DELGADO, COMMUNITY LIAISONSUBJECT: CONSIDERATION OF APPROVING THE COMMUNITY BENEFIT FUNDAPPLICATION FROM HELIOTROPE AVENUE ELEMENTARY SCHOOLIN THE AMOUNT OF 3,000.00.RECOMMENDATION:Staff recommends that the City Council approve Community Benefit Fund applicationfrom Heliotrope Avenue Elementary School in the amount of 3,000 for the purpose ofbuilding an accessible school website to provide immediate and important informationfor parents and students.BACKGROUND:The attached application is dated September 30, 2020 and received by email from theapplicant, Gabriela Rodriguez, Principal for Heliotrope Avenue Elementary School onOctober 02, 2020. It requests 3,000.00 to be used towards a onetime fee to build aschool website.The City of Maywood has established a “Community Benefit Fund” to supportcommunity-based programs and activities. Applicant eligibility is determined by theCity’s Community Benefit Fund Guidelines and Procedures (“Guidelines”).DISCUSSION:The applicant has explained in the application that the school is requesting funds tobuild a new school website. The complete scope of the project will include the initialdevelopment and setup of the website, a website content management system with aone-year license, and a Principal Virtual Webmaster to conduct immediate technicalsupport for the website.

As defined by the Guidelines, the applicant is an eligible organization that has a recordof successfully providing the services for which funding is requested. According to therequester’s application, Heliotrope Avenue Elementary School has been in existencesince 1926, is a school located in the City. Since they are a school located in the City,they fit into a category that makes them eligible to receive funds; they have alsoincluded their IRS designation number in their application which can be found in theattachment.The Guidelines also require that an Eligible Organization provide an eligible service oractivity defined as a program, service, activity, event or other similar activity that has abenefit to the residents of the City or a specified target group by: (i) enhancing thequality of life or the delivery of services in the City; or (ii) providing educationalopportunities for the residents or students of the City.LEGAL REVIEW:The City Attorney has reviewed the staff report.FISCAL IMPACT:F.Y. 20-21 Impact: 3,000.00Current F.Y. CITY OF MAYWOODCOMMUNITY BENEFIT FUNDGUIDELINES AND PROCEDURESI.BACKGROUNDThe City of Maywood has established a “Community Benefit Fund” to supportcommunity based programs and activities.II.PURPOSEThe purpose of this policy is to provide guidelines and procedures for the distribution ofpublic funds, which will in turn fun community programs, activities and educationalactivities conduct by Eligible Organizations that meet the requirements and guidelinesset forth by the City Council in this policy.III.ELIGIBILITY AND POLICYA.Eligible Organizations. The requesting organization must be: (1) a non-profitagency as defined by the Internal revenue Service (IRS) with a tax exempt status of501(c)(3) and is in good standing in the State of California based in the City or providesprograms or services to residents of the City; a school or school-based/affiliatedorganization located in the City; or other City-based organization such as athleticorganizations or community groups (collectively called “Eligible Organizations”); (2)must be in existence prior to submittal of an application; and (3) must have a record ofsuccessfully providing the type of service, activity or program for which funding isrequested.B.Eligible Services and Activities. To apply for a grant under the City CommunityBenefit Fund, the Eligible Organization must provide a program, service, activity, eventor other similar activities that have a benefit to the residents of the City of Maywood orthe specified target group within the City by: (i) enhancing the quality of life or thedelivery of services in the City; or (ii) providing educational opportunities for theresidents or students of the City. Categories of services and activities eligible for grantsinclude but are not limited to educational programs, cultural activities (i.e. music, art,dance, recreation), youth athletics, civic projects, health and safety programs, servicessponsored by Maywood community organizations and public services (i.e. seniorservices, youth programs, health services). If the request relates to a community event,the event must be advertised and open to the public. Grants will be awarded inmaximum amounts of no more than 5,000. In limited circumstances, the City Councilhas the discretion to award grants in an amount not to exceed 10,000.C.Restrictions and Ineligible Organizations.1.Grants shall not be used for religious activities or political campaigningpurposes or activities.2.A non-profit entity, a school or school-based/affiliated organization or otherCity-based organizations such as athletic organizations or community groups that have1Rev. 8/2020
