1.0 CONTEXT1.1 PREAMBLEThis document is an urban strategic planning tool thatprovides the urban design basis for the re-development of theSalisbury City Centre (SCC) over the next 20 years. The UrbanDesign Framework (UDF) is intended as a guide for changein the SCC, which supports both Council and State policiesincluding the Metropolitan Adelaide 30 Year Plan, as well ascommunity expectations.The Urban Design Framework (UDF) builds upon theinvestigations and significant community engagementassociated with the Salisbury City Centre Renewal Strategyand Implementation Plan (The Renewal Strategy).This Urban Design Framework also takes into considerationthe ideas and concepts from a diverse range of professionalstakeholders including urban and transport planners,landscape architects, safety and age-friendly advocates aswell as concepts outlined in “Streets for People- Compendiumfor South Australian Practice” and “Healthy Places andSpaces”.The purpose of the UDF is to provide guidance in realising anew spatial framework for the SCC as set out in the RenewalStrategy and Council’s Structure Plan.The Renewal Strategy involved undertaking detailedinvestigations regarding the physical, social, economic andenvironmental issues affecting the Salisbury City Centre. Thisincluded reviewing and aligning with State and Council keydevelopment strategies, a detailed retail capacity assessment,car parking study and traffic report.An extensive stakeholder and community consultation processwas undertaken throughout the development of the RenewalStrategy with the results of this process directly informing theRenewal Strategy.The Renewal Strategy concluded that there is significantopportunity in Salisbury City Centre to capitalise on andenhance the traditional ‘town centre’ retail experience thatexists along John Street, to revitalise and bring vibrancyinto the City Centre and to facilitate significant developmentand provide opportunities for permanent residentialaccommodation within the City Centre.Managed appropriately and proactively, Salisbury can developas a vibrant and active city centre. Council can play a leadrole in advocating for private sector investment that promotesgreater vitality as well as further use of existing businessesand public facilities and places that meet the objectives of thestrategy.In addition to its advocacy role, Council can utilise its existingresources and association with its businesses and communitygroups to lead the revitalisation of the city centre.Six Planning Principles were identified with associated keyoutcomes; these were based on the community consultationprocess and aimed to achieve the project objectives andincluded the following:1. Provide progressive leadership and beingeconomically deliverable Provide progressive leadership to implement integrated“place management”; Encourage development attraction;Identify strategic partnerships;Promote the green economy and green collar jobs;Leveraging existing opportunities relating to the agedcare, defence, immigration and education sectors andCouncil’s land holdings; and Encourage the development of an economy, wherebybusinesses of varying sizes are supported.2. Develop a consolidated centre Focuses intense activities within a core area of the SCC; Activating streets with more intense and diverse retail,commercial and cultural businesses and uses; Increase residential population to support activities within4. Activate the Civic Square and the Little Para River asfocuses for informal public gathering and meeting places. Optimise visual and pedestrian connections to JohnStreet, the Civic Square and recreational open spaces.5. Cultivate social vitality and environmentalsustainability Embrace cultural diversity. Integrate all-age friendly and inclusive design into thepublic spaces and private sector developments. Integrate public arts and events in the SCC. 1.0 CONTEXT1.2 STRATEGIC FRAMEWORKThe Salisbury City Plan 2020 Sustainable Futures sets out theoverall strategic direction for the Council and community forthe medium term. This considers the social, environmentaland economic development of the Council as a whole. Eachsubsequent strategy, framework, plan and guideline works toprovide more detail on the future direction for Salisbury.Salisbury City Centre Renewal StrategyThe SCC Renewal Strategy and Structure Plan, shown infigure 1.2.1, were adopted by Council in September 2012 andprovided the first step in realising the future potential of theSCC. The Structure Plan has evolved over time as a result ofextensive community and stakeholder consultation and is thefoundation or skeleton for future development of the SCC. Itshows the proposed entry points, road and transport network,open space linkages and the relative concentration / urbanform and density of buildings and forms the basis for the UDFand streetscape guidelines.Urban Design FrameworkThe Urban Design Framework (UDF) is intended as a guidefor change in the SCC, the aim of the UDF is to promote thecreation of built form, open space and public realm outcomesthat will contribute positively to the urban and social fabric ofthe Salisbury City Centre.The UDF is the next step after the structure plan and providesmore detail into how the City Centre will function spatiallyas an activity centre building upon the existing positivecharacteristics, it will guide the future look and feel of the CityCentre.8Streetscape GuidelinesStreets are an important consideration for creating a coherent,compact, walkable centre. Streets are multifunctional publicspaces that connect most activity within our towns and citiesand how they function is imperative to the success of a centre.The urban design framework and streetscape guidelines willhelp inform future planning, development and landscape andstreetscape design.Draft Salisbury City Centre Development PlanAmendment (DPA)The SCC Renewal Strategy identified the need to amendthe City of Salisbury Development Plan to enhance existingpolicy areas and reflect the outcomes of the Strategy andStructure Plan. The Draft DPA is the tool that will help theimplementation elements of the UDF and will incorporateplanning principles consistent with those identified in the UDF.The DPA will assist in the implementation of elements of theUDF by incorporating land use zoning that reflects the visionof the Renewal Strategy and planning principles consistentwith those identified in the UDF into Council’s DevelopmentPlan. 1.0 CONTEXT1.3 VALUE OF STRUCTURE PLANNINGThe UDF builds upon the SCC Structure Plan by undertakinga finer grained analysis of the centre, particularly in relationto built form, scale and land use whilst having regard toexpected market demand. For example building hieghts (andtherefore floor areas) are not only considered in the contextof not only built form and streetscape outcomes, but the likelymarket demand for floor area over the 20 year time frame ofthe UDF. The aim is to manage the many diverging demandsfor development, population growth, transport connections,community infrastructure and the need to maintain the distinctcharacter heritage and a sense of place within the contestedurban realm of the City Centre.The UDF is the next step in Council planning and will aid inthe formation of detailed urban design plans, streetscapeguidelines, Development Plan Amendments and otherframeworks and future works programmes that will supportchange over the next 20 years.Without careful planning and urban design considerationthere is a risk that development may limit the potential to meetfuture demands or negatively impact the existing characterand cultural diversity of SCC. Ultimately, future planningmust reinforce the life and vitality of the local community,businesses and industries that live and work in these areas.The UDF expands on the accepted approach that structureplans follow a land-use planning process. The UDF seeks toexplore the context of the City Centre, the urban form, scale,character, existing services and infrastructure to create aframework that builds on the existing qualities to create anew urban fabric that will meet the capacity requirements asanticipated by Council and its community.All too often, structure planning and the resulting urbandevelopment involves the loss and subsequent reinvention of‘the character and qualities of the City Centre’. The role of theUDF is to identify the potential opportunities that can delivera planned urban design framework with integrated public andprivate realms and which combines the existing characterof the City Centre with new investment and developmentopportunities.1.3.1 PROCESS1.4 PROJECT SCOPEThe UDF has involved a detailed assessment of the contextand potential future of SCC. The process has involvedbackground research into existing case studies, key citycentre trends and literature, as well as a site and demographicanalysis which has provided an understanding of thecharacter and function of the city centre.The project scope considers the area covered by the SalisburyCity Centre Development Plan Amendment (DPA). Whilerecognising the future planning that will be undertaken aroundthe transport hub, directed by the Department of Planning,Transport and Infrastructure, and the Salisbury Oval Precinct(currently being considered by Council).The UDF considers the three major elements of the urbanrealm – Built Form, Movement and Public Realm - andconsiders the following: Identifying land uses, infrastructure systems andprogrammes that provide and support future developmentas well as public realm and place making opportunities Assessing and identifying land, open space or streets thathave the potential to become important or recognisedpublic places for the future Identifying existing land that has the potential to meetfuture development demands Assessing existing building heights and massing withinprecincts that will inform future planning of mixeduse development, recognising the interface betweencommercial/mixed use/residential land use and the effectof built form on desired streetscape character Identifying potential sustainable transport solutions andconnections within each precinct.10

2.0 BACKGROUND2.1 LITERATURE REVIEWAn analysis was undertaken to ensure that the developmentof the Urban Design Framework provided continuity fromprevious council plans and strategies. This is an importantstep as it ensures that the UDF is aligned with previousplanning outcomes and that elements specific to this projectwere identified and considered.On the following pages, the key considerations for the UDFwithin these documents are identified and presented in threedifferent categories, built form, movement and public realm.The following documents were included in the literatureanalysis:The City Plan 2030The DRAFT Wiltshire Street Concept PlanProvides the key overarching strategic direction for the LocalGovernment Area of Salisbury.Has been prepared to modify Wiltshire Street as the mainthoroughfare for vehicles and buses to and from theinterchange.
