Los Feliz Ledger[letter from the publisher]There’s a very ugly underpinning in the upcoming SilverLake Neighborhood Council(SLNC) election, where a current boardmember, who’s notseeking re-election but whosome say is “disgruntled” andwants the current board to notwin reelection, has accusedanother boardmember, who isseeking re-election, of makingan anti-Semitic remark in September 2018.The city is currently investigating the accusation, whichcan only come down to hesaid/she said, as the accusedhas denied ever making sucha remark and the accuser hastold me he has no proof thatthis ever occurred.There’s a great deal of ugliness these days in politics, beit national, state or even themost local of government at theneighborhood council level.Having interviewed thoseinvolved in the Silver Lakesituation, I find it hard to believe the accused said any suchthing; at the same time, theaccuser told me he is willing totake a lie detector test, whichof course will never happen.I think the entire matteris sad, especially for a neighborhood council that has longbeen one of the best functioning in the city of Los Angeles.I attended the SLNC candidate debate Saturday, March23rd, the location of which,incidentally, was moved atthe last minute from the Silver Lake Independent JewishCommunity Center after itsdirector said he didn’t wantany community meetings atthe location—especially onehaving issues with a claim ofanti-Semitism—in the wakeof the October 2018 Pittsburgh synagogue shootingand the massacre of 50 Muslims on March 15, 2019 inChristchurch, New Zealand.With that said, the eventwent on at the St. Francis ofAssisi Church and School.With so many candidatesrunning, it was hard to get atake on those deserving of aLos Feliz Ledger endorsement.The forum did not providefor a back and forth betweenopposing candidates, even onthe question of “civility” ofthe current board, and manyof the one-minute responsesgiven by candidates on such issues as the future of the SilverLake Reservoir, homelessnessand the local business economy, were not in depth or longenough to even judge.Still, in my view, therewere a handful of candidates—not a complete slate—that diddistinguish themselves at thedebate, including: Anne-Marie Johnson, Cameron Bard,Ryan Moore, Scott Plante andLorraine Getz running for AtLarge seats; Anthony Crumprunning for Region 3; andDavid Valdez running for Region 5.No matter which candidates win in the April 6thelection, we’d like to see theugly name-calling, mudslinging, incendiary FacebookPosts and anonymous emailsstopped so this council can dothe good work it does: makelife more enjoyable and liveable in Silver Lake.On another topic, but oneI hope the SLNC tackles ifthey can: the afternoon driveon Sunset Boulevard from theSunset Junction all the way toAlvarado Street in Echo Parkis an absolute crawl by car every single day.I can only imagine whatthis stretch of Silver Lake is going to be like when numerousnew residential buildings in theimmediate and adjacent area,currently in the pipeline, startopening up. Please don’t say thenew residents in these buildingscan just take the Metro. Los Feliz Ledgersquatters from page 1“Today there was over anhour of fighting on that property,” he said at the meeting.“I’ve been woken up at leastfive times a night by fightingand screaming.”According to Scott Roberts, who manages the apartment building, while Dynamic has put up fencing onthe street-facing sides of theirproperty, they have neglectedto secure the shared alley, despite multiple requests.“They’ve done the bareminimum,” said Roberts. “Ihad to call [the city’s department of] building and safetyto get them to put a fence up.”The LFNC unanimouslyvoted to send letters to bothDynamic and Los AngelesCity Councilmember MitchO’Farrell, in whose councildistrict the property sits, requesting the city intervene andthat the developer honor anearlier promise to hire a security service to patrol the location—a promise the property’sneighbors claim the developerhas not fulfilled.But according to AaronGreen, president of Afriat—a consulting group workingwith Dynamic on the Franklin and Western project—thedeveloper has been “very responsive” to complaints andhas addressed issues at the site“in as timely and efficient amanner as possible,” includinghiring a private security firm,which he said began patrollingMarch 18th.“It’s not somebody whosits in a chair for 24 hours aday at the site,” Green said inan interview. “The companywill send a security guard tovisit the site three or four timesa day” at inconsistent times, sotrespassers can not predict theguards’ arrival.According to Green, security has removed at least onetrespasser from the propertysince patrols began, and hesaid their presence so far seemsto have reduced break-ins.“Since security started the problems [at the site] havebeen reduced or eliminated,”said Green. “That security willcontinue until the buildingsare demolished,” which he saidwill happen in April if all goesaccording to plan.Additionally, he said, thedeveloper has taken severalother measures to addresscomplaints at the site, whichthey outlined in a March19th letter to the LFNC, sentshortly before that evening’smeeting.Those measures include“bringing cleanup crews to thesite more than a half-dozentimes to clean up the trash leftby squatters, clear out debris”and remove graffiti; removingcars abandoned on the site byApril 2019the previous property owner;enlisting police to help clearout squatters; and installingnew locks on the perimeterfencing multiple times, “as recently as March 15th,” according to the letter.Neighbors, meanwhile,insist Dynamic’s response toissues has been sluggish, requesting that local Councilmember O’Farrell do more toexpedite cleanups and askingfor 24-hour security at thesite.But according to O’FarrellField Deputy George Hakopiants, there is only so much thecouncilmember can do.“If security is out there they’ve technically gone aboveand beyond,” Hakopiants saidat the LFNC meeting. “Thereis no mechanism [for the city]to force them to have on-sitesecurity.”According to Hakopiants,the council office has reachedout to Dynamic several timesand the city has issued multiple orders to address reportedhazards. Each time, he said,the developer has complied,albeit slowly.“They seem to correctthe issue just before they getcited,” Hakopiants said. “ They do [clean the property],they just don’t do it quicklyenough.”Ultimately, Hakopiantssaid, the developer seems to betrying to address the issues.“They’ve actually gone outand boarded up the site severaltimes,” he said, but “you havea dedicated group of peoplewho insist on being there.”But LFNC Treasurer Nello DiGiandomenico suggestedO’Farrell was being too lenient on the developer, whoseCEO, president and executivevice president have donated acombined 4,000 to O’Farrellsince 2017, when they began seeking approval for theFranklin and Western project,according to city campaign finance records.“I wonder how close of arelationship Mitch O’Farrellhas with Dynamic,” he said.Hakopiants bristled atthe implication and said thecouncilmember never had andnever would give preferentialtreatment to friends or donors.“I don’t know of any relationship, but even if therewas one, that wouldn’t excuse[Dynamic] from anything,”he said.For his part, Afriat’sGreen said the notion thatDynamic had curried specialfavor with the councilmemberwas absurd.“The implication that anylocal official is for sale for acouple of campaign contributions is offensive and it’snot reflective of the way theworld works,” said Green.[street level]People Need Some Counselingon Neighborhood CouncilsBy Michael Darling, Ledger ColumnistElections for our local neighborhood councils are April 6th. During the six-dayteachers strike in January,Goldberg spoke at many of therallies UTLA held and joinedteachers on the picket lines.“We were very supportiveof the strike, but you neverknow if it’s going to help youor hurt you,” she said. “On thewhole, I think people becamemore aware of how underfunded public education is inCalifornia.”Repenning also joinedteachers on the picket linesand she led the field when itcame to fundraising, raising 287,000, according to campaign finance reports filedwith the city Ethics Commission as of February 27th.Goldberg received about 200,000 in donations. Shewas followed by Ortiz, whoraised about 129,000.Independent expenditurecommittees, which cannotcoordinate with candidates’campaigns, poured nearly 1.9million into the race to support or oppose candidates.Repenning also had the mostsupport from this outsidespending.Service Employees International Union (SEIU), Local99, which represents schooldistrict bus drivers, cafeteriaworkers and other employees,endorsed Repenning and spentabout 730,000 to support hercandidacy. Three other committees spent about 62,000to support Repenning.Committees funded bySEIU also spent 139,000 tooppose Goldberg and about 37,000 to oppose Ortiz.UTLA spent 653,000 tosupport Goldberg’s candidacy.Repenning said she believed her strong fundraisingperformance contributed toher campaign’s success.“I think it definitely mattered,” she said. “I think, unfortunately, funding reallymatters in campaigns and having the resources to put mailout to communicate acrossdifferent types of media, itmatters.”Goldberg said in her previous elections, her opponentshave consistently raised moremoney than her.“This is not a new placefor us,” she said.Additionally, Goldbergsaid she did not believe namerecognition alone would gether a seat on the school board.“We spent a tremendousamount of time meeting people in the community, whichis how I’ve run every electionI’ve ever been in,” she said.According to Goldberg,800 volunteers for her campaign walked precincts andcalled voters, which she saidwould continue until the Mayrunoff.“We are not taking thisfor granted,” Goldberg said.“We are going to be out with ahuge number of people again.”Repenning said shebuilt a coalition of supportthrough the labor unionsthat endorsed her, Democratic clubs, the Sierra Club andthe politicians who gave hertheir endorsement like LosAngeles Mayor Eric Garcetti,Los Angeles District 4 CityCouncilmember David Ryu,and State AssemblymemberLaura Friedman.Repenning said she alsowalked precincts to meet voters.Looking ahead to therunoff, Repenning said sheplans to spend more time inthe southern part of District5, which includes cities in thesoutheastern portion of LosAngeles County such as Huntington Park, Cudahy andSouth Gate.“I want to talk about howwe can make our system morefair,” she said. “I want to letthem know that I’m going tobe there and I’m going to provide really strong representation for them, which they havenot always had.”Goldberg has campaignedon building support to go toSacramento and advocate forincreased state funding for education. California ranks nearthe bottom in the nation whenit comes to per pupil spendingon K-12 education.She also has said shewould support amendmentsto the state law that governscharter schools.About one in five Los Angeles students attend charterschools, which are publiclyfunded, but privately run.“The goal is not to kill onesystem or the other,” Goldbergsaid. “The goal is to make onesystem not undermine theother.”The special election is being closely watched becauseit could determine the schoolboard’s ideological balancefollowing the resignation ofRef Rodriguez, who was convicted of a felony and othercharges related to campaignfinance violations during his2015 campaign.Rodriguez was part ofthe majority bloc of schoolboardmembers who have beenfinancially backed by charterschool supporters.
