN remainsfinancially sound heading into 2017.the software development team to make changes to thereceives thousands of emails, phone calls, and ticketsorganization’s accounting software and integration witheach year.
