General InformationProgram PrioritiesThe purpose of the Race to GED initiative is to contribute to the strengthening of Virginia’sworkforce by increasing the likelihood that a larger number of adults will be able tocomplete a high school equivalency (HSE) test and earn an HSE credential.Eligible ApplicantsEligible applicants for Race to GED grants are regional adult education programs receivingWorkforce Innovation and Opportunity Act (WIOA), title II adult education funds, for the 20222023 program year. The Race to GED program’s funding is from Virginia Lottery funds. Understate law, lottery funds can be allocated only to local school divisions. Entities that operateregional adult education programs that are not local school divisions must partner with a schooldivision within the region that will serve as the fiscal agent for the Race to GED funding.Funds AvailabilityThe Virginia Department of Education will award grants based on the estimated allocatedamounts for each region. These projected estimated allocations can be found in Appendix A ofthis request for application. If there are any changes in the estimated allocations, school divisionswill be notified of these changes.Approved Activity OptionsThe Race to GED grant is the only funding source for the HSE testing program in Virginia. Apriority of the 2022-23 Race to GED grant will be to increase the current services of the HSEtesting program within each adult education region throughout the state in order to meet thetesting accessibility demands of the test takers. This priority is addressed in activity number 1below and may be combined with either or both of the other activity options.1. Increase testing capacity, in accordance with current local health guidelines, such as, butnot limited to:a. Increase number of testing sessions and operational hours at existing testingcenters;b. Open new testing sites in areas where there is no access to testing;c. Open addendum testing sites to increase mobile testing capacity;d. Keep computers upgraded in the testing center to meet the current technologyrequirements of Pearson Vue.2. Provide additional instructional classes or supplemental academic support, such as, butnot limited to:a. Incorporate additional integrated HSE and workforce readiness classes leading toindustry credentials into the regional adult education program. Remember, adulteducation services are no longer just for test preparation;b. Provide supplemental academic support using teacher assistants or tutors to helpstudents during class or outside of normal class hours;4

c. Plan and implement specialized workshops or “boot camps,” open to currentlyenrolled adult education students and the public, to provide supplemental,localized instruction on a given subject area;d. Provide a staffed, open computer lab for additional learning opportunities forenrolled students;e. Monitor testing and follow-up with examinees, possibly by employing anAcademic Advisor, to keep track of those students who are testing and their testresults. For those students who do not pass, encourage them to continue with theirstudies by identifying additional resources which are available to help themprepare for the GED test; and/or3. Implement outreach and engagement activities. Increase enrollment in adult educationclasses through the use of various outreach and engagement venues, including socialmedia and the maintenance of updated regional adult education program websites:a. Prepare, implement, and evaluate a cost-effective Outreach and Engagement Plan(Plan), using consistent branding in all venues incorporated in the Plan;b. Secure somone as an Outreach Specialist whose sole responsibility is to implementthe Plan;c. Utilize the GED 1 to GO Campaign to encourage those individuals who have justone more test to pass before earning an HSE credential;d. Provide retention support through the use of an HSE Recruiter, Academic Advisor,or Counselor to develop strategies and activities that will encourage students tosuccessfully complete the HSE test (i.e., recruit individuals back into the programor provide remedial instruction to those who have taken the current HSE test butdid not finish the complete battery or did not pass any tests);e. Identify target audiences and how best to reach these populations;f. Contact individuals who have expressed an interest in connecting with an adulteducation program listed in the GED Prep Connect tab in GED Manager ;g. Emphasize “Free GED Testing in Virginia” campaign and offer free GED testingto those who enroll in adult education classes, attend a minimum of 12 hours, andwho earn a passing score on each subject matter GED Ready practice test; and/orh. Purchase testing vouchers, both for the GED Ready and the operational GED test. The 2021-22 State-purchased vouchers will be rolled over into 2022-23, but itis recommended to budget a small amount for some testing vouchers to use in casethe state vouchers are depleted. Remember, the State-purchased testing voucherscan be used either for in-person testing at a testing center or for online proctoredtesting. These vouchers may not be used for retakes.If the adult education program in the region has other needs or new, innovative ideas not coveredin this list of suggested opportunities, contact the state Office of Career, Technical, and AdultEducation to determine if they would be permissible. The use of Race to GED funds forprofessional development is not a priority for the 2022-23 application.5

AdministrationThe Virginia Department of Education (VDOE), Office of Career, Technical, and AdultEducation, administers the Race to GED grant. This office also provides leadership andoversight to HSE testing in Virginia.Grant PeriodThe time period for this grant is July 1, 2022 - June 30, 2023. Because this grant is lotteryfunded, expenditures may begin in quarter one, but reimbursement may not be claimed until afterfunds are loaded into the Online Management of Education Grant Awards (OMEGA) by theVDOE finance office in January 2023. Final reimbursements must be submitted to VDOE nolater than May 22, 2023 so that all payments from the state will be made by the expiration dateof the grant period.CommunicationThe regional adult education program manager is required to provide appropriate contactinformation as identified on the contact information sheet found in the budget workbook andmust attend all required meetings (whether held face-to-face or virtually).By signing as program contact, the individual identified assumes responsibility for all programmatters, including financial management.If you have any questions concerning the Race to GED grant, please contact Dr. Sue Mansfield,High School Equivalency Specialist, at sue.mansfield@doe.virginia.gov or by telephone at (804)225-3999.Application Procedures1. Application materials should be organized and submitted in the following sequence:a. Excel Budget Workbook Contact information sheet Budget summary Budget worksheet(s)2. A standard 12-point font, such as Times New Roman or Arial, should be used.3. Boldface type, underlining, and italics may be used. However, do not use color text.4. All pages should be numbered at the bottom center of each page, beginning with theBudget Narrative.Deadline for Receipt of ApplicationSend an electronic copy of the application materials to gedinfo@doe.virginia.gov. Digitalsignatures or emails from the intended signatory indicating approval are both acceptable.6

This submission must be received by the Office of Career, Technical, and Adult Educationno later than 4 p.m., June 10, 2022. Applications not meeting the delivery deadline may not beconsidered.Budgets and Financial ReportingBudgetsEligible applicants are responsible for developing regional budgets that accurately reflect theplanned activities for the grant period, as well as ensuring that funds are spent proportionately ineach locality. Only expenditures that support approved Race to GED activities may bebudgeted.Applicants must propose to braid funding with Adult Education and Family Literacy Act(AEFLA) grants, either adult basic or secondary education, correctional education, or integratedEnglish literacy and civics education funds. In this way, the student’s enrollment informationcan be entered into the state management information system.Expenditures may not be budgeted for unapproved activities. Stipends, allowances, post-servicebenefits, or other financial support may not be paid to any staff, except as reimbursement fortransportation, meals, and other reasonable out-of-pocket expenses directly related to programparticipation.The budget workbook will be emailed to each adult education Regional Program Manager as aseparate attachment upon release of this request for application. Follow the instructions providedfor accurate completion of the workbook. (No local matching funds are required.)Object Codes and DescriptionsConsult the current OMEGA Object Code Description guidance to construct the budget.REMINDERS: Object Code 1000: Remember to include in this category a line item for theRegional Program Manager’s compensation for administration of this grant, not to exceed10% of the allocated amount;Object Code 3000: Include vouchers for the operational HSE test here, if applicable; andObject Code 6000: Include HSE Practice test vouchers here, if applicable.It is the responsibility of the recipient to maintain adequate liability coverage for the recipient,the employees, and the participants for both on-site and off-site activities.Requests for Reimbursement and TransfersThe VDOE provides funds to grant recipients on a cost-reimbursement basis only. Allreimbursements and budget amendments between object codes must be submitted appropriatelythrough OMEGA. Paper copies of budget amendments between object codes are no longerrequired; but, the justification for a proposed budget amendment within an object code should beemailed to Dr. Sue Mansfield, High School Equivalency Specialist, for approval. Because this7

grant is lottery funded, expenditures may begin in quarter one, but reimbursement may not beclaimed until January 2023.All reimbursements of expenditures must fall under the object codes identified in the budget.Expenses must pertain to a specific object code and must be allowable in order to be consideredfor reimbursement. Any program expenditure deemed not allowable will not be reimbursed andwill be at the expense of the grantee. The grantee should contact the Race to GED grantmanager about any questionable expenditure.Accountability and ReportingAssessment and Distance EducationGrant recipients must conduct activities in accordance with the policies outlined in theAssessment Policy and Distance Education Policy for Virginia Adult Education and LiteracyPrograms, effective date of July 1, 2022, and all subsequent updates or addenda to these policies.These policies are located on the adult education website at Virginia Department of Education.Retention of RecordsGrant recipients must maintain all records related to this grant, including all student and financialrecords, for a period of five years after the ending date of this grant. These records must beaccessible and available for monitoring and auditing purposes.Progress Reports/Data CollectionRace to GED grant recipients are required to submit to the Office of Career, Technical, andAdult Education a yearly report outlining outcomes of their efforts in serving eligibleparticipants. This report will be due on July 31, 2023. The report template will be sent to eachgrantee from the Race to GED grants manager prior to this date.Race to GED programs are expected to follow the policies and data entry practices of theVirginia adult education program to respond to federal and state accountability requirements.Termination or SuspensionAll funding is subject to the availability and appropriation of funds for the purpose of Race toGED programs. In emergency situations, VDOE may suspend a grant for not more than 30calendar days. Examples of such situations may include, but are not limited to: serious risk topersons or property; violations of federal, state, or local criminal statutes; and material violationsof the grant that are sufficiently serious that they outweigh the general policy in favor of advancenotice and opportunity to show cause. Pursuant to 45 CFR 2540.400, VDOE may terminatereimbursement payments under the grant, or revoke grant funds for failure to comply withapplicable provisions of this grant. The VDOE shall provide the grantee reasonable notice andopportunity for a full and fair hearing within 60 days of receipt of such notice.Certifications and ComplianceIt is the responsibility of the eligible applicant and grantee to be knowledgeable about applicablestate and federal laws and regulations. Eligible applicants must certify, through official signature8

of the superintendent or designee, compliance with specific state and federal laws and/orregulations. This includes the Race to GED assurances form, which must be submitted with theapplication materials. Signatures indicate that the applicant agrees, if selected as a grantrecipient, to fully comply with each assurance. The Race to GED assurances form is located inAppendix B of this application package.GED and GED Testing Service are registered trademarks of the American Council on Education and may not be used orreproduced without express written permission. The GED and GED Testing Service brands are administered by GEDTesting Service LLC under license from the American Council on Education.9

Application Development1. Budget NarrativeCompose a complete, detailed budget narrative for the region, by object codes, thatclearly identifies, explains, and justifies the proposed expenditures listed in the budgetworkbook. This narrative will provide an at-a-glance program design for your Race grant.The title of this page should be the name of your school division.Five reminders:1. Include the required Regional Program Manager’s compensation foradministration of this grant in Object Code 1000 (not to exceed 10% of theallocated grant amount).2. Address how the priority of this year’s grant (to increase the current servicesof the GED testing program) will be met.3. Ensure that your regional program design is evident in your budget narrativedescriptions.4. The totals from the budget narrative should match the total amount enteredinto the budget worksheets.5. Include some funds for GED test vouchers, but remember that the Statepurchased testing vouchers are being extended into 2022-23 until the fundsare depleted.2. Activity Options Selected that Require Formsa. If you selected as one of the program options to provide additional instructionalclasses or supplemental academic support, complete the Schedule of Adult Educationand Literacy Services form found in Appendix C to list the face-to-face and distanceeducation classes being offered.b. If you selected as one of the program options to implement outreach and engagementactivities, complete the Outreach and Engagement Plan found in Appendix D.Include only the outreach and engagement methods that will be funded with Racefunds. Be very specific about the outreach or engagement activity to be undertaken,both locally and regionally. Identify what outreach or engagement method will beimplemented, where they will be implemented, the estimated cost for each activity,the timeframe in which each activity will be completed, and who will be responsiblefor the activity. Remember to include outreach efforts to WIOA partners in the adulteducation region. The total costs listed on this form should match the Outreachand Engagement total in the Budget Narrative and in the Budget Worksheets.3. Budget WorksheetsComplete the budget workbook by following the instructions provided for accuratecompletion of the workbook. (Remember, there are no distinctions betweenAdministrative and Instructional funds and no local match is required.)10

The grantee shall provide access to adult education services free of discriminationbased on basis of race, sex, color, national origin, religion, sexual orientation,gender identity, age, political affiliation, or against otherwise qualified personswith disabilities. The policy permits appropriate employment preferences forveterans and specifically prohibits discrimination against veterans.2. The grantee shall provide statistical, financial, and descriptive reports related toRace to GED funding (including follow-up on learners) during the grant periodas required and requested by the Virginia Department of Education and the Officeof Career, Technical, and Adult Education.3. The grantee shall submit final reimbursement requests by May 22, 2023.4.
