Radiological Emergency Preparedness ProgramAfter Action Report·2018 Oconee Nuclear StationExecutive SummaryOn August 14, 2018, the United States Department of Homeland Security, Federal EmergencyManagement Agency Region IV Radiological Emergency Preparedness Program staff evaluateda plume-exposure-pathway exercise in the 10-mile emergency planning zone for the OconeeNuclear Station. The evaluations of out of sequence activities conducted on the weeks of June18 and August 6, 2018, are also included in this report.The Oconee Nuclear Station is located in eastern Oconee County, approximately eight milesnortheast of Seneca, South Carolina and is operated by Duke Energy. The Oconee NuclearStation emergency planning zone is divided into 13 emergency response zones. The emergencyplanning zone encompasses parts of Oconee and Pickens Counties. Host counties includeAnderson and Greenville Counties in South Carolina.The Federal Emergency Management Agency's overall objective of the exercise was to assessthe level of state and local preparedness in responding to a radiological emergency at the OconeeNuclear Station. The Federal Emergency Management Agency evaluated the exercise inaccordance with their policies and guidance concerning the exercise of state and localradiological emergency response plans and procedures. The qualifying emergency preparednessexercise was conducted on March 7 and 8, 1982.Officials and representatives from participating agencies and organizations demonstratedknowledge of their emergency response plans and procedures and successfully implementedthem during the exercise. The Federal Emergency Management Agency did not identify anylevel 1 findings, however two level 2 findings were identified. The first finding involved theissuance of a potassium iodide order and providing clear concise directions for emergencyworkers and the general public. The second finding dealt with the proper control of draft newsrelease versions and ensuring public information was clearly delineated.A level 2 finding from the 2016 Catawba Nuclear Station exercise was corrected. The level 2finding concerned improper dosimetry and potassium iodide tracking for Department of Healthand Environmental Control personnel.The Federal Emergency Management Agency wishes to acknowledge the efforts of the manyindividuals who participated in the exercise and made it a success. The professionalism andteamwork of.the participants was evident throughout all phases of the exercise.5

Radiological Emergency Preparedness ProgramAfter Action Report2018 Oconee Nuclear StationSection 2: Exercise Design Summary2.1Exercise Purpose and DesignThe Federal Emergency Management Agency administers the Radiological EmergencyPreparedness Program pursuant to the regulations found in Title 44 Code of FederalRegulation parts 350,351, and 352. Title 44 Code of Federal Regulation part 350codifies sixteen planning standards that form the basis for radiological emergencyresponse planning for State, tribal, and local governments impacted by the emergencyplanning zones established for each nuclear power plant site in the United States. UnitedStates Nuclear Regulatory Commission regulations also codify the sixteen planningstandards for the licensee. Title 44 Code of Federal Regulation Part 350 sets forth themechanisms for the formal review and approval of State, tribal, and local governmentradiological emergency response plans and procedures by the Federal EmergencyManagement Agency. One of the Radiological Emergency Preparedness Programcornerstones established by these regulations is the biennial exercise of offsite responsecapabilities. During these exercises, affected State, tribal, and local governmentsdemonstrate their abilities to implement their plans and procedures to protect the healthand safety of the public in the event of a radiological emergency at the nuclear plant.The results of this exercise together with review of the radiological emergency responseplans and procedures and verification of the periodic requirements set forth in "Criteriafor Preparation and Evaluation ofRadio!ogical Emergency Response Plans andPreparedness in Support ofNuclear Power Plants, "November 1980 (NUREG0654/FEMA-REP-1) through the annual letter of certification and staff assistance visitsenables the Federal Emergency Management Agency to provide a statement with thetransmission of this final after action report to the United States Nuclear RegulatoryCommission that the affected State, tribal, and local plans and preparedness are ( 1)adequate to protect the health and safety of the public living in the vicinity of the nuclearpower facility by providing reasonable assurance that appropriate protective measurescan be taken offsite in the event of a radiological emergency; and (2) capable of beingimplemented.Formal submission of the radiological emergency response plans for the Oconee NuclearStation to the Federal Emergency Management Agency Region IV by the State of SouthCarolina and involved local jurisdictions occurred on May 7, 1982. Formal approval ofthe South Carolina radiological emergency response plans was granted by the FederalEmergency Management Agency on February 23, 1983, under Title 44 Code of FederalRegulation Part 350.11

The critical tasks to be demonstrated werenegotiated with the State of South Carolina and the participating counties.
