UFC 4-750-0720 April 2020FOREWORDThe Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and providesplanning, design, construction, sustainment, restoration, and modernization criteria, and appliesto the Military Departments, the Defense Agencies, and the DoD Field Activities in accordancewith USD (AT&L) Memorandum dated 29 May 2002. UFC will be used for all DoD projects andwork for other customers where appropriate. All construction outside of the United States isalso governed by Status of Forces Agreements (SOFA), Host Nation Funded ConstructionAgreements (HNFA), and in some instances, Bilateral Infrastructure Agreements (BIA).Therefore, the acquisition team must ensure compliance with the most stringent of the UFC, theSOFA, the HNFA, and the BIA, as applicable.UFC are living documents and will be periodically reviewed, updated, and made available tousers as part of the Services’ responsibility for providing technical criteria for militaryconstruction. Headquarters, U.S. Army Corps of Engineers (HQUSACE), Naval FacilitiesEngineering Command (NAVFAC), and Air Force Civil Engineer Center (AFCEC) areresponsible for administration of the UFC system. Defense agencies should contact thepreparing service for document interpretation and improvements. Technical content of UFC isthe responsibility of the cognizant DoD working group. UFC 4-750-0720 April 2020CHAPTER 1 INTRODUCTION1-1BACKGROUND.UFC 4-750-07 was originally drafted in 2006 by the Air Force to develop a new unifiedfacility criterion for use in the design of aquatic facilities primarily used for recreation;however, the draft document was not finalized for implementation. Continueddevelopments in the aquatic industry have resulted in advances in disinfection andrecirculation technology, the introduction of unique programming and design elements,the passing of the Virginia Graeme Baker Act, development of the Model Aquatic HealthCode, and development of the International Swimming Pool and Spa Code as part ofthe International Building Code. UFC 4-750-07 provides applicability of model buildingcodes and government-unique criteria for aquatic facilities (including swimming pools,natatoria, non-medical spas, wading pools, spray grounds and pool decks), typicaldesign disciplines and building systems, as well as for accessibility, antiterrorism,security, sustainability, and safety.1-2PURPOSE AND SCOPE.Unified Facilities Criteria (UFC) 4-750-07 provides technical criteria and requirementsfor planning, designing, and constructing natatoria and outdoor aquatic facilities forrecreational use. Alteration and renovation projects should update existing facilities tomeet this criteria within budgetary constraints. This UFC is intended to promoteinnovative designs that are functional, economical, safe, aesthetically pleasing, andmeet the expectations for modern aquatic facilities. Each design should satisfy theunique requirements of each Installation and at the same time be compatible with thelocal environment and specific site conditions.Customized, individual solutions meeting the needs of each project is the primaryobjective of this UFC. Use this UFC in conjunction with Department of Defense (DoD)criteria, service-specific documents, aquatic industry publications, and regulatoryagencies, as applicable. Obtain additional information on the unique program anddesign requirements of local projects from the Installation points of contact.1-3APPLICABILITY.This UFC applies to all military services and contractors involved in planning,programming, design, and construction of aquatic facility projects, including additions,alterations, and renovation projects worldwide.1-4GENERAL BUILDING REQUIREMENTS.Comply with UFC 1-200-01. UFC 1-200-01 provides applicability of model buildingcodes and government unique criteria for typical design disciplines and buildingsystems, as well as for accessibility, antiterrorism, security, high performance andsustainability requirements, and safety. Use this UFC in addition to UFC 1-200-01 andthe UFCs and government criteria referenced therein.1

UFC 4-750-0720 April 20201-5CYBERSECURITY.All control systems (including systems separate from an energy management controlsystem) must be planned, designed, acquired, executed, and maintained in accordancewith UFC 4-010-06, and as required by individual Service Implementation Policy.1-6GLOSSARY.APPENDIX B contains acronyms, abbreviations, and terms used in this UFC.1-7REFERENCES.APPENDIX C contains a list of references used in this document. The publication dateof the code or standard is not included in this document. In general, the latest availableissuance of the reference is used.1-8BEST PRACTICES.APPENDIX A identifies background information and practices for accomplishing certainaquatic facility design and engineering services. The Designer of Record (DoR) isexpected to review and interpret this guidance as it conforms to criteria and contractrequirements, and apply the information according to the needs of the project. Aquatic facility developmentplanning and the programming of facility space are different for every project dependingupon the unique factors regarding each Installation. Consider local requirementsconcerning building programs, design criteria, technical systems and the adequacy ofexisting facilities to meet current and future needs.Operating Policies.Selected programs and spaces for each facility may vary widely depending on theanticipated operating policies of each facility.
