www.fairviewtexas.org August 2016 Fairview Town News – Page 3 Mayor’s Note Dear Resident, As I write this month’s note, it has been less than 24-hours removed since we grasped the senseless, cowardly and heinous act that transpired against the Dallas and DART Police teams. Like you, my heart is heavy as I think about the families that will be forever without a loved one and the Police Department in general, as they both heal and move forward. There is no doubt, that with the support and prayers of the community and continued great leadership, they will be stronger than ever, both individually and as a team. This brings me our own the Fairview Police Department, while it might be perceived that they have less to contend with than our larger municipal neighbors, I can assure that the risks they face are just as present and real! On the morning following the event, I spoke with Fairview Police Chief Granver Tolliver and as you might imagine, it was a tough morning and day for the members of our team, as they too grappled with the loss of their brothers in arms. We are blessed with tremendous leadership from Chief Tolliver; he along with our Town staff and elected officials will continue to provide our team with all of the tools needed to be successful in their jobs. I have a very simple ask of you in a world that seems to have less and less respect of authority, let’s stand in total and absolute support of the men and women have elected to make the service of others, their life’s work. Let’s BACK THE BLUE! When you are out and about, if see our Officers, share your support! I have seen the commendations they have earned, and these are men and women that care deeply about our Town. While it might not be the first thing that comes to mind, even if you are stopped for a citation, still show your support. Thank you for helping to facilitate this request and let’s continue to keep the Dallas Police Department in our prayers! Page 4 - Fairview Town News August 2016 www.fairviewtexas.org COUNCIL’S CORNER At the Monday, June 27, 2016, special Town Council meeting, the Town Council addressed the following items: Heard a presentation from Kimley-Horn and discussed the engineering and design of Fairview Parkway and related components. Heard a presentation and discussed the water and sewer rate study. Heard a presentation and discussed an engineering study on alternative water supplies. Discussed the upcoming fiscal year 2016-2017 budget including budget priorities, long range planning, budget process, calendar, special meetings schedule and related items. At the Tuesday, July 5, 2016, regular Town Council meeting, the Town Council addressed the following items: Mayor Darion Culbertson presented a proclamation declaring the week of June 20 through 26 as Amateur Radio Week in the Town of Fairview. Approved the minutes of the May 3, 2016 regular Town Council meeting. Approved the minutes of the June 6, 2016 regular Town Council meeting. Approved a resolution authorizing continued participation with the Atmos Cities Steering Committee and payment of assessed dues for 2016. Authorized the Town Manager to approve bids for roadway maintenance not to exceed 120,000. Conducted a public hearing and approved an ordinance regarding a request for a Conditional Use Permit (CUP) for an accessory structure (detached garage). The 1.07-acre site is located at 500 Cottonwood Place and is zoned for the (RE-1) One-acre Ranch Estate District. Owners/applicants: Allen and Holly Barr (CUP2016-07). Approved additional expenditures for the Chamberlain Place Trail improvements. Discussed the upcoming fiscal year 2016-2017 budget priorities. Discussed Boards and Commissions but took no action. Received the Monthly Financial Report for the period ending May 31, 2016. Received an update on the Stacy Road construction project.

www.fairviewtexas.org August 2016 Fairview Town News – Page 5 Army Birthday Celebration The North Texas – Audie Murphy Chapter of the Association of the United States Army held a U.S. Army Birthday Celebration at Fairview Town Hall on Tuesday, June 14, 2016. The theme of the event was The American Soldier: Always Ready, Always Leading. The party featured a halfsize working replica of a WWII Corsair, an American fighter aircraft as well as several guest speakers including Collin County Judge, Keith Self. Several new Army recruits were sworn in onsite as they joined the service. Multiple representatives from the Miss Texas pageant system served birthday cake to all who attended to celebrate the founding of the American Continental Army way back on June 14, 1775. www.fairviewtexas.org August 2016 Fairview Town News – Page 7 Jeff Bell Sworn In as New FFR Chief At the July 5, 2016, Town Council meeting, Jeff Bell, who has been serving Fairview Fire Rescue as Interim Fire Chief since October 2015, was sworn in as Fairview’s new Fire Chief by Town Secretary, Liz Cappon. Chief Bell was joined at the meeting by his family as well as many first responders from across Fairview. Chief Bell is the first ever full-time Fire Chief in the history of Fairview. Bell began with Fairview Fire as a contract Fire Inspector in July 2006, transitioning to part-time Assistant Fire Chief in April 2009 and then to full-time Assistant Chief in January 2012. Bell began his career in the fire service by attending Collin County Community College’s Fire Academy in 1999. He worked for Plano Fire Rescue in the Fire Marshal’s office as a Plan Reviewer and Inspector until he joined Plano Fire Rescue as a Fire Rescue Specialist in September 2000, serving the City of Plano for a total of 13 years. Chief Bell is a graduate of Oklahoma State University with a Bachelor’s Degree in Fire Protection and Safety Engineering Technology. He also holds a Master Fire Fighter certification, Advanced Inspector and Fire Investigator’s certification through the Texas Commission on Fire Protection. In just his time as Interim Fire Chief for FFR, Bell has overseen the engineering study performed on Fire Station #1, the purchase of a new 105’ ladder truck and the transition of Fire Station #1 into a modular building. In his personal life, Bell has been married for 20 years to his wife, Kristie, whom he met while attending Plano Senior High School. Their 15-year old daughter, Taylor, attends Wylie High School. At the swearing in, Chief Bell thanked his family for their support over the years as he has worked to achieve his goals in fire service. Stacy Road Update The grading and preparation for the two new lanes on the north side of Stacy Road is underway. Existing driveways and intersections will remain open as long as possible. TxDOT will notify any affected property owners when driveway access will be interrupted. Typically, driveways are not taken out until the last possible minute in order to lay the concrete directly in front of those drives. Street intersections with Stacy Road are constructed a quarter at a time in order to keep the intersection open at all times. New right-of-way was acquired along the north side of Stacy Road to allow for the widening and addition of a 6 to 10 foot sidewalk behind the curb, depending upon location. Some trees and fences will have to be removed within the newly acquired right-of-way. This TxDOT project will construct four lanes from State Highway 5 to FM-1378, along with wide sidewalks for pedestrians. Please continue to observe the recommended 40 mph speed limit through the construction zones and take alternate routes whenever possible to relieve congestion and improve safety during this construction.

Page 8 - Fairview Town News August 2016 www.fairviewtexas.org Newly Re-Elected Councilmember Renee Powell Sworn In At the July 5, 2016, Town Council meeting, Councilmember Renee Powell was ceremonially sworn in to serve her second term as a Councilmember, Seat 6 by Town Secretary, Liz Cappon. Newly elected Councilmember Pam Little and re-elected Councilmember John Adler took their oaths of office at the June Council meeting. Councilmember Powell was first elected to the Council in May 2014. Councilmember Powell previously served on the Town’s Planning and Zoning Commission for ten years from 2004 to 2014 and has been actively involved with the community for many years. Mad Grill, described as lean, mean Pan-Asian cuisine will surely be a hit with the crowd. And, for those who prefer a more traditional meal there is Very Individual Pizza with everything from pepperoni pizza to mac and cheese pizza, and to top it off they even serve Snow Cones. Both trucks will be onsite Saturday and Sunday beginning at 10:00 a.m. The Gus Macker 3-on-3 Basketball Tournament registration deadline is fast approaching! The mail-in registration deadline is Friday, August 19. Download a registration form on fairviewtexas.org. Or, register online at macker.com/local/fairview-tx before Monday, August 22. The tournament will officially tip-off in the Village at Fairview shopping center on Saturday, September 10 with Opening Ceremonies at 8:00 a.m. First round games will begin at 8:30 a.m. and will continue through 5 p.m. Games on Sunday, September 11 will begin at 8:00 a.m. the next morning. Additionally, a ceremony honoring the firefighters lost on September 11th will hosted by Fairview Fire Rescue on Sunday morning. The Macker Tournament is designed so that anyone can play: male or female, young or old, short or tall and the most experienced to none at all. This maintains the purity and integrity of the driveway game. Since 1987, the Macker tour has expanded, holding a total of 972 tournaments with over 2.2 million players of both genders from 7 years old to 50 plus and more than 23 million spectators. All teams are placed into male and female divisions according to pre-established age categories. The Fifth Annual Showdown Half Marathon and 5K will be held the morning of Saturday, October 8, 2016, on the same day as the Red River Showdown, the annual rivalry football game between the University of Texas Longhorns and the University of Oklahoma Sooners. Local run organizer, The Active Joe, offers a top-quality run experience by offering the choice of a crimson or burnt orange shirt color, bib color, and medal color, as well as bib personalization with your name or a nickname of your choice. Pick a side in the rivalry- or don’t and join us for the run anyway! The festivities begin at 7 a.m. with a kids’ dash. Those ages 10 and up can purchase a ticket for 12 for each time they would like to go down the zip line. Preregistraton is required; visit heardmuseum. org/ropescourse to learn more. the butterflies of our area, how to identify them, and the role they play in nature. This program will include a visit to the butterfly garden to see them in various stages of their development. Second Saturday Bird Walks Learn more about birding the second Saturday of every month September through May at 8 a.m.! These bird walks are intended to help beginning and intermediate birders with bird spotting and identification techniques. Bird walks are included in general admission and no reservations are necessary, but interested guests should be sure to arrive promptly at 8 a.m. Summer Nature Story Times Join the Heard each Friday through August 26 at 10:30 a.m. for story times designed primarily for children to introduce a different nature-themed book each week. During most of the story times, a puppet, live animal or enrichment items will be included to enhance the experience. These programs should last approximately 30-45 minutes depending on the book covered. Story times are included in general admission and free for Heard Museum members. Butterfly Talk: Butterflies 101 On Saturday, August 6 at 10 a.m. learn about Proceeds from these events benefit the Heard Natural Science Museum & Wildlife Sanctuary, a private 501(c)3 organization. The Heard was founded in 1967 by Bessie Heard. Miss Heard was 80 years old when she saw the need to preserve a place where future generations could experience nature. Today, the Heard’s mission of bringing nature and people together is carried out through education, particularly of young people, which emphasizes an appreciation of nature and its conservation.
