How To Use This ManualIntroductionThis manual provides information about (1) howthe administration process works from beginningto end, (2) key dates when specific assessmentactivities take place, (3) the roles that schoolpersonnel play in the administration process,and (4) how to use available supports andaccommodations.On January 25, 2021, the Michigan Departmentof Education (MDE) delivered a request to theU.S. Department of Education to waive certainassessment and accountability requirements ofthe federal Every Student Succeeds Act (ESSA)including the Spring 2021 M-STEP. On March 26,MDE received approval of our request to waivecertain high-stakes components of accountabilityincluding the requirement to assess 95% of ourstudent population. As of April 1st, we have notreceived a response that will allow us to waive theadministration of the M-STEP for 2021.To comply with current law, MDE and the Officeof Educational Assessment and Accountability(OEAA) continue to prepare for the required springassessments in the event the USED does not grantour waiver request. All students, even studentsreceiving remote-only instruction, should have theopportunity to take the assessment. Districts haveto offer remote or virtual students the opportunityto come into school to take the appropriate statesummative assessments. However, those remoteonly students would not be required to comeinto school for the sole purpose of taking theassessments.Updates regarding the status of this requestwill be provided through the weekly Spotlighton Assessment and Accountability newsletter.Please know the health, safety, and well-being ofstudents, educators, and their families is MDE’sfirst priority.The OEAA has developed a Safe Testing PlanningDocument to assist districts and schools toplan for the safe administration of the Spring2021 assessments, including M-STEP. The6M-STEP Test Administration Manualplanning document includes guiding questionsand considerations for each aspect of testing tohelp you plan for your test administrations. Thisdocument is available on the M-STEP web page.The COVID-19 pandemic has significantly impactedthe 2020-2021 school year, and some policiesand procedures of the M-STEP test administrationhave been modified to provide schools additionaltime and flexibility for M-STEP testing. Havingsaid that, M-STEP must be proctored in-personby a trained test administrator according to therequirements of the Assessment Integrity Guide.Any administration in an Off-Site location mustreceive prior approval through the Off-Site TestAdministration request process (see page 36,the Students in Different Locations section) formore information).Important Note: eDIRECT has been renamedDRC INSIGHT Portal. The URL has not changed.This manual now refers to eDIRECT as the DRCINSIGHT Portal (https://mi.drcedirect.com).Instructions for easy navigation to documents inthe DRC INSIGHT Portal are on page 8.This manual is divided into ten sections: How to Use this Manual describes thecontent and sections included in the manual. Testing Schedule gathers calendarrelated information in one place to helpschool personnel prepare for, schedule, andadminister the test. Overview describes general informationthat everyone involved in the M-STEPadministration process needs to know. Roles and Responsibilities describesthe roles and responsibilities of DistrictAssessment Coordinators, Building AssessmentCoordinators, Technology Coordinators, andTest Administrators.

Supports and Accommodations describesin detail the supports and accommodationsavailable to students during testing. Student Pre-ID and Test Eligibilitydescribes the tasks associated with determiningwhich students are eligible and expected totest, and how to pre-identify students fortesting. However, there aretwo instances in which they may be administeredusing paper/pencil versions of the test: (1) whenrequired to meet an individual student’s needs,or (2) when a school has applied to the MichiganDepartment of Education (MDE) for a waiver andthe waiver has been approved. The current-yearwindow to apply for a waiver has passed; it wasposted in the Spotlight on Student Assessmentand Accountability newsletter and in the M-STEPList of Important Dates.Since this manual providesinformation on bothIconModemodes (types) of testadministration (online andPaper/Pencilpaper/pencil), MDE hasdeveloped two icons—aOnlinecomputer to representonline testing and a pencilto represent paper/pencil testing. When a sectionof the manual applies only to one mode of testing,the corresponding icon will appear.
