Office of the State ComptrollerFUND CLASSIFICATION MANUALPREFACEThe purpose of this manual is to provide information on each of the funds of the State that are included in theState’s financial statements. A fund is defined as a fiscal and accounting entity with a self-balancing set ofaccounts recording cash and other financial resources together with all related liabilities and residual equitiesor balances and changes therein, which are segregated for the purpose of carrying on specific activities orattaining certain objectives in accordance with special regulations, restrictions or limitations.I.FUND CLASSIFICATIONNew York State has three broad fund types as follows:A. GOVERNMENTAL FUND TYPES - those funds through which most governmental functions arefinanced. Often called ‘source and disposition,’ ‘expendable,’ or ‘governmental type,’ they focuson flow of spendable resources. Governmental funds use the modified accrual basis of accountingand the focus in financial statements is on major funds. These funds include:1. General Fund – the State's principal operating fund for all tax and other revenues and for allexpenditures not required to be accounted for in other funds. All assets and liabilities arecurrent and spending is controlled through the annual financial plan/budgetary process.2. Special Revenue Funds – are used to account for the proceeds of specific revenue sources(other than trusts for individuals, private organizations, or other governments or for majorcapital projects) that are legally restricted to expenditure for specified current operatingpurposes.1 Special Revenue Funds include all federal funds unless the federal grant is forcapital purposes.3. Debt Service Funds – are used to account for the accumulation of resources (cash andinvestments) for the payment of interest and principal on long-term general obligation debtand lease/purchase agreements, including any related expenses. Revenues are generallyderived from General Fund contributions (transfers), dedicated taxes, transfers from otherfunds, patient fees, tuition and other miscellaneous revenues, which are restricted forpayment of debt service.4. Capital Projects Funds – are used to account for financial resources used for the acquisitionor construction of major capital facilities (other than those financed by proprietary funds orin trust funds for individuals, private organizations, or other governments). Revenues andfund sources are generated from bond issuances, federal government grants, General Fundcontributions (transfers) and dedicated taxes.5. Permanent Funds - are used to account for resources that are legally restricted to the extentthat only earnings, and not principal, may be used for purposes that benefit the governmentor its citizenry.1 Currently, the State does not have any permanent funds for accounting andfinancial reporting purposes.1GASB Cod.
