Invitation to Bid DescriptionDescription of Product Line /Services RequestGeneral DescriptionIn accordance with the Title 16 Chapter 61E of the Code of Alabama 1975, the Alabama State Department of Educationis seeking responses from Qualified Service Providers for Information Technology in the form of Telecommunicationsand Internet Access services. The function these services and products sought include Internet Access Bandwidths andthe necessary transport with management services to support Internet Access across the State of Alabama serving allLocal Education Agencies and their related instructional facilities and non‐instructional facilities. In addition to publicschool, services awarded may also serve other entities such as public libraries that are participating in the Alabama StateDepartment of Education’s Alabama K‐12 Joint Purchasing Program (ALJP). Interested Qualified Bidder must read andconfirm the “Invitation to Bid – Primary Terms and Conditions” as it is included within this procurement process.Due to the multiple and varying needs of Internet Access services of the participating ALJP entities, we are seeking widevarieties of services to be made available by awarded contract(s) through this procurement process. We are seeking apre‐determined Catalog of the aforementioned services with proposed discounts. All proposed pricing should beprovided considering the Lowest Corresponding Pricing factor as required by the E‐Rate Program. To further identifythe services requested a responding qualified bidder should note the specific Internet Access and/orTelecommunications Category with the functions of services include: Internet Access & Transport BundledLeased Lit FiberLeased Dark Fiber and Leased Lit Fiber (Where Applicable)Internet Access: ISP Service OnlyTransport Only – No ISP Service IncludedThe functions listed are those that are defined through the E‐Rate program on the Form 470‐ Description of ServicesRequested and Certification Form. These have been selected on the accompanying Form 470 with this specific ALJPprocurement process. It is the ALSDE’s intention to obtain proposals for the provision of Internet Access to requestingALJP participants. These services initially can be provided through bundled Internet Access and the Transport serviceneeded to deliver the requested Internet Access bandwidth in a cost‐efficient manner with an agreed upon SLA definingthe quality of services to be provided. Service Level Agreement (SLA) documentation must be included within thisresponse. To meet the statewide needs, the ALSDE recognizes there may be varying level of services available in ourrural and non‐rural areas. We will accept various forms of transport functions that may be available to ALJP participantsthat are equivalent to a Lit Fiber delivery. We include, within this ITB, the option of Leased Dark fiber as an option as thismay be the most cost effective for some participants obtaining the middle mile Internet Access Bandwidth eitherpartially or in full. This function is not clear within the Form 470 available functions therefore it was not selected;however, we expect this type rare scenario to be eligible as well.To meet the varying degree of Internet Access and network management resources available across the ALJPparticipating entities Qualified bidder may include Internet Access Management services. Services such as, but notlimited to, content filtering provided at no additional cost or an ancillary provision of services should be identified butare not a required. If these services or a higher level of services are offered within your companies proposed catalogthen they may be included within the response. Additional, services may include, but not limited to Web Hosting, Emailservices, Firewall Services, DDOS, IP management and configurations, and/or VPN Tunneling Services.Interested ALJP Participants may be interested in a complete turnkey provision of Internet Access that integrates withtheir current WAN services and meets all their configuration and management needs or they may request a partiallisting of services available within your catalog. If your catalog of services is not available to all ALJP participating entitieswith the State then you must clearly provide an “Areas of Service Availability” map or listing in your response. should clearly indicate where and what services are available. The ALJP Administrator prefers a statewide provision butrecognizes the complexity of these services and their availability across the State. Therefore, a statewide provision ofservices is not required. However, multiple providers may be needed to serve the entire ALJP Participant listing in acost‐effective manner. If results of this ITB provide multiple providers then the Mini‐Quote System must be used byapplicants of E‐Rate Discounts.Proposed services that are provided in terms of recurring services and are priced with monthly recurring charges shouldclearly identified this within their pricing proposal. In the event there is a non‐recurring or upfront charge for installationor construction charge (including special construction charges) prior to the beginning of recurring services, the QualifiedBidder should clearly identify such charges within a proposal.Contract LengthThe services awarded through this procurement process will be based upon a 60‐Month contract, or to the extent thelaw will allow, to provide for the purchase of 5‐Year, 4‐Year, 3‐Year, 2‐ Year and 1‐Year Lease agreement purchases. Inthe event an award is made, the awarded vendor should maintain Lowest Corresponding Pricing (LCP) requirements andmay adjust pricing in the proposed catalog of services as needed. However, the proposed and awarded discounts are tobe applied to the catalog pricing consistently, unless these discounts are increased. At no time during a purchased leaseperiod by an ALJP participant under an awarded contract should the recurring lease charges increase. However, theymay be decreased as needed. The awarded contract holder must notify the ALJP Administrator of the changes ofcatalog services and pricing prior to changes.In the event a Qualified Bidder provides a pricing structure other than a preferred catalog with discounts, the ALJPadministrator reserves the right to adjust the length of an awarded contract to include options such as , but not limitedto, One(1) Year with option to renew for 4 additional one year periods, Two (2) Year with option to renew for 3additional one year periods, or similar periods not to exceed Five (5) years in a given contract period includingextensions/renewals.Non‐Recurring Construction (Special Construction included) or Installation ChargesA qualified Bidder submitting pricing that includes non‐recurring or upfront costs must be capable of providing acomplete cost accounting record of each element of these specific charges. The ALSDE, FCC, or participating ALJP entityshould not expect to cover the cost of a provider’s new, or improvements to existing, vendor infrastructure held out toprovide similar services to the public and business entities outside the eligible school/LEA location for profitingpurposes.The FCC through USAC will be highly scrutinizing any E‐Rate application that includes construction and/or installationnon‐recurring charges either in bundled form or not. The responding Qualified Bidder will have to identify the costs ofthe individual elements for the entire installation, eligible or not. Then identify the specific elements that will beprovided to the E‐Rate eligible entity cost allocating and presenting only those eligible costs pertinent to the ALJPrequesting entity. This may be done in the Mini‐Quote System in the event E‐Rate Discounts are involved. The QualifiedBidder should provide an example of this cost accounting/cost allocation process with their response. In the event this isnot provided with a qualified response it must be noted that this will be required at some point in the process of aquote, purchase order, installation period or after installation and services are rendered therefore the interestedQualified Bidder must acknowledge the requirement and product such documentation immediately upon an FCC/USACrequest or PIA request. There is no guarantee of the timing of this required supporting documentation, it is highlyrecommended that the awarded vendor create this during the quoting period and maintained record in files and/orrelease to the buyer for their records upon request.The ALSDE does support access to the Internet by our student outside the classrooms and schoolgrounds wheneverfeasible and possible and within the law or policies. The ALSDE is seeking a long‐term contract(s) and will collaboratewith the respective agencies to support any funding received through State Legislature, Federal Agencies. or other pertinent/viable approved entity funding, that can support the eligible E‐Rate services as well as ineligibleservices as defined such as Internet Access to student homes, now considered ineligible for E‐Rate discounts.Additional CertificationsAll services offered must meet or exceed industry standards for the services and installation/construction if applicable.The interested Qualified Bidder must describe these standards providing outside documentation and or resource links tosuch documentation. They must also confirm their adherence to these specification through industry certifications andother verifiable documentation.
