Communities, Culture and HeritageStatement of Mandate 2014-20151.Message from the Minister and Deputy MinisterWe are pleased to present a Statement of Mandate for the Department ofCommunities, Culture and Heritage for 2014-15 that will contribute to thegovernment’s core priorities in the upcoming year.The department supports stronger communities by bringing togetherprograms and resources that support protection of our heritage, grow theimportance of our creative economy and benefit communities.Communities depend on innovation and creativity to meet the challenges ofa changing world. To be innovative they need to encourage creative andcultural expression, value life-long learning and share their stories. Staff atthe Department of Communities, Culture and Heritage recognize theimportance of championing innovation. This year we will focus on severalactivities that work toward meeting this priority. We will work with NovaScotia’s cultural community to develop the province’s first andcomprehensive culture strategy. The strategy will both establish a new visionfor culture in Nova Scotia and will guide us on ways to revitalize NovaScotia’s economy by supporting our province’s cultural industries. We willalso build government’s first Culture Index to gather and analyze data overtime that will track awareness of, appreciation of and participation in cultureby Nova Scotians, and which will provide information that will supportmarketing strategy and policy development.Museums, libraries and cultural institutions are assets of tremendous valueto the economic prosperity of our province. The Nova Scotia Museum systemand the Nova Scotia Archives continue to preserve our history and tell thestories of our diverse culture to visitors who come in person and visit thecollections online. Each year more than a half million visitors make the NovaScotia Museum part of their Nova Scotia experience. Now they haveexpanding opportunities to learn about our history and the research themuseums support by visiting the enhanced website of the museum system.The Provincial Library provides leadership and centralized services for the 78library branches across Nova Scotia. Libraries reach every community,connecting people and encouraging life-long learning. In 2014-15,Communities, Culture and Heritage will collaborate with the Library BoardsAssociation of Nova Scotia, the Council of Regional Librarians, and municipalcouncils to develop a renewed funding model for annual operating grants tolibraries.NOVA SCOTIA DEPARTMENT OF COMMUNITIES, CULTURE AND HERITAGE2

Communities, Culture and HeritageStatement of Mandate 2014-2015Arts and culture funding are priorities for this government because theysupport the growth of communities. Funding is available through a variety ofprograms that invest in artistic development, fund creative industries,strengthen appreciation for cultural diversity and enhance protection for ourbuilt heritage.We will help to promote and preserve Nova Scotia’s diverse communitiesthrough the work of Acadian Affairs, Gaelic Affairs and African Nova ScotianAffairs which impact the lives of Nova Scotians in real ways. Acadian Affairssupports services to French and Acadian Nova Scotians by supportingtranslation services for provincial government news releases, languagetraining for public servants and development of policies and programs toimprove access to services. African Nova Scotian Affairs works withcommunities and citizens across the province to expand activities; forexample, African Heritage Month. Gaelic language training is being madeavailable through a Memorandum of Understanding with Scotland that fundsimmersion for Nova Scotia students, and the Na Gaisgich Oga (YoungHeroes) program connects youth to the Gaelic language, culture andcommunity, and provides participants with opportunities to share in NovaScotia Gaelic cultural expression.There are exciting projects underway in 2014-15 that are importantexpressions of Nova Scotia’s heritage. Our department supports thedevelopment and construction of the Black Loyalist Heritage Centre nowunder construction at Birchtown, Shelburne County. This new project willhelp to give proper recognition to the contributions of the more than 3,500Black Loyalists relocated to Nova Scotia and New Brunswick from 1783-86.We are also very pleased that the Bluenose II project in Lunenburg will becompleted this year, and know that thousands of Nova Scotians will belooking for the opportunity to step back onto our sailing ambassador thissummer.Through these initiatives, we will work hard to make a difference in the livesof Nova Scotians and deliver on the priorities in this Statement of Mandate.Tony InceMinisterKelliann DeanDeputy MinisterNOVA SCOTIA DEPARTMENT OF COMMUNITIES, CULTURE AND HERITAGE3

Communities, Culture and HeritageStatement of Mandate 2014-20153.Government’s Core PrioritiesConsumer-focused energy solutions including a regulated,competitive energy marketAs operators of provincial facilities, the department is committed to themanagement of efficient and sustainable infrastructure. Key projects plannedfor 2014-15 to enhance the sustainability of crown infrastructure andpromote energy awareness include: the installation of geothermal heating/cooling and removal of energyinefficient buildings at Ross Farm Museum; systems upgrades at Fisheries Museum of the Atlantic and Nova ScotiaArchives; and support for the Lets Talk Energy public awareness program thatenhances energy awareness and literacy among Canadians tocontribute to a sustainable energy future.Responsible Fiscal Management / Jobs across the provinceCultural facilities create jobs throughout the province and, in somecommunities are the primary employers. We support these facilities as partof the creative economy and as integral elements of a strong economy. Inparticular: the department currently co-chairs the FPT Creative Economycommittee and continues to support to the Creative Nova ScotiaLeadership Council to advance this important industry.We are committed to supporting cultural communities to promote economicand skills development and work with many organizations including: the African Nova Scotian Cultural Tourism Association to (ANSCTA) todevelop cultural tourism sites and promote Nova Scotia as adestination for tourists interested in African culture and heritage.The sustainability of these partnerships, and operations more broadly, is ofprimary importance to the department and key projects in 2014-15 willaddress funding models and potential new ways to generate revenue: the department will work with the Library Boards Association of NS,the Council of Regional Librarians and municipal councils to develop arenewed funding model for annual operating grants to NS regionallibraryNOVA SCOTIA DEPARTMENT OF COMMUNITIES, CULTURE AND HERITAGE5

Communities, Culture and HeritageStatement of Mandate 2014-2015 the NS Archives, together with the archival community will develop arenewed financially sustainable stewardship model for managing andproviding access to the province’s documentary heritage resources andtogether with the NS Museum will work to develop retail product linesto feature prominently within the NS Government On-Line Store.Investing in student success with a renewed and strengthenededucation systemThe department supports lifelong learning and student success through thedelivery of curriculum-based programs and provision of professionaldevelopment opportunities for teachers. Innovative online resources andonsite experiences build and strengthen skills to improve studentunderstanding of Nova Scotia’s rich culture and heritage. For example: internships at Nova Scotia Museum sites provide learning and job skillstraining for high school and university students. In 2014-15 practicumplacements for graduate students will be developed and supportedthroughout the department. Museums will also provide alternativeBachelor of Education programs to encourage teachers to utilize theprovince’s heritage resources to better support classroom learning;and the Provincial Library, working with the Council of Youth ServicesLibrarians, will review the province-wide summer reading program, toenhance how the program promotes the reading and prevents readingloss over the summer for children.Accessible, responsive healthcareThrough partnerships with a number of health organizations, the departmentstrives to increase the capacity of our institutions to make consumer healthinformation available to the public and to enhance the extent to which thatinformation is provided in both official languages. Examples of thesepartnerships include: the Nova Scotia Provincial Library and health organizations includingthe La Leche League, Cancer Care Nova Scotia, Read to Me!, and theAlzheimer Society of Nova Scotia to increase the volume of relevanthealth collections available in public libraries to improve access tohealth resources;NOVA SCOTIA DEPARTMENT OF COMMUNITIES, CULTURE AND HERITAGE6

Communities, Culture and HeritageStatement of Mandate 2014-2015 work with the Réseau Santé Nouvelle-Écosse and government partnersto bring together key stakeholders from the health care sector with theFrancophone community to improve access to French language healthservices; andwork with the Department of Health and Wellness and Capital Healthon the Nova Scotia Brotherhood Initiative, a health and wellnessproject which seeks to address health disparities and access issuesfaced by African Nova Scotian males in HRM, using a holistic Africentricapproach.Helping all Nova Scotians meet their fullest potential by supportingvulnerable communities - seniors, disabledWorking collaboratively with many partners, the department activelychampions diversity and equity throughout the province and assistscommunities reach their potential by building upon their skills and strengths,fostering new relationships and leveraging existing ones. The following keyinitiatives are planned for 2014-15: investment to provide access to the Canadian Accessible LibraryServices database, an alternate format collections repository forcitizens with print disabilities; development of volunteer programs and opportunities that engageseniors and students; development and delivery of Welcome Aboard program at MMA thatfocuses on engaging specific communities including, refugees,immigrants and new Canadians; providing museum access to new Canadians and visitors withdisabilities through partnerships with the Cultural Access Pass programand the Easter Seals Access 2 Entertainment program; and partnership with Sail Able NS to help promote the integration ofpersons with disabilities into the recreation of sailing for pleasureand/or competitive sailing.NOVA SCOTIA DEPARTMENT OF COMMUNITIES, CULTURE AND HERITAGE7
