The 2017 Cultural Grants disbursement is the sixth allocation of fundsdesignated under the criteria: Regional Projects. The cultural grants criteria (Attachment 1) requiregrant recipients to complete a follow‐up report. Receipt of this report is a pre‐condition forconsideration of an organization’s future grant applications. As a courtesy, a letter was sent to the2016 recipients in March 2017 reminding them of their commitment to Metro Vancouver(Attachment 2). Due date of the report was May 19, 2017. All successful applicants from 2016supplied either a final report or update on their 2016 project.22169695

Metro Vancouver 2017 Cultural Grants: Regional ProjectsRegional Culture Committee Closed Meeting Date: July, 12, 2017Page 2 of 3METRO VANCOUVER 2017 CULTURAL GRANTS2017 Cultural Grants AnnouncementOn April 28, a Media Release (Attachment 3) was sent out announcing that cultural groups could nowapply for the 2017 Metro Vancouver Cultural Grants for regional projects. The Media Release wasalso sent to the Regional Cultural Development Advisory Committee to forward to their communitygroups, membership, etc. The media release contained direct links to the application form and criteriaposted on Metro Vancouver’s website along with staff contact information for any questions orconcerns.The announcement was also posted to the MAXguide Facebook page and sent out via the MAXguideand Metro Vancouver Twitter accounts, and through the Regional Cultural Advisory Committee totheir community contact lists. In addition several regional cultural organizations posted the notice innewsletters and on websites.Over fifty cultural groups contacted staff with questions concerning proposed projects, whether theirorganization qualified, or regarding the application form itself. A total of 73 applications werereceived by the closing date May 24, 2017.2017 Application Review ProcessAt the June 8, 2017 meeting of the Regional Culture Committee, staff provided a short‐listed packageof 31 applications to the Regional Culture Committee members for their preview. In the history ofthe grants program this is the highest number of potential award recommendations. Each memberreceived a set of guidelines and forms for use in their assessment (Attachment 4). The adjudicationcriteria assesses the organization and reviews the proposed projects’ merit, regional reach and thenfactors into the evaluation of the project – regional focus, sustainability, timing, and budgetary needs.At the Regional Culture Committee meeting of July 12, 2017 committee members will discuss andreview the short-listed applications to finalize the recommendations for the 2017 grants allocation.A total of 504,975.00 has been requested. In 2017 Metro Vancouver has 110,000 to distribute incultural grants. This is an increase of 10,000 from previous years approved as part of the 2017Budget Review of the Board.The applications were of a very high calibre meeting the project based criteria and representing awide range of disciplines from across the region. Three applications were incomplete and, therefore,disqualified. Twenty-seven of the total submissions are first time applicants.VIDEO SHOWCASEAt the request of the Regional Cultural Committee a video is being created to showcase projects thathave been funded through the Metro Vancouver regional cultural grants program over the last 5years and will be presented to the Metro Vancouver Board at its July 28, 2017 meeting.ALTERNATIVES1. As part of the 2017Budget Review the Board approved a fifty percent (50%) increased phased in over five years to theannual funding of 100,000 for cultural grants awarded to regional cultural organizations. To aid in the Board’s decision, the Regional Culture Committee completed a review ofthe 2017 applicants, including eligibility criteria, and recommended award amounts for eligibleorganizations. The allocation of the 2017 Metro Vancouver Cultural Grants – Regional Projectsconsidered the continued support of recipients who have made a long standing commitment toserving the region, while fostering the efforts of new recipient organizations who have committed toexpanding to a regional audience.As part of the 2017 Budget Review, the Board increased the grant dollars from 100,000 to 110, 000allowing for an increase to the total number of grant awards. There were 24 successful applicants in2016 - there are 31 recommended applicants in 2017. In the history of the grants program this is thehighest number of award recommendations.Attachments1. BOARD POLICY(n)“Long Term Real Property Transaction” means a Real Property Transaction of apermanent or long term nature, including but not limited to:(i)the Acquisition or Disposition of a fee simple interest,(ii)the Acquisition or Disposition of a permit, licence, lease or similar interest witha term longer than 5 years, and(iii)the Disposition of a statutory right of way, easement, covenant or similarinterest;(o)“Multi‐Phase Contract” means a Construction Contract where consultancy Services areprovided in phases, with progression (if any) from the initial to further phases beingdetermined by project requirements;(p)“Original Value” means the contract price or fees for services as at the effective date ofthe Contract, excluding taxes;(q)“Procurement Contracting Authority” has the meaning set out in sections 5.1 and 6.1;(r)"Real Property" means land with or without improvements affixed to the land, or anyinterest in land, including any right, title or estate in it of any tenure;(s)“Real Property Contract” means a contract, agreement or instrument to Acquire orDispose of Real Property or otherwise related to Real Property, including but not limitedto any permit, licence, easement, statutory right of way, lease, covenant or any otherdocument required to complete a Real Property Transaction;(t)“Services” means services that are not provided by Metro Vancouver employees; and(u)“Standard Real Property Transaction” means a Real Property Transaction of a routineor standard nature, including but not limited to:9280897(i)a residential tenancy agreement,(ii)the Acquisition or Disposition of a permit, licence, lease or similar interest with aterm no longer than 5 years including renewals,(iii)the Acquisition of a statutory right of way, easement, covenant or similar interest,and(v)an application, instrument or arrangement entered into in anticipation or supportof a Real Property Transaction, including but not limited to an application oragreement for rezoning, official community plan amendment, subdivisionapproval, and a demolition, building or other development permit.Procurement and Real Property Contracting Authority PolicyPage 3 of 7

BOARD POLICYMANDATORY CONDITIONS FOR TRANSACTIONS4.1Staff are not authorized to enter into any Transactions unless the following conditions (the“Mandatory Conditions”) are met:(a) The Transaction is within the scope of the Board approved budget (the “ApprovedBudget”);(b) The Transaction has been authorized by a staff member having authority to initiate theTransaction (“Spending Authority”); and(c) The staff member entering into the Transaction has authority to execute the relevantdocument (“Contracting Authority”).
