LIBERTY DIVISIONPERSONNEL QUALIFICATION STANDARDS(PQS)This PQS Belongs To Recruit

INTRODUCTIONThis Personnel Qualification Standards (PQS) form has been adapted from the United StatesNaval Sea Cadet Corps Training Manual published in September 2007 by Naval Sea Cadet CorpsNational Headquarters. It is to be used by all personnel in charge of training and maintaining theIndoctrination Company (INDOC) of Liberty Division. The PQS for Liberty Division wasconstructed to support and ensure the success of new members proceeding into both the unit andthe United States Naval Sea Cadet Corps.UNIFORMS: (Utility and Dress Whites)Has been issued all components of dress uniform asneeded for NSCC/NLCC (including flashes, name badge,rank, dress cover, black belt with silver tip/buckle,neckerchief and properly sized dress shoes); Allapplicable uniform items are labeled with name and lastfour digits of SSN, and appear to be in good workingconditionHas been instructed on and has demonstrated proper careand storage of all uniform items (which includes removalof stains, proper and improper washing/ handlingtechniques)Has satisfactorily demonstrated proper ironingtechniques including pressing and proper creasing; Cadethas been briefed on safely using irons to avoid damage touniforms, self, or others in the area; Uniform iscontinuously wrinkle-free, creases are straight, sharp,and all present as requiredUtility uniform is continuously free of Irish Pennants(IP’s); Gig Line is maintained and “Eyelet” of beltbuckle is not showing; Utility shirt is always neatlytucked in and is tight on the body (Shirt Stays optional)and trouser waistline is above hips; Shoulder flashes arefacing forward and are properly creased; Rank (asapplicable) is appropriately placed and is ironedproperly; Belt tip is facing correct direction (variesbetween male and female);Dress shoes are properly shined and a glossy appearanceis present over the entire shoe, not just the tip; Blackdress socks are always worn with the dress shoeSTAFF INITIALS ANDCOMMENTS

PERSONAL CONDUCTHas been instructed on Unit Standard OperatingProcedures (SOP) applicable to the cadet and hasdemonstrated proper knowledge of exactly where to findthese policies upon request or in time of needDemonstrates the utmost respect for all persons(including, but not limited to, all officers, instructors,adult volunteers, guest speakers, fellow cadets, visitors ofthe unit, and all persons not associated with the unit orthe USNSCC/USNLCC)Uses language that is constructive in manner and is freeof profanity; Cadet never ridicules, intimidates, or by anymeans demoralizes any member of the unit or USNSCC/USNLCCNever discriminates, harasses (including any sexualmanner), fraternizes, hazes, or by any means devaluesany person’s race, gender, religion, nationality, personalbeliefs, or ways of livingHas been fully instructed on fraternization and sexualharassment policies adopted by the unit from those of theUnited States Navy; Has demonstrated sufficientknowledge of the “Red Light” and “Yellow Light”concepts of sexual harassment, and has stated THREEexamples of each topicIs always acting as a team player and in a manner whichsupports the overall mission and objectives of their teamand the unitSTAFF INITIALS ANDCOMMENTS

UNIFORMS: (NWU)Has been issued all components of navy working uniform(including flashes, name tapes, and rank) **Cadet hasbeen informed that Eight-Point cover with smallUSNSCC flash and combat boots may need to bepurchased at cadet’s expense; each applicable item islabeled with last name and last four digits of SSN, andcadet has stated each item to be worn with this uniform;all uniform items appear to be in good working orderUniform is NOT creased or starched, but doescontinuously appear to be ironed and wrinkle-free; No“iron-rings” are present on the uniform from an ironbeing pressed against pocket buttons; Pockets are allbuttoned and name tapes are in correct positionsBlack combat boots are well cleaned and arecontinuously shined with a glossy appearance among theentire shoe, not just the tip; Black socks are always wornwith this footwear; NWU trousers are sharply blousedover second “eyelet” of each boot, using blue elasticblousingSleeves are sharply rolled and are four finger-lengthsfrom the elbow; The sleeve roll is also four finger-lengthsin size, is free of wrinkles or creases, and is alwaystightly secured to the bicep area of the cadet’s armEight-Point Cover is worn sharply and prominently onthe cadet’s head, is free of starch and any markings otherthan the small USNSCC logo in the center of the coverand last name/SSN on back of inside billSTAFF INITIALS ANDCOMMENTS

MILITARY DISCIPLINE AND BEARINGSTAFF INITIALS ANDCOMMENTSHas been instructed on the meaning of military disciplineand bearing, as well as the expectations of the cadet bothin a setting conducive to military training, as well as inthe general public; Cadet is aware that their actions mustbe in accordance of the highest traditions of the USN andUSNSCC at all times while in uniform, whether theymay be on or off duty at the current timeCadet follows all reasonable orders given withoutquestion or attitude, in an efficient and timely mannerAlways refers to fellow officers, cadets, and personnel bytheir proper rank and title within the organization (thisalso applies for all branches of the Armed Services);Always addresses each civilian present with the title“Ma’am” or “Sir”Wears uniform with the utmost respect at all times, withall components always present; Cadet understands thatwearing the authorized uniform is a privilege and not aright, and disciplinary action can occur at any time ifuniform is misused or misrepresented for any reasonACADEMICS AND ATTENDANCECadet has been informed of “2.0 GPA policy” as outlinedby unit’s SOPHas been instructed of the assignments they are requiredby unit policy to complete for advancement in rank andprogression in the USNSCC; Cadet has demonstratedknowledge that a minimum of 2 BMR assignments are tobe completed and submitted to proper staff during eachdrill, and a minimum of 1 Advanced CorrespondenceCourse every meeting after completion of BMRUnderstands that their attendance to every drill ismandatory, unless relieved from duties by properauthorities; Cadet demonstrates knowledge that theirunexcused absence from drill may result in immediatedismissal from the unit and USNSCCSTAFF INITIALS ANDCOMMENTS

STRUCTURE OF UNITHas been extensively informed of the structure, andusage of chain of command within the unit and eachbranch of the Armed Services; Has been informed of anddemonstrated knowledge of terms such as “LPO, ALPO,DPO, CC, CO, XO, ADMIN, etc” and what their rolesentailHas demonstrated knowledge of how to properly usetheir chain of command and is aware that any problemneeding clarification or instruction is NOT to bepresented directly to the OIC, but rather the cadet’sshipmates and POIC in command at the current time(Excluding any medical emergency requiring immediatetreatment by proper personnel)Has been made aware of the “Open Door” policycurrently in effect within the unit and has demonstratedknowledge of proper procedures of handling these typeof situationsHas been extensively informed of the NSCC’s nationalchain of command and has demonstrated properknowledge of those in charge of operating andmaintaining the USNSCC and USNLCC; Cadet hasproperly named the positions of each OIC currentlyholding positions within the unit; Has correctly identifiedthe region in which the unit is attached to and its currentRegional Director; Has correctly identified the currentofficer holding the position of Executive Director andNational Chairman, and what their roles meanSTAFF INITIALS ANDCOMMENTS

RANKS AND DRILLHas been instructed on ranks and ratings of each branchof the Armed Service; Cadet has demonstrated extensiveknowledge of the command system of the United StatesNavy by properly stating ALL ranks (enlisted/commissioned) of the USNHas been instructed on all basic marching proceduresand demonstrates adequate ability to perform everymarching command given while in ranks; Cadet hassuccessfully performed maneuvers of:AttentionAt-EaseParade RestDress Right Dress (including Close Arm Interval)Left FaceRight Face About Face Forward March HaltGuide MarchDouble-Time MarchTo the Rear MarchColumn LeftColumn RightImmediate Column Maneuvers Half Right (Face/March)Half Left (Face/March)Open RanksClose RanksHand SaluteIs generally free of secondary movements while in ranksand does not “Eyeball” environment; Cadet maintainsself discipline in ranks and makes no movements unlessspecifically instructed or properly relieved; Marchingability is adequate to meet the standards of both the unitand the USNSCCSTAFF INITIALS ANDCOMMENTS

PHYSICAL FITNESS AND AWARDSSTAFF INITIALS ANDCOMMENTSHas been extensively instructed on proper stretchingtechniques and the importance of completing these tasks;Cadet has been instructed on, extensively prepared, andhas met at least the minimum expectations as outlinedby USN/USNSCC for physical fitness standardsHas been extensively instructed on the procedures forreceiving awards and their proper placement on thecadet’s uniform;MILITARY KNOWLEDGE AND MILITARYCOURTESYHas been extensively instructed on General Orders,USNSCC/ USNLCC Oath, Sailor’s Creed, AnchorsAway, and all procedures involved in Basic Watchstanding; Stating EACH General Order and ALL ofSailor’s Creed and Anchor’s Away; Has demonstratedability to effectively stand on watch duty, implementGeneral Orders, and properly maintain a watch/quarterdeck logHas been instructed on proper procedures to executewhen National Anthem is played while cadet is uniform(include procedures for when in ranks); Demonstratesproper knowledge of this concept by turning towardNational Emblem and immediately snapping toattention; Has been instructed on proper procedures forsaluting officers (both within and not in ranks); Treatssuperior officers and all those accompanying them withthe utmost respect and courtesy at all timesHas been instructed on and understands that covers/capsare to always be removed when entering any building/structure, unless on official duty ordered by a superior orphysically incapable of doing so (*Covers will always beremoved when entering a flight line regardless of orders)STAFF INITIALS ANDCOMMENTS

INDOCTRINATION RELEASE FORMNAME RANKThis section of the PQS is to be used by specific personnel within this particular unit to properlycertify that the cadet listed above has met all requirements of the PQS and is adequately preparedto exit the Indoctrination Company of the unit. In addition to being granted access to the normalranks of this unit, this cadet will also verify by signature that they understand the followingcriteria outlined by unit policies:This form is only valid within this particular unit, and the cadet may need to undergoadditional requirements or instruction in the event that they transfer to anotheroperational unit.This cadet understands that THEY are responsible for every uniform item issued to them.Any uniform article that is lost, deliberately misused, damaged, or destroyed will becovered at their OWN expense and is expected to be replaced by that person; Failure to doso may result in disciplinary action, immediate expulsion from the unit and the USNSCC,and/or legal action to recover lost revenues due to negligence. The cadet also understandsthat they may be responsible for purchasing certain uniform items necessary, only after theunit and its command has exhausted every means possible of issuing this item to the cadetand is unable to do so.This cadet is certifying that they have read the above criteria and understands what is expected ofthem upon entering the ranks of Liberty Division. The current POIC has verified all componentsof this cadet’s PQS, has ensured that all required course work (BMR/NLCC Syllabus) has beencompleted, has overseen this cadet’s successful completion of all objectives required in theINDOC evolution and is recommending this cadet for advancement into the unitSIGNATURE (Cadet)DATESIGNATURE(POIC)DATE
