Response action recommendationby the Illinois licensed management planner.

› Security items- Statement of Compliance or aletter signed by you and district superintendentstating that the H/LS funds being requested forsecurity are not allotted or necessary for thecompletion of urgent or required itemscontained in approved 10 Year Safety SurveyReport and/or H/LS Amendment.› Accessibility- Fire Prevention and Safety Fundscan be authorized for three basic items allowedin all schools. One accessible toilet for eachgender, one accessible entrance (parking tomain level), and one high/low electric watercooler. These 3 items must be located at theaccessible (main) floor only. School buildingsshall comply with the Illinois Accessibility code,SubPart F: Public Facilities- Alterations, forelement or space being altered.

Building replacement- A school district mayreplace a school building or build additionsto replace portions of a building when it isdetermined that the effectuation of therecommendations for the existing buildingwill cost more than the replacement costs Such determination shall be based on acomparison of estimated costs made by anarchitect or engineer licensed in the Stateof Illinois. The new building or addition shallbe equivalent in area (square feet) andcomparable in purpose and grades servedand may be on the same site or anothersite. Such replacement may only be doneupon order of the regional superintendentof schools and the approval of the StateSuperintendent of Education.

School board determines that fireprevention and safety funds will be neededto correct the code violation. The schoolboard contacts their architect or engineerto confirm the building violations and toprepare an amendment to the safety surveyreport

District architect or engineer preparesthe amendment on IWAS and theCertification of Need for FirePrevention and Safety Funds with his orher signature and seal. ThisCertification of Need is sent to theRegional Office of Education.

The district superintendent reviews theamendment on the IWAS system and presentsit to the local school board for their approval. After receiving approval, he/she forwards theamendment to the Regional Superintendentthrough the IWAS system. Specific documents needed to support theapproval of energy conservation measures,building accessibility, asbestos, school security,and repairs of school sidewalks, playgrounds,parking lots, or school bus turnarounds shouldbe sent to the ROE at this time.

The ROE checks the amendment on theIWAS system for accuracy andcompleteness. The amendment can berejected and sent back to the districtsuperintendent or approved and moved onthrough the IWAS system. If approved, the ROE completes aCertificate of Approval that may be sent tothe district or held until the approval fromthe ISBE.

The ISBE staff check the accuracy andcompleteness of the amendment,determine whether the reported itemsqualify for fire prevention and safetyfunds, and forward to the StateSuperintendent for approval.

If the State Superintendent approvesthe amendment, a StateSuperintendent’s Certificate of Approvalis generated through the IWAS system.

The ROE prepares an Order to Effect for thelocal school district. If the ROE Certificate ofNeed was not sent earlier, it needs to be sent atthis time. The school board may file an Application ofAppeal of Denied Health/Life Safety Items.

The school board provides copies of theRegional Superintendent’s Certificate ofApproval, the Order to Effect, and theState Superintendent’s Certificate ofApproval to the County Clerk.

The school district has one year tocomplete all urgent items and five yearsto complete all required items.

When all steps have been completed,the district architect files an Applicationfor Building Permit if needed. The Application for Building Permitshould be accompanied by a PlanReview Statement.

When all of the work covered in theamendment has been finished thearchitect submits a statement ofcompletion.
