Disasterplanning is the means for anticipating these events and preparing for the situations that result.Its purpose is not to reduce the likelihood of disaster but to identify steps to be taken prior toan event to improve the level of preparedness.This document constitutes the Illinois Department of Public Health Emergency Support Function8 (ESF-8) Plan. It serves to guide Illinois Department of Public Health (IDPH) response incoordination with the state of Illinois’ response activities in the event of a public health andmedical emergency. The IDPH ESF-8 Plan is to be complimentary to the Illinois EmergencyOperations Plan (IEOP).This plan was developed through a collaborative process involving IDPH offices and divisionsand partner state agencies that have a response role.Nirav D. Illinois Department of Public Health ESF-8 Plan20181.0 IntroductionLocal health departments (LHDs), collaboratively working with hospitals, emergency medicalservices, long-term care facilities, other health care providers, and jurisdictional health andmedical sites, have the primary responsibility for mitigation, preparedness, response, andrecovery from disasters and emergencies that may create a health and medical threat in theircity and/or county. When the capabilities/resources of the LHD and its jurisdictional partnersare exceeded, regional, state, and federal assistance is available.Per Illinois statute (210 ILCS 50/3.255), the Illinois Department of Public Health (IDPH) shalldevelop and implement an emergency medical disaster plan to assist and support emergencymedical services personnel and health care facilities in public health emergencies. The stateemergency medical disaster plan, hereinafter titled the IDPH Emergency Support Function 8:Public Health and Medical Services Plan (IDPH ESF-8 Plan), is the guide for IDPH emergencyresponse and recovery operations, outlining specific actions in support of LHDs, hospitals,emergency medical services, long-term care facilities, and health and medical center siteresponse and recovery activities. This IDPH ESF-8 Plan supports the public health and medicalcare component, as required in the Illinois Emergency Operations Plan (IEOP). In addition to thebase IDPH ESF-8 Plan, there are annexes that address considerations for specific populationsand/or incidents (see annex list pg. 4).1.1PurposeThe purpose of the IDPH ESF-8 Plan is to provide operational guidance, detailing publichealth and medical preparedness, response, and recovery actions to prevent orminimize injury or illness to people and damage to property resulting from emergenciesor disasters of natural or manmade origin. Such hazards would potentially cause severeillness, injury, and/or fatalities on a scale sufficient to overwhelm local public health ormedical services capabilities. The IDPH ESF-8 Plan provides the mechanism forcoordinated state assistance to supplement local and regional resources to public healthand medical care needs during emergency events. The IDPH ESF-8 Plan establishes aframework that may be utilized by sub-state regional ESF-8 plans (i.e. Regional MedicalDisaster Preparedness and Response plans). The IDPH ESF-8 Plan does not dictatetactical or operational actions for any other Authority Having Jurisdiction (AHJ).1.2ScopeThe IDPH ESF-8 Plan applies broadly to IDPH services, program areas, response partners,and staff involved in response and recovery activities. This plan provides the commandstructure, communications protocol, requests for resources (RFR) process, and theprocedure for the inter-regional transfer of medical supplies and equipment as theyrelate to IDPH. This plan is also intended to be coordinated with those federalgovernment agencies that may be called upon to provide or support emergency medicalassistance when state resources are overwhelmed. Medical Surge1.3SituationThe IDPH ESF-8 Plan highlights the pivotal role of the public health and medical servicesin emergency preparedness and response. A major statewide emergency that maycause numerous fatalities, severe illness and/or injuries, disruption of normal lifesystems, and possible property loss will have a powerful impact on Illinois’ economic,physical, and social infrastructures. To prepare for and respond to an emergency ofgreat severity and magnitude will require rapid response, surveillance, dependablecommunication systems, a trained and available workforce, and volunteers to helpperform essential tasks. All these efforts must be anticipated and coordinated.Per the IEOP, Illinois has identified the following hazards that have the potential tocause a public health emergency: Severe weatherTornadoFloodDroughtExtreme Heat or ColdSevere Winter StormEarthquake8

It can be partially or fully implemented in the context of a threat, in anticipationof a significant event, or in response to an incident. Scalable implementation allows forappropriate levels of IDPH resource coordination.1.4Assumptions1. Local governments, as the Authority Having Jurisdiction (AHJ), have primaryresponsibility for initial response and recovery actions for disasters.2. The Illinois Emergency Management Agency (IEMA) is the AHJ for the state of Illinoiswhen disaster response and recovery actions exceed the capabilities of localgovernments.3. IDPH is the primary agency for public health and medical disaster response andrecovery actions for the state.4. Federal agencies will support health and medical operations as requested by thestate of Illinois.5. Secondary or cascading events will increase complexity and magnitude of publichealth impacts.6.
