OFFICIAL SURVEYTechnology & Maintenance CouncilIssued:July 22, 2020Turning Experience Into PracticeAverage Standard Repair Times (SRT) for98 Commonly Performed Labor Tasks inFleet and Service Provider OperationsDeveloped by the Technology & Maintenance Council (TMC)ABSTRACTFifty TMC member fleet and service provider members responded toTMC’s second “Fleet & Service Provider Average Standard RepairTime (SRT) Survey,” which was administered in the first quarter of2020. The purpose of the study was to aid in establishing baselinerepair times that will improve shop productivity and profitability. Thisis the second year that TMC has conducted the survey, giving themembers a comparison of year-to-year SRT data.The survey was based on Vehicle Maintenance Reporting Standards(VMRS) making it easier to aggregate repair times. Participantswere asked to provide the time in hours to install specific parts or toperform needed labor in their facilities, not the rates that participantsnecessarily charge their customers.Data presented in this report is based on the labor description andthe corresponding VMRS Code Keys for each task using VMRS CodeKeys 15 (Work Accomplished) and 33 (Component Code). Onceagain, repair and replacement of clutch assemblies and automatictransmissions were reported to be the most labor intensive tasksfollowed by EGR cooler, replacement of the air brake compressoredged out radiator replacement this year. Of the 10 most labor intensive tasks, two were related to emission/exhaust and converselythree of the least labor intensive tasks were associated to brakesystem related repair/replacement.Technology & Maintenance Council (TMC)950 N. INTRODUCTIONTMC’s S.5 Fleet Maintenance ManagementStudy Group is responsible for the maintenanceand oversight of the Vehicle Maintenance Reporting Standards (VMRS) through its VMRSCodes Committee. One of the objectives ofthe VMRS Codes Committee is to developmeaningful benchmarking data based on theVMRS coding convention.Accordingly, TMC’s S.5 Fleet MaintenanceManagement Study Group directed its VMRSCodes Committee to conduct a labor time studybased onDeletefleet andservice providermembers’Reply all Archive Junk Sweep Move toself-reported repair and installation times. In developing the survey, TMC staff identified —with the assistance of members of the VMRSCodes Committee — 98 commonly performedlabor tasks on powered equipment as experienced in typical fleet and service provideroperations. Each of the following labor taskswere tagged with the appropriate VMRS CodeKey 33: Component Code and Code Key 15:Work Accomplished Code to facilitate datacollection and analysis. For the purposes of this study, “R&R” was de- fined as Code Key 15; “Code 03: Replace With New,” which means to replace a damaged or worn component with a new component. R&R A/C SIONAs in the previous 2019 survey, repair and replacement of clutch assemblies and automatictransmissions were reported to be the mostlabor intensive tasks, followed by the EGRcooler. In 2020, brake air compressor replacement proved to be more difficult than radiatorreplacement. Of the 10 most labor intensivetasks, two were related to emission/exhaustand two were related to drive train repairs.Conversely, three of the least labor intensivetasks were associated with brake systemrelated repair/replacement.
