Funding Options for Tennessee The U.S. Small Business Administration offers small business loans, through its lending partners, to small business owners across the Volunteer State. Banks, credit unions, Microlenders, Certified Development Companies (CDCs) and Community Advantage lenders listed within provide the SBA loans which are made through the lender with a guaranty generally in the 75-85% range provided by SBA to the lender. Loans are available up to 5 million with an interest rate which can be negotiated with the lender. SBA loans are usually repaid in 5-10 years for working capital or equipment and up to 25 years for real estate & buildings. Working capital loan proceeds may be used for any needs of the business, such as making payroll, paying rent, or purchasing inventory. In order to be prepared to go to the bank, borrowers should be ready to present a solid business plan showing cash flow of the business to demonstrate repayment ability, collateral, and a good credit history. If there is any doubt about these elements, visit the nearest Tennessee Small Business Development Center at www.tsbdc.org as free counseling is offered to ensure you are ready to go to the lender fully prepared to apply for a loan. Borrowers start at their bank of choice as the first place to apply for a SBA loan. The lender will underwrite the loan and the determination as to whether they need the SBA guaranty. You may have to make application at several banks before you ultimately gain a loan approval as each lender has their own credit standards and policies. Below is a description of each SBA loan product so you may determine which type of loan is the best fit for your small business needs. 7(a) Loan The 7(a) Loan program is SBA’s primary business loan program which can be used for a wide variety of business purposes. The program has broad eligibility requirements and credit criteria to accommodate a wide range of financing needs. The SBA guarantees 85% for loans of 150,000 or less and for loans over 150,000 the SBA can provide a 75% guarantee. The maximum 7(a) loan amount is 5 million. Maturities are usually up to 10 years for working capital, equipment, etc and up to 25 years for real estate. CAPLines The CAPLine program helps small businesses meet their short-term and cyclical working capital needs. The program can be used to finance: seasonal working capital needs, direct costs of performing certain construction, service and supply contracts, direct costs associated with commercial residential construction, finance operating capital by obtaining advances against existing inventory and accounts receivable, and consolidate short-term debt. Loans are available up to 5 million and qualify for SBA’s maximum guaranty of 85% for loans of 150,000 or less and 75% for loans 2

over 150,000. Maturities are based on the use of proceed with a maximum of up to ten years. There are four distinct loan programs under the CAPLine umbrella including: Working Capital CAPLines, Contract CAPLines, Seasonal CAPLines, and Builder’s CAPLines. 7a Small Loan SBA is committed to expanding access to capital for small businesses by increasing the number of lower-dollar loans ( 350,000 or less). 7a Small Loan is open to all financial institutions with an executed loan guaranty agreement with the SBA. 7(a) Small Loan reduces processing time as SBA credit scores the loan in order to determine whether the applicant has sufficient creditworthiness. Standard SBA 7(a) loan program maturities, use of proceeds, rates, fees and guaranty percentages apply; 7a Small Loan features a two-page application for borrowers after the lender has decided to apply for an SBA guaranty for the proposed loan. The lender completes a credit memo and may use the bank’s own loan note. Most 7a Small Loans will be approved in a matter of minutes through electronic submission (e-Tran or SBAOne). SBAExpress (S) The SBA Express Program provides flexibility to the lender by allowing the lender to utilize many of the bank’s own policies and procedures thereby reducing turn-around time. The maximum loan amount for a SBAExpress loan is 350,000 with a maximum guarantee of 50%. Loans under 25,000 do not require collateral. The use of the loan proceeds is the same as for any basic 7(a) loan. Maturities are can be up to ten years for working capital or equipment and up to 25 years for real estate. Revolving lines of credit are allowed for a maximum of ten years. SBAExpress lender status is indicated with a “S.” Export Express (E) The Export Express program helps small businesses meet their export financing needs. The total Export Express loan cannot exceed 500,000. SBA guarantees 90% for loans of 350,000 and under and 75% for loans greater than 350,000. SBA provides a quick processing time, less than 36 hours. Export Express lender status is indicated with an “E.” Preferred Lenders Program (P) The Preferred Lenders Program is part of SBA's effort to streamline the procedures necessary to provide financial assistance to the small business community. Under this program, SBA delegates the final credit decision and most servicing and liquidation authority and responsibility to carefully selected lenders who have a demonstrated a proficiency in processing and servicing SBA-guaranteed loans. Preferred lender status is indicated with a “P.” 3

504 Loan The SBA “504”program provides long-term, fixed-rate financing for acquisition and/or renovation of capital assets including land, buildings, and equipment. The loan affords a borrower the opportunity to bring 10% owner’s equity to the project with 50% of the financing provided by the lender’s regular conventional loan and 40% financed by a SBA. SBA’s portion is issued through a Certified Development Companies (CDC’s) which sells debentures to fund SBA’s portion the project. These CDC’s include: Areawide Development Corporation (Alcoa), BrightBridge (Chattanooga), MidCumberland (Nashville), Six Bridges (Memphis), South Central Tennessee Business Development (Columbia), and Tennessee Business Development Corporation (Paris). Microloan The Microloan provides small loans ranging from under 500 to 50,000 to small business owners through a network of intermediaries nationwide. The maximum term for a microloan is 7 years. Under this program, the SBA makes funds available to nonprofit intermediaries that in turn, make the small loans directly to entrepreneurs, including veterans. There are three Microlenders in Tennessee: Alt Consulting located in Memphis, Pathway Lending located in Nashville and People Inc. located in Bristol, TN. Export Working Capital The Export Working Capital Program enables U.S. exporters to obtain loans to fund their direct export costs. The loan supports single transactions or revolving lines of credit. Loans are available up to 5 million. SBA guarantees up to 90% of a loan amount or 4.5 million, whichever is less. Loan maturities are generally for a term of 12 months. The guaranty can be reissued for an additional 12 months through a new application process. International Trade Loan The International Trade Loan helps small businesses engage or prepare to engage in international trade. Loans are available up to 5 million. This loan provides an SBA guarantee up to 4.5 million for a term loan used for the acquisition, construction, renovation, modernization, improvement or expansion of long-term fixed assets or the refinancing of an existing loan used for these same purposes. 4

Community Advantage (CA) Community Advantage is a pilot loan program introduced by the U.S. Small Business Administration (SBA) to meet the credit, management, and technical assistance needs of small businesses in underserved markets. Although a borrower must prove credit worthiness and the viability of the business idea: unlike traditional lending, qualification for this program is not limited by the size of the borrower’s balance sheet, or the amount of collateral involved. Community Advantage provides mission-based lenders access to 7(a) loan guaranties as high as 85% for loans up to 250,000.
