We are excited for what willhopefully be “post-pandemic” times and a return to a full slateof district activities throughout the year. As much of our worldhas fully entered the digital age, a paper calendar may seem abit obsolete, but perhaps there’s now a void on your refrigeratorwhere it can hang as a reminder of simpler times.With all the digital advancements that we have seen ineducation over the past two years, the West Chester Area SchoolDistrict’s priority will always be the whole child. We take greatpride in focusing on the individual qualities that make each ofour students unique. Our teachers strive to provide the bestpossible educational experience so all children can achievetheir personal best and realize extensive opportunities in theirfuture. In addition to strong academics, arts, and athletics, wefocus on preparing students for the real world. We understandthat the development of digital skills is important, but successin the 21st Century is also dependent on the “soft skills” andability to connect with one another.As we welcome students back to school this year, we willemphasize the importance of creating learning communitiesthat foster a strong sense of belonging and high expectationsfor all students. Our students are very fortunate to grow up ina community that is a wonderful place to live, work, and raisechildren. Thank you for entrusting us with your child. We inviteyou to look through this calendar, find a spot to hang it and enjoygreat success in the West Chester Area School District this year.Sincerely,Dr. Bob Sokolowski, SuperintendentSchool BoardThe West Chester Area School District’s School Board (clockwise from top left): Daryl Durnell, KateShaw, former Superintendent Jim Scanlon, Brian Gallen, Randell Spackmen, Gary Bevilacqua,President Chris McCune, Karen Herrmann, Vice President Sue Tiernan, and Joyce Chester.As required by the Pennsylvania School Code, the West Chester Area School District is governed bya School Board comprised of nine directors who serve four-year terms. The directors are elected fromthree voter regions within the school district. Elections are held every odd-numbered year. Four to fivedirectors are generally elected at any one time.At an annual organization meeting held during the first week of December, the School Board chooses aPresident and Vice President for the upcoming calendar year. At that time, any newly elected membersof the Board are also sworn into office. The annual monthly board meetings are scheduled at this timeand can be viewed through the online calendar available on the District’s website. Agendas may beobtained through the calendar links as they become available.A primary responsibility of the Board is to set district policy, which is then implemented by theadministration. Another major responsibility is to approve the annual budget and set tax rates. Thefiscal year covered by the budget runs from July 1 to June 30.The School Board operates under a committee structure. Each committee meets on an as needed basisto discuss agenda items for School Board meetings and to receive informational updates from theAdministration on matters within the committee’s area of concern. Committee chairs and membersare appointed by the Board President after the President’s election in December. The School BoardPresident also appoints Board representatives and liaisons in various areas. These persons reportback to the Board on matters of general concern at the regular monthly Board meetings. All publiccommittee meetings are advertised as required by law.The School Board has several additional non-voting members, including a secretary, an assistantsecretary, and a treasurer. Secretaries are appointed by the Board for four-year terms that runconcurrent with fiscal years. Treasurers and assistant secretaries are appointed by the Board for oneyear terms that run concurrent with a single fiscal year.In addition, the student body of each of the district’s three high schools elect a student representativefor a one-year term that runs concurrent with the fiscal year. 2021-2022 District HighlightsWEST CHESTER AREA SCHOOL DISTRICT serves a 75-square-milesuburban, urban and rural area in central Chester County known for its diversified industries andbeautiful historic countryside. West Chester Borough, the county seat, is the hub of the district. Thesurrounding townships of East Bradford, East Goshen, West Goshen, West Whiteland, Westtown,and Thornbury (all in Chester County) are part of the district, as is Thornbury Township in adjacentDelaware County.A 279.5 MILLION BUDGET for the 2021-2022 school year supports instruction forclose to 12,000 students in 11 elementary schools (kindergarten through grade 5), three middleschools (grades 6 through 8), and three high schools (grades 9 through 12). The district also providesservices to nearly 4,000 non-public school students.TECHNOLOGY resources are used extensively throughout the district to enhance teachingand learning. Wireless technology mediates flexible connection to the internet in all schools andinteractive smartboards, laptops, and iPads are used to create a dynamic learning environment.Students in grades 6 through 12 receive laptop computers to use at school and home as part of thedistrict’s 1:1 computing initiative.FULL-DAY KINDERGARTEN is a dynamic, hands-on program that allows childrentime to play – in both directed and non-directed ways – as a critical part of their school day. Ourkindergarten curriculum was built with the knowledge that play is a central component of children’sgrowth. We believe that play-based learning forms the foundation for future academic successby helping our youngest students develop language skills, social and emotional skills, problemsolving skills, and the ability to work effectively in groups.THE PROFESSIONAL STAFF, headed by Superintendent Dr. Robert J. Sokolowski,numbers nearing 1,000. Seventy percent hold a master’s degree or higher. Teachers, librarians,reading specialists, guidance counselors, nurses, psychologists, and specialists in art, music andphysical education comprise the instructional staff. An administrative staff works in each schooland at the District’s Central Office.GIFTED PROGRAMS are provided for individuals who possess outstanding intellectualand creative abilities as defined by state mandates. Each year, individual programs are developedfor students that provide enrichment and/or acceleration in specific areas when the student’s needsare not met through the regular education environment.OUR DIVERSE STUDENT BODY has an ethnic distribution of 72.8% Caucasian,SPECIAL EDUCATION programs are provided for all exceptionalities through districtrun classes, private entities, and the Chester County Intermediate Unit.STUDENT ACHIEVEMENT is evident by the College Board SAT scores our studentsreceive which are consistently above state and national averages. In the Pennsylvania System ofSchool Assessment (PSSA) and Pennsylvania Keystone tests administered annually in the areas ofenglish language arts, literature, mathematics and science, our students consistently score abovestate averages with the majority of students scoring advanced. Approximately 94% of our graduatesseek higher education.HIGH SCHOOL PROGRAMS reflect the diversity of the student body. Studentscan take classes in business, technology, science, distributive education, music, and art courses,among many others, as well as enroll in advanced placement, accelerated honors, honors, andcareer & college prep-level courses. In addition, students can take college level courses throughthe new dual enrollment program collaboration with West Chester University, where they canearn high school advanced placement credit and college credit at the same time. The District alsooffers blended learning courses, where students learn part of the time at school and part of thetime through the online delivery of content and instruction. Other educational options are availableat the Chester County Intermediate Unit’s Technical College High School, which help preparestudents for a variety of careers.8.64% Asian, 8.8% Hispanic, 4.42% African-American, 0.07% American Indian/Alaskan Native,and 5.27% Multiracial. Class size averages 25 students.CURRICULUM IN ALL SUBJECT AREAS is based on national, state, andlocal standards and reviewed on a regular basis. Curriculum development is coordinated fromkindergarten through grade 12 to ensure continuity across schools and grades. District and stateassessments measure how well the curriculum is mastered.WC CYBER PROGRAM (WC CYBER) is a smarter approach to online learningtaught by WCASD teachers. Our top-ranked education program is now available online forstudents in grades K through 12, providing a high quality, personalized, flexible education thatfits the needs of your child & family. Unlike other cyber schools, WC Cyber does not contractwith external education companies to develop or teach our program. WC Cyber students have fullaccess to WCASD student support services, athletics, clubs, extra-curricular activities, counseling,an award-winning music program, and more. WC Cyber students will receive a WCASD diplomathat is highly regarded by colleges and universities.PARTNERS IN EDUCATION PROGRAM links parents, private individuals,civic organizations and businesses with all grade levels. Policies and ProceduresDISCIPLINE POLICY - The District’s Discipline Policy definesexpectations and details specific consequences which may result from theviolation of school rules. Schools publishstudent directories and yearbooks, and staff and/or media representatives maytake photos of students participating in school activities that could be usedin publications or on websites where students may be identified by name andschool. Permission for the release of directory information may be withheldby contacting your school principal in writing. Should you choose this option,your student’s name, image, or directory information will not be published inyearbooks, directories, publications, newspapers, etc.GUIDANCE SERVICES & CRISIS INTERVENTION -Guidance counselors provide academic and career planning support, individualcounseling, and parent and teacher consultations. They serve on child studyteams (with administrators, psychologists, and teachers), and are liaisons tocommunity agencies. Anyone can refer a student to a child study team if thereis a concern. High school crisis intervention counselors work with students,parents, and staff on substance abuse and mental health issues.INTERNET USE POLICY - In order to prevent misuse or abuseof the internet in schools, a Student Acceptable Use Policy details whatconstitutes acceptable use of the internet including network etiquette,privacy, security, and vandalism. Parents or guardians may choose todisallow access to the internet for their students by completing the ParentOpt-Out form.NO SMOKING POLICY - The District’s No Smoking Tabacooand Vaping Prodcuts Policy prohibits smoking on all school districtproperty at all times.NONDISCRIMINATORY/DISCRIMINATORYHARASSMENT POLICY - Committed to maintaining aneducational environment free of any type of harassment, there areseparate policies for students and staff that prohibit harassment as wellas retaliation against a person for filing a harassment charge.OFFICIAL RECORDS - An official record for each student ismaintained at schools. Parents have the right to review these records,which include grades, achievement test scores, disciplinary matters, andpsychological tests.SCHOOL ATTENDANCE - Regular attendance is necessaryfor students to be academically successful. The state’s Compulsory SchoolLaw requires a written excuse from a parent or guardian within threedays of an absence. If this excuse is not provided, the district followsprocedures outlined by law and within district policy.STUDENT INTEGRITY - The district supports students’learning and academic achievement by encouraging them toproduce work that is their own best efforts, done with integrity, anddisplaying the best academic ethical behavior. Academic dishonestyand plagiarism are unacceptable and those engaged in such actswill face disciplinary consequences.WEAPONS POLICY - Weapons or replicas of weapons areforbidden on school property. Under state law, a student is subject toexpulsion for a period of not less than one year if he/she brings aweapon onto school property or onto any public conveyance providingtransportation to a school or school-sponsored activity.SpecialEducationServicesThe West Chester Area School District provides special educationand related services to appropriateresident children with disabilitieswho are aged three through 21.Under the federal Individuals withDisabilities Education Act, schoolaged children qualify for specialeducation and related servicesif they have one or more of thefollowing disabilities and, as aresult, need such services:(1) intellectual disabilities(2) hearing impairments(3) speech and/or languageimpairments(4) visual impairments(5) emotional disturbance(6) orthopedic impairments orphysical disabilities(7) autism, including pervasivedevelopmental disorders(8) traumatic brain injury(9) other health impairment(10) specific learning disabilities(11) deaf-blindness(12) deafness(13) multiple disabilityChildren aged three through theage of admission to kindergartenare eligible for early interventionprogramming if they have developmental delays and are in needof special education and relatedservices. Welcome to Greystone, the West Chester Area School District’s 11th elementary school! Construction started in December of 2019 on the 76,500 square foot school locatedat 1195 Aram Avenue in West Goshen. Greystone Elementary is the first new school to be built in the West Chester Area School District since Rustin High School opened in2006. “We are extremely excited about opening Greystone Elementary this coming school year! Building the school itself is important, of course, but establishing our cultureis paramount. I am primarily interested in a school that our students love and empowers them to achieve their best!
