We offer Life Skills in the schools, Mosquito Abatement in the unincorporated part of the Township, Self -Management Skills classes for teens who are first time offenders referred by the courts or local police, along with Teen Peer Jury, to mention a few. There is no other way to deliver these services more efficiently and economically than at the local level. It would be hard to find a more conscientious group than your elected Township officials who make this happen. Our entire office staff is geared to offer the very best services possible for our residents; they deserve nothing less, from all the elected officials and staff of Downers Grove Township. villages and the county on many programs. A Message from the Assessor. Is the tax cap still working? Many properties received substantial assessment increases in 2007 and property owners are concerned. What does it mean when we receive our tax bills? A possible increase but not as bad as it could have been. Sixteen years ago legislators introduced and passed the Property Tax Limitation Law (PTELL). Most know it as the “tax cap,” even though, it does NOT cap your assessment or tax bill. It has helped slow tax increases and has given voice to voters when a referendum is on the ballot. Under the Property Tax Limitation Law, increases in property tax extensions (levies) are limited to the lesser of 5% or the Consumer Price Index (CPI). The extension limit is applied to all non-home rule taxing districts. The limit slows the growth of revenues to taxing districts when property values and assessments are increasing faster than the rate of inflation. As a whole, property owners have some protection from tax bills that increase only because the market value of their property is rising. The Property Tax Limitation Law only limits increases in taxing districts' extensions. Individual tax bills may still increase or decrease. Listed below are some of the reasons a tax bill could increase more than 5% or the CPI: The property is in a taxing district that is able to increase its extension by more than 5% or the CPI increase because it is a home rule municipality or an overlapping taxing district that is not subject to the PTELL. Voters approved an increase in tax rates or in the limitation of 5% or the CPI via referendum. Voters approved a bond issue or an increase in the debt service extension base via referendum. New bonds were issued before the PTELL referendum. The property had been under-assessed in relation to other properties and is reassessed which shifts the tax burden. The property had an exemption that was removed. This is often noticed when a Home Improvement Exemption expires. Your tax bill is based on: 1) the property’s assessment, 2) exemptions applied and 3) the amount of funding the taxing bodies in your area request. As stated above, the amount of your tax bill is affected by several factors. If it was not for the “tax cap,” you can bet your tax bill would be much higher today. A Message from the Clerk. Are You Registered? This is a Presidential election year. Don’t delay, register now. You can register at the Township office, 4340 Prince Street, Downers Grove, Monday through Friday between the hours of 8:30 AM - 4:00 PM. To register you must be a United States citizen and 18 years old on election day. To register bring in two forms of personal identification, one which has your current address (you must have lived at this address for at least 30 days) and an official registrar will register you. To help serve our residents, the Downers Grove Township now offers passport photo service. The fee is 7.00 for two 2X2 photos. The new passport card will be available this summer and may only be used for land and sea travel to Canada, Mexico, the Caribbean and Bermuda. It cannot be used for air travel. The regular passport book will remain the premier international travel document and can be used anywhere throughout the world. A Message from the Highway Commissioner. Road Maintenance Along with warm weather, budding trees and blooming flowers, spring inevitably brings road work. Right now, some members of our crew are spreading gravel along the shoulders of roads we paved last year. The purpose of this is to shore up the road edge, so that it will not be easily broken up by traffic. We use a mix with lots of screenings, a finer material that tamps down, hardens and stays in place better than larger gravel. Later, we will be doing crack filling and slurry seal work. This work is done annually on streets in need of it. Sealing cracks prevents water from seeping into the roadbed, thereby prolonging the life of the road base. The streets that are crack filled one year are generally slurry sealed the following year. This work is done by a private contractor, following our bidding procedures. Still later in the year, we will completely repave streets where necessary. This job is also done by an outside contractor. Budget constraints, of course, always influence how much work the Highway Department can accomplish in a given year. Edward P. Smith - Highway Commissioner Household Hazardous Waste Collection The drop off facility is located behind Fire Station #4, 1979 Brookdale Road in Naperville (3/4 mile south of I-88, 1 block east of Route 59). Hours of operation are 9:00 AM until 3:00 PM, Saturdays and Sundays only (excluding holidays). For more information, please call (630) 420-6700 ext. 7559. Accepted items include: Household cleaners, Drain opener, Paints (oil based only), Mineral spirits, Strippers, Solvents, Insecticides, Herbicides, Flammables, Automotive fluids, Fluorescent fixtures, Household batteries, Mercury and unknown hazardous substances. Note: Latex paint is not accepted at the regional HHW Facility. Latex paint, which does not contain the solvents found in oil-based paints, can be dried out (in a well-ventilated area away from children and pets) with an absorbent material such as sand, sawdust, oil dry or kitty litter. Dispose of the hardened/dried out paint with the lid removed, in your regular garbage. There is an available site located at the DuPage County Latex Paint Recycling Facility at the Woodridge Wastewater Treatment Facility, 7900 S. Route 53, in Woodridge. A Message from Human Services. Collaboration Benefits All When the 18th Judicial Circuit Court and Downers Grove Township began its collaboration nearly three years ago, never did they imagine the benefits that it would have to offenders and community alike. Through the development of a Community Services Case Manager position, the opportunity to build even stronger community relationships as well as more closely monitor and serve the adults that perform community service within the township has begun to pay off big dividends. The biggest misconception about Community Services within society in general is that the offenders are hard core criminals let loose on the streets without supervision. The reality is quite the opposite. Within DuPage County the majority of cases I handle as Community Service Case Manager for Downers Grove Township are low risk offenders. The overarching philosophy that we apply to community service is Restorative Justice. This philosophy guides the goals we set when assigning offenders to their service. There are three goals of Restorative Justice: 1) Improve community safety, 2) Accountability of the offender, and 3) Building competencies. These things are all considered when a site is selected for an offender as well as other things such as client interest, special skills, and site restrictions. The more comfortable the individual feels at the site the more connected they become to the community around them. Studies have shown that people involved in extra-curricular activities, whether it be sports or volunteering, are less likely to feel isolated and alone and thereby becoming positive contributors within their respective communities. The stereotypical view of who are the offenders within our community has changed substantially. We need to recognize our own strengths and weaknesses in order to become the kind of society we would all like to live in. Our hope is that through the Community Services Case Management, we help these adults be accountable for their actions, give back to the community in a positive way and bring the community together in a way that will strengthen it. A Message for Seniors. Township Services for Senior Citizens The Senior Citizens Advisory Committee of Downers Grove Township strives to promote the self sufficiency and well-being of senior residents. The Dial-A-Ride program provides a vital means of transportation for senior citizens who do not drive. Information about a wide range of topics is offered in the Banner News, on the Vintage Times cable television show, and in response to inquiries at the Human Services office. The Township is an active member of the S.A.L.T. Council (Seniors & Lawmen Together), a consortium of public safety agencies and community groups who work together to promote the safety of seniors. Programs include the popular File of Life, an emergency medical card which is placed on the refrigerator door to provide first responders immediate access to vital medical information. A pocket size card is also provided, and a home inspection program which aims to reduce the risks of burglaries, fires or injuries due to falls.
