PNPM-DO-DS-3-2-13REPUBLIC OF THE PHILIPPINESDEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENTDILG-NAPOLCOM CENTER, EDSA cor. Quezon AvenueQuezon City, Philippines 1100MESSAGEI commend the PNP Directorate for Operations, theTechnical Working Group and the editorial board andstaff that worked together in coming up with the RevisedPNP Police Operational Procedures (POP) Manual. The need to continuously revise and update thisdocument is occasioned by constantly shifting challengesin law enforcement and criminal justice. It is imperativethat the police organization is constantly informed, prepared and enabled to meet new and emerging threatsto law and order - -as well as rising demands for greaterdiscipline and lawful conduct in its actions, operations and investigations. Some of the important features of this new PNP POP Manual revisit the ruleson the investigation of violence against women and children cases, cybercrimeincidents and terrorism, among others. There is also one whole chapter dedicatedto proper investigation procedures, focusing on the importance of properly bookingarrested suspects and the conduct of meticulous crime scene investigations.Hopefully, too, there would be lees work – related harassment suits againstour policemen in the field as this manual prescribes in detail the special procedureson the conduct of pre-demolition conferences, on the implementation of theComprehensive Agrarian Reform Program and on carrying out court orders anddecisions that are immediately executory.I urge each member of the police organization to imbibe and be guided bythis Manual as we all strive to achieve a law abiding society driven by the tenets ofTuwid na Daan, with the people at the apex of service.Again, my congratulations to all those who contributed in one way or anotherto this worthy project.Carry on and Godspeed!MAR ROXASSecretaryMESSAGEiii

PNPM-DO-DS-3-2-13Republic of the PhilippinesNATIONAL POLICE COMMISSIONNATIONAL HEADQUARTERS PHILIPPINE NATIONAL POLICEOFFICE OF THE CHIEF, PNPCamp Crame, Quezon CityFOREWORD“The police must obey the law while enforcing the law.”Earl WarrenThis is a great challenge that our police force hasto face – to abide by the law that they enforce. Simpleas it may seem, the challenge is more often easiersaid than done. With the growing security demandsof a rapidly changing society, the task of the PhilippineNational Police (PNP) becomes even more difficult.AAnd admittedly, in the performance of these tasks, ourpolice personnel are sometimes placed in bad lightbecause of some operational lapses. To address this, the PNP leadership deemed iturgent to review and revise the existing PNP Police Operational Proceduresto ensure that each provision is clear to all police personnel as well asfollowed to the letter. Also, the PNP Thrust CODE-P was conceptualized, which seeks to enhance the Competence of every policeman, redefine andreform the Organization, instill Discipline, realize Excellence and instituteProfessionalism at all levels of the organizations.I therefore commend the Directorate for Operations and the membersof the Technical Working Group who painstakingly reviewed the Manual andinfused the necessary changes to improve police service as embodied in thePNP thrust CODE-P.With the revised PNP POP Manual, I am confident that the policemenin the field will be able to perform their tasks more efficiently and effectively.ADRID PURISIMAADPUALAN LA MMADRIDDiirector GeneralDGenPolice DirectorChief, PNPivFOREWORDMESSAGE

PNPM-DO-DS-3-2-13Republic of the PhilippinesNATIONAL POLICE COMMISSIONNATIONAL HEADQUARTERS, PHILIPPINE NATIONAL POLICEDIRECTORATE FOR OPERATIONSCamp Crame, Quezon CityPREFACEAs the basic foundation of police operations, thePNP Police Operational Procedures (POP) Manualhas to be constantly reviewed and revised, evaluatedand assessed to keep it relevant to the present time. This is to make certain that the procedures are still aseffective as when they were conceptualized. While the Manual was revisited only on March2010, new laws, issuances and incidents haveoccurred, which prompted the immediate update andrevision of the Manual. Another reason for its revisionis the alignment of the rules and procedures with the CODE-P program ofthe C, PNP, which seeks to enhance the Competence of every policeman, redefine and reform the Organization, instill Discipline, realize Excellence andinstitute Professionalism at all levels of the organizations.Among the notable new provisions are: Critical Incident ManagementOperational Procedures; Crisis Escalation Protocol; Crime Incident ReportingSystem; and Unit Crime Periodic Report. The revisions in the PNP POP willdefinitely increase the confidence of police personnel in the field becausethey will not be caught in legal entanglements while in the performance oftheir duties. As such, I want to extend my congratulations to the members of theTechnical Working Group and to all the people who made the revision of thePNP POP Manual a reality.ALEX PAULL I MONTEAGA UDO, CESMONTEAGUDO,CESEPolice DirectorThehe Director for OperationsPREFACEMESSAGEv

PNPM-DO-DS-3-2-13COMMISSION ON HUMAN RIGHTSMESSAGEI extend my warmest congratulations to the menand women of the Philippine National Police for thetimely and relevant publication of the PNP Manualon Police Operational Procedures, 2013 Edition. This manual serves as a “bible” on proper, legal andeffective police operations as well as a testament tothe PNP’s commitment to pursue positive changeand to perform its role in implementing security sectorreforms.By coming up with an updated version of its operational manual, the PNPdemonstrates its sincerity in progressively applying human rights principlesand rights-based approaches in law enforcement and public safety. Thismanual takes into account recent developments in political, economic, andsocio-cultural rights -- all of which are interdependent and inseparable. Morethan just a step-by-step narration of how a police function must be carriedout based on law, it highlights the continuing growth of a police agency thatrecognizes its duty to enforce the law without fear or favor, while fulfilling itsobligation to remain accountable to the people that it has sworn to serve andprotect. The Commission on Human Rights shall continue performing its mandateto monitor the human rights compliance of the PNP, while seeking moreopportunities to further deepen human rights consciousness among policepersonnel. Through this manual, we can build the capacity of law enforcers toimplement rights-based policing concepts and, in the process, empower themto become human rights protectors.ROSALESLORETTA ANN P.
