Statewide Recruiter Training Shut down recruitment system in New York on 6/28/17 to prepare for ESSA implementation on 7/1/17 3 day required training for all recruiters in New York State (6/28-6/30/2017) Presented training materials, group discussions, open forum for questions During this time we were able to update our Electronic COE form on MIS2000, collect and approve all outstanding NCLB COEs, and prepare recruiters for the changes. 2018 Joint CIG Dissemination Event

TIMELINE SCENARIO

Timeline Scenario Step 1: Migratory Agricultural Worker Move: On July 1, 2017, Carlos moves from Albany, NY to Syracuse, NY on his own and engages in work soon after the move planting trees at a nursery. On this date, Carlos becomes a Migratory Agricultural Worker, and will be considered a Migratory Agricultural Worker for 36 months (until July 1, 2020). 2018 Joint CIG Dissemination Event

July 1, 2017 - Carlos becomes a Migratory Agricultural Worker. July 1, 2020- Carlos’s Migratory Agricultural Worker eligibility expires.

Timeline Scenario Step 2: Qualifying Move: A few months later, Carlos returns to his family in Albany, NY. On March 15, 2018, Carlos, his wife, and 2 young children move from Albany, NY to Plattsburgh, NY, where Carlos finds a job working in a restaurant. The family has made a Qualifying Move (a move due to economic necessity from one school district to another) with a Migratory Agricultural Worker. The children qualify for MEP services, and will have eligibility for 36 months from the date of the move (until March 15, 2021). 2018 Joint CIG Dissemination Event

March 15, 2018- The two children qualify for the MEP. This date is the Qualifying Arrival Date, or QAD (the date the worker and children both complete the qualifying move).

Timeline Scenario Step 3: Additional Qualifying Move(s): Carlos and his family live in Plattsburgh for over a year, until he loses his job when the restaurant he works at closes. The family moves from Plattsburgh, NY to Watertown, NY on May 2, 2020, where Carlos and his wife are both able to find work at the local hospital. The family has made another Qualifying Move (a move due to economic necessity from one school district to another) with a Migratory Agricultural Worker. The children re-qualify for MEP services, and will have eligibility for 36 months from the date of the move (until May 2, 2023). 2018 Joint CIG Dissemination Event

May 2, 2020- The two children re-qualify for the MEP. This date is a new QAD. The children will receive another 36 months of eligibility from this date. May 2, 2023- The children’s eligibility for the MEP expires.

SCENARIOS

Scenario 1 On June 1, 2017, Jessica moves with her two children, ages 6 and 8, from Dallas, TX to South Fallsburg, NY to live with relatives after losing her job in Dallas. Jessica is hoping to find work similar to her last job in housekeeping, but finds that she can earn more money in a job at a poultry-processing facility. She only plans to stay for a few months to save money, and begins work deboning chicken at the poultry plant on July 15, 2017. Are Jessica’s children eligible for the MEP? 2018 Joint CIG Dissemination Event

Scenario 1 Are Jessica’s children eligible for the MEP? Yes Migratory Agricultural Worker: Is the parent/guardian/spouse or the child himself a Migratory Agricultural Worker? Yes. The children's’ mother is a Migratory Agricultural Worker because she made a qualifying move in the preceding 36 months, soon after which she engaged in new qualifying work. Qualifying Move: Did the children make a “Qualifying Move” (Due to economic necessity, from one residence to another, and from one school district to another) within the preceding 36 months? Yes Child: Are the children under the age of 22 and still entitled to a free public education in the state? Yes With/To Join: Did the children make the Qualifying Move on their own as or with/to join a parent/guardian/spouse who is a Migratory Agricultural Worker? Yes 2018 Joint CIG Dissemination Event

June 1, 2017- Jessica becomes a Migratory Agricultural Worker. June 1, 2020- Jessica’s eligibility as a MAW expires. June 1, 2017- Jessica’s children become eligible for MEP services after making a Qualifying Move. June 1, 2020- Children’s eligibility for MEP services expires.

Scenario 2 Jairo, a 17 year old farmworker who did not complete school, moved from Cuilco, Guatemala to Marcy, NY on 08/05/2016 where he engaged in work milking cows. After leaving his temporary job at the dairy, Jairo moved to Syracuse, NY on 11/12/2016 where he found a job in the laundry room at the local hospital. On 02/15/2019 Jairo quit his job at the hospital and moved to Albany, NY. There he found work at a local painting company. The recruiter identifies Jairo on 03/01/2019. Does Jairo qualify for MEP services? 2018 Joint CIG Dissemination Event

November 12, 2016- Jairo makes another Qualifying Move, and his 36 month MEP eligibility resets. February 15, 2019- Jairo makes another Qualifying Move, and his 36 month MEP eligibility resets. August 5, 2016- Jairo’s eligibility as a Migratory Agricultural Worker expires. August 2021- Jairo’s eligibility for the MEP expires when he turns 22.

Scenario 3 Julio, a 17-year old Out-of-School Youth, had not moved since he was about 10 years old. Because he could not find employment in his hometown of Olean, NY, he moved to Sodus, NY on July 1, 2017. Within a week of moving to Sodus, he applied for seasonal employment picking apples, but did not get the job. Is Julio eligible for the MEP? 2018 Joint CIG Dissemination Event

Scenario 3 Is Julio eligible for the MEP? No Migratory Agricultural Worker: Is the parent/guardian/spouse or the child himself a Migratory Agricultural Worker? No. He did not engage in new qualifying work soon after the move. Although he actively sought new qualifying work after the move, he does not have a recent history of moves where he engaged in qualifying work. Qualifying Move: Did the children make a “Qualifying Move” (Due to economic necessity, from one residence to another, and from one school district to another) within the preceding 36 months? Yes Child: Are the children under the age of 22 and still entitled for a free public education in the state? Yes With/To Join: Did the children make the Qualifying Move on their own as or with/to join a parent/guardian/spouse who is a Migratory Agricultural Worker? Scenario 4 Rosa and Benito have 5 school aged children. They move together from Portland, ME to Malone, NY on 06/01/2017. Soon after the move, Benito finds work cutting hay for a local farmer. When the hay season is over on 09/01/2017, Benito moves to Schodack, NY to pack apples, while Rosa and the children move to Plattsburgh, NY to stay with Rosa’s family. Benito returns to the family in Plattsburgh on 11/01/2018. Do the children qualify for MEP services? 2018 Joint CIG Dissemination Event

Data Analysis- ESSA Referral List Who was included on this list? Students with a COE filled out before 7/1/2017 that had a Residency Date after the most recent Qualifying Arrival Date (QAD). With new eligibility under ESSA, these students could potentially receive a more recent QAD IF the move to a new school district was made for reasons of economic necessity AND as, with, or to join/precede a Migratory Agricultural Worker. 2018 Joint CIG Dissemination Event

Recruiters should re-visit each family/student and ask the following questions: Why did you make the move on (Res Date)? Did (Migratory Agricultural Worker) move with or to join the child? If the answer to these 2 questions is yes, the recruiter can fill out a new COE for the family with an updated QAD (should be the same as the Res Date). These students will already be in the system with a COE filled out for the current school district. No departure is required- just updated QAD info.

SCENARIO

The Cruz family made a move for qualifying work on 5/01/2015. This move resulted in a new QAD. The family moved to the Albion School District on 7/10/2015. The parents did not engage in qualifying work, and therefore the recruiter filled out a COE with a Residency Date of 7/10/2015, using the most recent QAD (5/1/2015). The recruiter goes out to re-interview the Cruz family today, using the new ESSA guidance. Luisa’s father, Jose, tells the recruiter that he was the one who engaged in agricultural work on 5/1/2015, making him the Migratory Agricultural Worker. His whole family moved together on 7/10/2015. Was the move made with or as the Migratory Agricultural Worker? Or to join/to precede the MAW (within 12 months)?- YES

Jose also tells the recruiter that the reason the family moved was because he lost his job and was able to find work in Albion at a restaurant. Was the move made for reasons of economic necessity?- YES As a result of this interview, the recruiter determines that the move made on 7/10/2015 was a Qualifying Move under ESSA. She fills out a COE with an updated QAD of 7/10/2015. This will extend Luisa’s eligibility until 7/10/2018 and make her eligible for an additional year of summer services!

Statewide Recruitment Plan Recruiters, data specialists, and regional program directors were trained on new ESSA guidelines. Recruiters and data specialists worked together to complete ESSA referral list. Recruiters were encouraged to create an “elevator pitch” to explain eligibility changes to families that needed to be re-interviewed. Recruiters had a support system of 3 statewide staff members to call with questions about ESSA. New York State encouraged mentoring and collaboration between recruiters during the learning process. 2018 Joint CIG Dissemination Event
