BackgroundA. First 5 Santa Barbara County (First 5)First 5 was established in 1999 after California voters passed Proposition 10, a state constitutional amendment.Proposition 10 imposed sales taxes on tobacco products and directed that those revenues be used to supportearly childhood development focusing on prenatal through age five.A driving force behind the passage of Proposition 10 was decades of compelling scientific research into thedevelopment of the human brain, proving that proper growth and development in the earliest years of life wasthe factor most affecting our children’s achievement in their health, education, and success in later life.Additionally, extensive research and longitudinal studies have provided practitioners with evidence about whatprogrammatic strategies work best to support child development in the earliest years and to deliver anexponential return on investment for society, taxpayers, and philanthropy.Each year, roughly 400 million in revenues are collected statewide because of Proposition 10, and by law, 80%of those funds are distributed proportionately to each of California’s 58 counties, based on each county’sannual birth rate. The law directed counties to establish independent public commissions to oversee howProposition 10 dollars are spent and to provide public oversight, accountability, and reporting on theeffectiveness of those expenditures.Since its founding in 1999, First 5 has distributed more than 68 million dollars to programs that support thehealth and physical, cognitive, and social/emotional development of local children and their families. First 5represents a highly effective model for investing taxpayer dollars with local control, flexibility, transparency, andaccountability to the public for the results intended to be achieved.However, the success of investments depends upon the leadership of an influential group of partneringagencies, non-profits, businesses, community organizations, philanthropic leaders, and individuals and expertsfrom many fields. Much has been accomplished to serve children and families directly while also building astronger, lasting, and more efficient and effective system of support for local children prenatal to five and theirfamilies.Our Strategic Intent:By 2030, 70% of Children in Santa Barbara County will be Kindergarten Ready.Our Vision:Children in Santa Barbara County enter Kindergarten ready to succeed and thrive.Our Mission:Mobilize and integrate our communities to prepare our children to thrive in Kindergarten and life.B. First 5’s Focus Areas, Goals, and ResultsTo achieve its mission and targeted goals, First 5 Santa Barbara County will focus the majority of its external andinternal investments in alignment with First 5 California’s result areas: Improved Family Functioning, ImprovedChild Development, Improved Child Health, and Improved Systems of Care. Funding PurposeWith this application, First 5 Santa Barbara County seeks to fund Express Grants, aligned with the First 5 SantaBarbara County FY 2021 – 2025 Strategic Plan. Express Grants are NOT intended to fund salaries/benefits orrequire ongoing funding commitments. These grants are meant for short-term, one-time projects that apply toschool readiness outcomes for children prenatal through age five, their families, and/or the providers that servethem.Funding Activity TypesEXPRESS GRANTSExpress Grants are intended to provide one-time funding for a specific project or a specific purpose that alignswith our Result Areas, Outcomes, and Indicators as stated in the FY 2021-2025 Strategic & Fiscal Plan (Pages. 16-19).Table 1RESULT AREAS, OUTCOMES, AND INDICATORSResult Area #1: Improved Family FunctioningOutcome #1 – Families understand their child’s development and promote school readiness skills in the home.Examples: Outreach campaigns and/or materials provided to families Families provide language and literacy opportunities for young children in the home. Families understand how to support child development and apply it to their parenting practices.Outcome #2 – Families have an identified and established network of support in their community.Examples: Outreach campaigns and Event Co-Sponsorships Families have knowledge of how to access services in time of need. Families take advantage of social connections within the community in which they liveResult Area #2: Improved Child DevelopmentOutcome #1– Children meet school ready knowledge and social-emotional readinessExamples: Educator or Child materials that contribute to: Children having the school ready knowledge needed to succeed in Kindergarten Children having the social-emotional readiness to succeed in KindergartenOutcome #2 – Teachers/Providers (ECE/TK/K Teachers and Early Intervention Providers) meet standards of highquality and guide learning towards school readiness skillsExamples: Educator Materials that contribute to: ECE/TK/K/Teachers and Early Intervention providers are trauma-informed and responsive ECE/TK/K/Teachers and Early Intervention providers are culturally competent, trained in equity and access,and demonstrate this in their practice.Result Area #3: Improved Child HealthOutcome #1 – Children enter school healthy, with any social-emotional and behavioral challenged identified andaddressed.Examples: Classroom Materials, Outreach campaigns that contribute to: ECE/TK/K/Teachers and Early Intervention providers are knowledgeable of community resources andservices for children and families (e.g. welfare, WIC, mental health, substance abuse treatment)Result Area #4: Improved Systems of CareOutcome #1: Early Learning Opportunities for children birth through Kindergarten are high-quality.Examples: Toolkits, lending library materials, organized field trips Family, Friend, and Neighbor (FFN) providers have access to information and toolkits that support schoolreadiness for children in their care Children have access to community resources that will enhance language acquisition and school readinessknowledge

Funding Population/PriorityFirst 5 funds may only be used to support activities, programs, and organizations that serve children prenatalthrough age 5, their families, and the staff who support them.Funding Amount 105,000 per fiscal year is available for the Express Grants. It is anticipated there will be 10 grants up to 10,000 each funded per fiscal year. The Commission may decide to partially fund an applicant and/or offermore grants of smaller amounts. The Commission also may choose to spend only a portion of the 105,000allocated in its budget year for these grants.Agency EligibilityApplicants are eligible if they Are located within Santa Barbara County Are not currently being funded by First 5 Santa Barbara County; Have not applied for and received a First 5 grant for the same activity or purpose in the past 2 years.Note: Agencies or programs may only apply once during a fiscal year (July -June).Submittal Requirement and Required AttachmentsComplete Request for Proposals must submit one (1) original signed application, budget form andtimeline, must be received by 1:00 pm on Wednesday, December 1, 2021. All applications must besubmitted via email to Sara Gonzalez at sgonzalez@countyofsb.org. Review ProcessEach application will be reviewed by First 5 staff to assess whether it meets the intent of the RFP. To accomplishthis, each applicant will be assessed using the following four questions contained in Table 2, as a minimummeasure of meeting the intent. Only applicants that meet all the screening question criteria will be moveforward in the process.Table 2Does the application address the intent of the grant and contribute to the First 5 SBC indicators as statedon Table 1?Can the proposed project, equipment replacement or capital project be purchased or accomplishedwithin the funding cycle?How will you know your project was successful and the desired outcome was met?Does the budget reflect what was proposed in the application?Yes or NoYes or NoYes or NoYes or NoStaff will review the application using a scoring matrix.Applicants will be scored in the areas of: Project Description, First 5 Strategic Plan Advancement, Budget, andTimeline. A minimum score of 25, out of the 35 points possible, has been established as the minimum thresholdapplications must meet in order to be considered. If applicants do not meet the minimum of 25, the proposalwill NOT be considered. The minimum score is used only to determine whether a proposal will be considered forfunding. Applicants who meet the scoring threshold of 25 points to be recommended for further review.Applications that are judged to have met the intent of the RFP are not guaranteed funding. Once an applicationis deemed to have met the intent of the RFP, staff may consider many factors in determining whether anapplication is funded. These factors include, but are not limited to: the needs in the community, the value andopportunities portrayed in each application, the value and importance of the outcomes expected to bedelivered through each grant, and the funding available.Applications and required documents will be reviewed and scored by staff in the following areas:A. Timeline10 points10 points10 points5 PointsGrant allocations will be based on many factors, including the viability of the applicant agency, the strength ofthe proposed model, the geographic area being served, the inclusion of priority target communities,populations, and the comprehensiveness of a project that supports a unified, integrated system of service forchildren and families directed toward school readiness.

Withdrawal of Application by ApplicantAn application may be withdrawn in its entirety by submitting a written request signed by a representative of theorganization. Notification of Intent to AwardWritten notification of the recommendations will be e-mailed to all applicants and posted to the First 5 SantaBarbara County website: www.First5SBC.orgB. Contract Award Protest Process1. An applicant that has applied may file a Protest Letter within five (5) working days after the “Noticeof Intent to Award” has been emailed to them. Protests will only be considered if received in theCommission office by 5:00 p.m. five days after the “Notice of Intent to Award” has been emailed.2. Protest Letters must state the reasons, law, rule, regulation, or practice on which the protest isbased.3. Protest Letters are to be labeled and addressed as follows:PROTEST THE EXPRESS RFP 2021-20225385 Hollister Avenue, Bldg. 10, Suite 110Santa Barbara, CA 931114. The Commission shall conduct a public hearing on January 24, 2022 in order to resolve all timelyprotests. The Commission’s decision on each protest will be final and cannot be appealed. TheCommission will give written notice to each protester, setting forth the outcome of their protest.Reporting RequirementsApplicants are required to submit a final report no later than 6 months after being awarded. The final report willinclude before and after pictures that will summarize the project activities and the result and outcomesachieved through the activity.
