11. Toilet Related Scope and Line Items11.1 IssueAdjusters estimating damages, which include line itemsfor toilets, typically use one line item for the action theyare stating in their estimate. In many cases the lineitem(s) to replace, or remove and reinstall a toilet isintended to include all of the related components. Thosecomponents usually include the mounting bolts and waxring, but generally exclude other related items that theadjuster intends to include but is unaware of theirexclusion from his listed scope. Common related itemsinclude:A. The metal mounting flange,B. The stop valve (shut off valve),C. The supply line from the valve to the toilet,D. Cleaning of the toilet (if being re-installed),E. Replacement or cleaning of the toilet seat,F. Replacementplumbing, orcleaningoftheroughG. Wrapping or the protection of the toilet if thetoilet is to remain in a gutted house until reinstallation.Jeffrey S. Majorwww.CanopyClaims.com6-29-2015

The stop valve, flange and mounting bolts are metal andare susceptible to rust and corrosion once exposed tosalt water. Exhibits 11.4-A-C depict rusted and corrodedstop valves, piping and escutcheons, flanges, and amounting bolt. (Note the top photograph of 11.4-B is ametal flange on a PVC pipe)All estimating platforms including Xactimate and Simsolhave line items to address the scope listed above. Asestimating platforms are traditionally a la cart, it isimportant to make sure the intent of the estimator isreflected properly in the line items selected to calculatedamages. Exhibits 11.4-D-G depict Xactimate line itemdescriptions for the removal and replacement or reinstallation of a toilet and toilet related scope. Thedescription lists the related labor and materials includedand excluded in the line item.11.2 Best Practice:Have FEMA make a determination to include this issuein the protocol for claims review and where appropriate, revise allowances for insureds.Jeffrey S. Majorwww.CanopyClaims.com6-29-2015

11.3 Claim Review ProtocolA. Review the estimate identifying the bathroomswhere coverage applies for toilets and relateditems.B. Determine if the intent of the adjuster was toreplace, remove and replace, or remove andreinstall the toilet.C. Determine the flood line relative toelevation of the toilet being addressed.theD. With the information above match the intentwith the directions below,1. If the intent is to replace the toilet, and theroom or portion of the room the toilet islocated is not subject to restrictions, reviewthe line item(s) description and add any newscope. Common additional scope items are:a. The toilet flange,b. The stop valve and escutcheon,c. The toilet seat.Note that new toilets typically come with awax ring, supply line and the two bolts toattach the toilet to the flange.Jeffrey S. Majorwww.CanopyClaims.com6-29-2015

2. If the intent is to remove and reinstall thetoilet, and the room or portion of the roomthe toilet is located is not subject torestrictions, reviewthelineitem(s)description and add any new scope.Common additional scope items are:a. The toilet flange,b. The wax seal,c. The stop valve and escutcheon,d. Cleaning of the toilet and seat.Note that most estimating platformsassume a remove and re-install will beperformed in a home with an adjacent roomor hall that the toilet can be placedtemporarily. Also it is assumed that therewill be no need to protect the toilet or placea stopper or material in the drain linepreventing debris from clogging the drain.Additional consideration may be needed towrap and protect the toilet onsite or store itoffsite during the rough phase of therebuild.Jeffrey S.
