ScopeJune 2014the Palomar Amateur Radio Club newsletterField Day 2014: June 28-29!ARRL Field Day is the single most popularon-the-air event held annually in the US andCanada. On the fourth weekend of June of eachyear, more than 35,000 radio amateurs gatherwith their clubs, groups, or simply with friendsto operate from remote locations. Field Day is apicnic, a camp out, practice for emergencies, aninformal contest and, most of all, FUN!It is a time where many aspects ofamateur radio come together to highlight ourmany roles. While some treat it as a contest, others use the opportunity to practice theiremergency response capabilities. It is anexcellent opportunity to demonstrate amateurradio to the organizations that amateur radiomight serve in an emergency, as well as thegeneral public. The contest part is simply tocontact as many other stations as possible andto learn to operate our radio gear in abnormalsituations and less than optimal conditions whilehaving fun. Field Day is/not a contest.Field Day is one of the main highlights ofPARC and a good effort is put forth each year.Last year we scored 4th place in our categoryof 5A and had lots of fun while doing so. Inaddition we placed first among all the San Diego(SDG) clubs. We set up 5 main stations plus asatellite station and GOTA. We hosted a Radiomerit badge class for the Boy Scouts and hadthe help of the Young Marines during setup andtake down. There was a testing session thattook place on Saturday and as a result, two newhams were licensed into the hobby. We evenhad a world class BBQ prepared by the famousPsycho Kitchen.Whichever aspect Field Day sparks yourinterest, whether it be the contesting, setup andtake down and seeing how all the equipmentgoes together, commanding a station, theSaturday picnic BBQ, or just hanging out withgood friends, I hope you will join us this year forthe Palomar Amateur Radio Club 2014 Field Dayeffort.Field Day is a group/club effort. We didnot achieve the results of last year withouthaving fun and we certainly didn’t do it withjust one person. If you are interested in helpingin any way, please contact me. No former FDexperience is needed.Field Day is scheduled for June 27, 28,and 29 at the same location as last year andyears prior. The empty lot located at the cornerof Santar and Rancheros in San Marcos. Thiswill likely be the clubs last time as they plan tostart building on site Monday. We, the Club, needto start looking now for a new site for futureuse.Field Day preparations are continuing. We have filled all station captain spots and havereceived many offers of help and equipment.Thank you to all those who have offered to helpthus far. We are moving in the right directionand on track to have another fun and successfulField Day. We are now looking for voice and CWoperators. If you are interested please contactme or one of the band captains. Upcoming SANDARCVote at July PARCMeetingSANDARC will be holding a special meeting thismonth to comply with their bylaw provisionof having the VEC budget presented to theDelegates for approval. At this time they willalso present a SANDARC operating budget. Thisspecial meeting is required as a result of themeeting schedule changing to quarterly withoutfirst checking with their bylaws. At the last meeting there was discussion ofspending monies in accordance to procedureas a result of participating in the SANTEESTREET FAIR. This event is open to all SANDARCmembers to educate and demonstrate to thepublic (like our Operating Days). SANDARC (whohas no annual income) will be spending 800.00to obtain two (2) adjoining booth spaces.Expected attendance will be 60,000 individuals. This is a great opportunity to capture moreinterested people. All Clubs are encouraged tohave representatives and their flyers/trifoldsavailable as people come from all over. Palomardelegates, in trying to follow procedure offeredto initiate support by offering 50.00 as a Cluband each Delegate for a total of 150.00 to startthe Clubs pooling together to support this event.A informative letter sent by Dennis to theBoard was returned and directed to be sentas a grievance. To comply, this was done asdirected. The Board acted on the letter at aSpecial Board Meeting. (All are special Boardmeetings as no Board meeting are scheduled.)The Board concluded that the information sentwas appropriate and acted on the letter. Thiswas required to be heard as a process at theDelegate meeting.Conrad has had a long-standing request toreview the Secretary’s records to help himlearn, understand, and help him to supportSANDARC. SANDARC has continually refused toallow anyone to look at any records. Conrad hasrequested to do this at a mutual convenienceand a mutual time, possibly over a snack ormeal. SANDARC’s continual answer is “Whatis Conrad going to find that we did wrong?” Ireally don’t understand how learning about thegroup in order to help deserves this sort of aresponse. After over a year and a half of stalling, Thecurrent Board has decided that this request mustbe asked of by a Club as the Club is the memberof SANDARC. A Delegate who represents theClub, with the Club’s full endorsement andauthority to act for them, does not have theauthority to make this request.I hereby ask the membership to endorsethis request at the JULY meeting.Sadly, there was no other Club response orsupport. This is making me wonder what IS in therecords.SANDARC’s Board has decided to do thisexpenditure and participate. (A good idea, buthow to follow its own bylaws?)DennisSCOPE page 7

In addition to having a family, working two jobs, and other activities, I was asked by my parishto teach a class at our school. I decided to teach “Introduction to Radio Theory.” After a bit ofwork, Brian (AG6CF) and I decided to use Radio Ham Radio School.Com as the school book. Itwas a great book. There are not many ham books designed for a younger audience. Weessentially went over one chapter of the book per week, a couple of chapters we broke up and wewent over Chapter 1 for three weeks as it has a lot of basic information in it.There were 14 kids who started the class, and 10 who completed it. Several dropped for variousreasons through the year including moving. Of the 10 who completed the year long hams trainingcourse, 7 decided to take the HAM license test. Of the 7 who took the HAM license course 5children passed the exam. The youngest child was 11 years old, the oldest was 14. That is fivenew hams, and a new generation of ham users. We are trying to get the 11 year old on a net totalk to the 91 year old ham guy they know. That will be very fun.Presented here is an article by my friendAlex, KK6CSR on a home school co-opclass that he taught on “radio theory andelectronics”. It ended with an officialham test, and 5 of 7 kids (ages 11-14)passed. Great story!73 DEAG6CF - BrianHow did we do this? Work mostly, and it was a team effort, including the right book. Everyweek we went over the actual questions from the exam as “weekly test.” We also introduced theSnap Circuit kits for the chapters covering electronics. Learning by actually doing is a wonderfulthing.” I can’t say enough good about the Snap Circuits, this brought things to life for the kids. They spent time annoying their mothers by building and placing motion sensor alarms in randomrooms of the house, building FM radios and launching small fans into the air. All of that “fun”was obviously to get them excited about the basic of electronics. The HamRadioSchool bookwas very critical in helping channel this. It has practice exams every week thus the kids weregetting the material and actually building week by week on it. The last month we had weeklytests that were actually the HAM exam, so four of those. At the end, we did a “ham cram” where we spent all day going back over the questions. AG6CFand I conducted that class. We didn’t plan well, and thus were up at 0200 the morning before theSCOPE page 8

class trying to finish. That was a good night of drinking and putting together study material.Surprised it was as clean as it was. Just joking! I guess the important part of this from myperspective was breaking down complex concepts to something easy to understand andremember. The last was we prayed a lot and asked Saint Isidore of Seville (the patron saint of theInternet, computer users, computer technicians, programmers, students) to pray for us also. MikeMaston brought out a crew of VEs to give the exam – something very impressive to the kids.Brian is a VE, and helped. The kids took the exam. I prayed. In the end, 5 of the 7 passed thetechnician exam.Anyway, a great big well done for the kids in the class and all of the effort they put in. Thanks toBrian. Thanks to Mike and the VEs. Thanks to supportive parents. And I guess I will take a littlecredit. Spreading this kind of knowledge and skills is critical. It is doubly critical to pass it on toour youth. Helping these children expand their knowledge of the physical universe feels like agreat accomplishment. Those kids looked so happy to receive their ham licenses, Brian noted itwas like watching kids get a puppy at Christmas in the movies.New Director AppointedRepeater Use in Recent FiresAn oppurtunity became available to servethe Club’s membership in the posistion ofserving as a Director. This was offered to themembership and a person came forward. GregGibbs KI6RXX, who has been helping withField Day has offered his service. At the Boardmeeting in May, Greg was affirmed bytheBoard. We thank him for his offer of service. This past month North San Diego Countybecame the hot spot for fires. An accidentalfire started in the 4S Ranch area. This smallfire suddenly grew in the afternoon. The nextday a fire started in Carlsbad that flared into amajor concern. Fires then started in Fallbrookat the Weapons Station, Highway 395 southof San Luis Rey river, I-5 north of the scales,Oceanside riverbed east of College, Las Pulgaseast of I-5, and more.DennisThe repeaters were monitored for use andneed. Unlike the past 2003, 2007, and theblackout, the repeaters weremaintaining use a little abovenormal. No net was requiredto maintain control, andno request was made fromsupported agencies.Through membership dues, and the knowledge andskills of volunteers (who weneed more of), the PalomarAmateur Radio Club repeatersare avalable to the communityto assist in their needs. The Fallbrook machines werein heavy use as they werecloser to the fire line in theircity.SCOPE page 9

NBEMS Presentation at ARESreport by Paul KB5MUAt the regular ARES meeting on Saturdaymorning, May 10, Bill CalderwoodK1CT gave a presentation and hosteda workshop on NBEMS, the NarrowBand Emergency Messaging System. This is a software suite and a set ofprocedures, all designed to make it easyand efficient to pass written messagesin the precise formats required byvarious served agencies. For example,a local emergency under the IncidentCommand System will probably wantthem to look like the standard ICS213 General Message Form. TheNBEMS program FLMSG makes it easyto fill out many such forms, and thenprovides just the filled-in informationto be transmitted. The NBEMS operatorwould use the program FLDIGI, a fullfeatured HF digital modes program, an
