The first series of standards for switchgear and controlgearassembly IEC 60439 was published in 1973. Consequently, thisseries of standards has often been criticized and considered asdifficult to understand and implement. It also had several greyareas and some elements that were subject to interpretation. Thus, the international electrotechnical committee carried outan in-depth reform of these standards, which led to thepublication of the new renumbered series IEC 61439. Thestandards IEC 61439-1 & 61439-2 were revised for the first timein January 2009 and have been fully applicable since November2014. A second edition was published in August 2011.This new version is meant for the final requirement by taking intoaccount the constraints of all the stakeholders of the economicchain. Thus, it must lead to a wider usage and in general greatersecurity. It is also articulated in the same manner as the seriesIEC 60947 governing low voltage equipment with a first partbearing the general rules and interfaces to which the otherstandards of the series refer.Table of contentsRevision of IEC 60439 to IEC 61439Hager solutions- quadro4 range- quadro5 range- quadro range4681012Panel builder's deliverablesIdentification of assembliesList of individual checksDeclaration of compliance15151617

CaponperformanceThe implicationsof the newstandardThis standard aims to standardize all the rules and requirements applicable tothe low voltage switchgear and controlgear assemblies (Assemblies) in orderto make the requirements and checks uniform and thus avoid any verificationaccording to other standards. All the requirements relating to the different standards applicable to theAssemblies which may generally be considered has been collected withspecific aspects such as, for example, heating, dielectric properties, etc.In particular, it specifies the responsibilities of each party, by differentiatingthose of the original manufacturer from those of the assembly manufacturer.Mains changes- A new structure, similar to IEC 60947.- Shared and clearly defined responsibilities.- Removal of concept of type-tested and partially type-testedassemblies.- Three different methods for verification of requirements butequivalent, in terms of test, calculation and design rules.- Short-circuit performance requirements, performancewhen heated, dielectric properties, factor of diversity andresistance of the covered hardware in detail.

5 key points to be considered14Clarification ofresponsibilities andengagements ofeach stakeholder inthe projectIdentification of theAssembly throughmarked labels2Clarification ofrequirements ofthe specification5Traceability ofdocuments andtest certificates3Systematicverification ofeach assembly:9 points to checkMain objectives1. Guarantee of operation of theelectric installation downstream ofthe assembly2. Electric current conductingcapacity3. Resistance to short circuits4. Electromagnetic compatibility5. Protection of persons againstelectric shocks6. Protection of persons and theassembly against fire7. Resistance to mechanical andclimatic environment8. Protection of the assembly againstpower surges9. Maintenance and modificationcapability10. Ability to install on site

DevelopmentsDesign verificationThese 12 verifications are carried out by the original manufacturer according to Appendix D, Table D1 of standardIEC 61439-1.They are meant as a check for compliance of an Assembly with the requirements of the standard.Various equivalent methods are available according to the feature to be checked. They can be carried out either:- by tests- by calculation/measurement- by fulfilment of the design verifications.No.1Features to checkArticles orparagraphsAvailable verification optionsTestsComparisonwith a referencedesignEvaluationyesnonoResistance of materials and parts:10.2Corrosion resistance10.2.2Properties of insulating materials:10.2.3Thermal stability10.2.3.1yesnonoResistance of insulating materials to abnormal 10.2.3.2heat and fire due to internal electric effects.yesnoyesResistance to ultraviolet radiation (UV)10.2.4yesnoyesLifting10.2.5yesnonoMechanical impact10.2.6yesnonoMarking10.2.7yesnono2Degree of protection10.3yesnoyes3Clearance and creepage distances10.4yesnono4Protection against electric shock and integrity 10.5of the protection circuits:Continuity between the groundsof the Assembly and the protection circuit10.5.2yesnonoResistance to short-circuit of the protectioncircuit10.5.3yesyesno5Integration of connection devices andcomponents10.6nonoyes6Internal electric circuits and connections10.7nonoyes7External conductor terminals10.8nonoyes8Dielectric properties:10.9Power-frequency withstand voltage10.9.2yesnonoImpulse withstand voltage10.9.3yesnoyes9Heating limits10.10yesyesyes10Resistance to short-circuits10.11yesyesno11Electromagnetic compatibility (CEM)10.12yesnoyes12Mechanical operation10.13yesnono5
