JOURNAL OF PROCEEDINGSFirst SittingThe Fortieth Annual Conference of the Illinois District, of the PilgrimHoliness Church, convened at Charleston, Illinois, August 13, 1962 at 8:00 a. m.The Conference was opened by singing 'Blessed Assurance," led byBrother Baldwin.Brother Peterson offered the opening prayer of the Conference.After a few opening remarks, Brother Hall introduced Dr. W. H. Neff,the General Superintendent, as Chairman of the Conference.Brother Neff spoke to the Conference, concerning progress of theConference. He gave four factors that we should keep in mind duringthis Conference, that will contribute to it. (1) Good hard thinking; (2)Earnest Praying; (3) Disposition of Jesus; (4) Guidance of the Holy Spirit.In proceeding with the Conference business, the Secretary read theroll with 73 delegates present.A motion was made to accept Brother and Sister H. J. Beecher asOrdained Ministers into the Conference. They were granted seats withinthe Conference bar. Motion carried.The Chairman permitted Brother 'Hall to appoint a reception committee, due to the absence of those who had been appointed previoasly.The District Superintendent, Rev. W. E. Hall, read a report of improvements made upon the local Churches and parsonages. He also gavea personal report, which was full of activity, for the year. It was movedand seconded to accept 'this report with deep appreciation, by a show ofup lifted hands.Bro. Hall, the District Superintendent, read some recommendationsfor the future.The Assistant Superintendent, L. A. Williams, gave an oral report of hisactivities during the year. This report was accepted with deep appreciation.The Auditors report was read, and accepted as read. The DistrictTreasurer, Rev., C. L. Oden, read his report. A motion carried to .cceptthis report with appreciation.Brother Oden, the Camp Meeting treasurer, reported. And a motioncarried to accept this report.The Reception Committee introduced to the conference Sister Neff,Brother H. A. Beltz, Brother Beecher, and Brother Elmer Mizzee. It wasmoved and seconded to grant those who were introduced honorary seatswithin the conference bar. Motion carried.The District Statistician's report was read, and was accepted by astanding vote of appreciation.The Reception Committee presented Sister Moyer and Brother JamesHertel to the conference. A motion carried to grant them honorary seatswithin the conference bar.The S. S. Promotional Secretary read his report. A motion carriedto accept this good report. The conference recessed for 10 minutes.Conference reconvened at the call of the chair.The Educational Board read its report. It was moved and secondedto accept this report. Motion carried.The Examining Board read its recommendations for Evangelists andSingers. A motion carried to approve the recommendations.The Resolution Committee's report was given. Number 18, in the StandingResolutions, shall be deleted, and the action of the 1962 General Conferenceshall be adopted (Sunday School and Youth Quadrennial Goals) for1962-1966.A motion was made to refer Standing Rule No. 19 to the committee.Rules No. 21, 24 and 29 shall be deleted. Motion carried.By recommendation of the Chair, the remaining part of the ResolutionCommittee's report was dispensed with until later, giving Brother Hertelan opportunity to give a report concerning the progress of the schoolat Frankfort. Brother Beltz also received an opportunity to speak tothe Conference pertaining to the Pilgrim Pension Plan. Conference adjournedby expiration of time for lunch.

Second SittingThe second sitting opened. by the Conference singing, "A Charge ToKeep, I Have," led by Brother Roger Russell.Arrangements were made, and Rev, and Mrs. Clyde Moreillon wereseated at the Altar.Ordination service was held with the following Scriptures being read,I Timothy 3:1-13, by Rev. C. L. Oden; II Timothy 4:1-8, by Rev. SylvanCallaway; Titus 3:1-11, by Rev. James Taylor.General Superintendent, W. H. Neff, along with the Ordination Council,which consisted of Rev. W. E. Hall, Rev. L. A. Williams, Rev. SylvanCallaway, Rev. C. L. Oden and Rev. James Taylor, proceeded to theAltar. Dr. Neff read the rules pertaining to Ordained Ministers from thePilgrim Holiness Church Manual, and spoke concerning the same. TheOrdination Council laid their hands upon the Candidate, as Rev. L. A.Williams and Dr. Neff offered the Ordination prayer.Following the Ordination service, the Secretary read the minutes ofthe first sitting, and they stood approved as read.Brother Beltz spoke the second time concerning the Pension Plan.The Resolution Committee read the remaining part of their report. RulesNo. 2 and No. 7 in the Camp Meeting Resolutions were adopted as presentedby the Committee.An addition to rule No. 9, in Camp Meeting Resolutions, was presentedby the Committee. A motion was made to amend the addition that waspresented. The motion carried. No. 9 with the addition as amended waspresented and lost.It was moved and seconded to refer rule No. 9 to the Committee tobe reconsidered. Motion carried.In rule No. 2, under New Resolutions, the Committee recommendeda change in the wording. The word, "from" be dropped, and the words"other than" be inserted. This change was granted, by common consent.A motion was made to drop rules No. 3 and No. 4 from New Resolutions.NEW RESOLUTIONS FOR 1962A motion carried to adopt rules No. 1 and No. 2, as presented by theCommittee.Rule No. 3 was adopted after inserting the word "appointed."A motion was made to amend rule No. 4, and it was adopted as amended.Rule No. 5 was adopted as presented. It was moved and seconded torefer Rule No. 19, in Standing Resolutions, to the District Council.The Ways and Means Committee read their report. Rule No. 1 isto be edited to conform with the action of the General Conference. RuleNo. 2 was deleted, and a new one was presented to take its place. The newrule was adopted and presented. Rule No. 4 was adopted as presented. RuleNo. 6 was amended and accepted as amended. Conference adjourned byexpiration of time.Third SittingConference reconvened at 6:00 P. M. at the call of the Chairman.Brother Lewis Russell offered the opening prayer. Continuation of thereports from the Ways and Means Committee was given.A new recommendation was offered to take the place of Rule No. 3,pertaining to District Budget. After much discussion, it was brought tothe floor for vote, and lost for lack of support.A motion carried to delete the words, "Youth Offerings", from RuleNo. 3.A motion was made to amend rule No. 17, and was adopted as amended.Rule No. 20 was accepted as presented by the Committee.The Resolution Committee read a partial report, bringing back to theConference floor Rule No. 9 in Camp Meeting Resolutions. It was adopted as presented.The Reception Committee introduced Rev. William Oden to the Conference. A motion carried to grant him an honorary seat within the Conference bar.The Memorial Committee read its report to the Conference. The—10—

Conference approved its report by standing and singing, "In The SweetBy and By."Brother Hall appointed Brother Lewis Russell, Brother Roger Russell,Brother James Sneed, Brother Dale Campbell, Brother L. W. Hulen,Brother Jerrel Adams and Brother Lawrence Butts as tellers. Ballots werecast in the election of the following officers:District Superintendent: Brother F. J. Goins was elected as Superintendent. Examining Board, 3 years; Rollie Schell. Educational Board, 3years; Rudolph Moore.Conference recessed until Brother Goins could be contacted concerninghis acceptance as Superintendent. Brother Goins did not accept the callas District Superintendent. So the election proceeded. Ballots were cast,and the following officers were elected:District SuperintendentW. E. HallAssistant SuperintendentL. A. WilliamsDistrict SecretaryJames TaylorDistrict TreasurerC. L. OdenCouncil members:Rollie Schell; Jerrel Adams; Thomas ManuelCamp Meeting TreasurerC. L. OdenBrother Hall read the following appointments for the Committees:Ways and Means Committee, the same as last year. Resolutions Committee, James Sneed, to replace Dennis Guile, and all the others to remain as last year; Auditing Committee, the same; Memorial Committee,the same; Reception Committee, Myrtle Rogers and Elva Lancaster.Bro:ther Hall also read the pastoral appointments as of this date. Amotion 1,tas made to accept the invitation from the Charleston Churchfor the Ministerial Convention. Voted approved.A motion carried to authorize the District 'Council to hear, correctand approve the reading of the last two sittings of the Conference minutes.Conference adjourned.STANDING RESOLUTIONS1. Inasmuch as the General Board has ruled that all our DistrictCamps shall provide for Sunday School to be conducted on the CampGrounds each Sunday of the Camp. Therefore be it resolved, that thereshall be a Sunday School service conducted on this Camp Ground eachSunday at the Camp. The Sunday School Committee to be in charge of thesame, and that suitable cards of recognition be given to all who attend,denoting their presence at the Camp Sunday School. These cards to bereturned to the local Sunday School, thus encouraging a perfect attendance,and that local averages be figured and any awards be given in recognition of the same.2. Be it resolved, that all pastors and evangelists arrange theirwork so as not to conflict with the Camp and Conference, and that Ifany minister does not attend Camp and Conference he shall send a reportof his work and an excuse for the absence. If he fails to do so for twoconsecutive years he shall be dealt with by the council.3. Be it resolved that the Conference year begins July 1, and ends onJune 30 of each year, and that all annual reports be mailed to theDistrict Statistician by July 10.4. Be it resolved that the time of the sittings of the District Conferencebe from 8:00 A.M. to 12:00 noon and the afternoon sitting be from 1:00P.M. to 5:00 P.M.5. Be it resolved, that the first 10 seats in the center section, theplatform and the booth constitute the Conference Bar.6. Be it resolved, that the Annual Conference election of officersbe deferred until all resolutions affecting officers' duties are adopted.7. Resolved, that all our preachers and laity secure respectively, acopy of the Church Manual and the District Conference minutes, andshall read and study the same until they are able to understand andcarry out all of their provisions and requirements.—11—

8. Be it resolved, that each pastor shall endeavor to bring the PilgrimHoliness Advocate subscription list up to a number equal to or greaterthan the membership of the church.9. Resolved, that the revision of the church membership rolls shallbe made prior to the respective annual church meetings.10. Whereas our officials and ministers are looked upon as examplesof the standards of our church, therefore:Be it resolved that: The Illinois District Conference call attentionto page 35, section 65 of our Manual which reads, "Whereas the presenttrend toward immodesty of dress is so evidently out of keeping with theWord of God, the girls and women who are members of the PilgrimHoliness Church are not to appear in public wearing the immodest formsof dress so current today; such as: sun-suits, shorts, dresses of immodestlength, slacks or similar garments, or without stockings. Men and boysof the church are not to appear in public places in shorts or without shirts."11. Inasmuch as television Is rapidly becoming a daily habit and anopen door for infiltration of all kinds of vice and crime into the sanctityof the home in an ever-increasing number of homes in America;Therefore be it resolved that we as a District go on record as beingopposed to the use and or ownership of a television set.12. Be it resolved, that the District Superintendent be authorized toappoint all standing committees not otherwise provided for and to fillany vacancies occurring in them from time to time, and that therebe five members on each Ways and Means and Resolutions Committee.13. Be it resolved, that the District Superintendent devote at leasteleven months of his time to the District work.14. Be it resolved, that the District be zoned and the boundaries applyto the Ministerial, Youth, and Sunday School Departments. Be it furtherresolved, that the District Superintendent appoint Ministerial and SundaySchool Zone Chairmen and that the Zone Chairmen and the District Superintendent be authorized to arrange Zone meetings as they deem advisable,and that a Zone Secretary and Treasurer be elected at the first meetingof the year.15. Whereas it is helpful to a better understanding among our peoplewho contribute to the support of our work and: Whereas the District handlesthis money as a public trust; Be it resolved, that the District Treasurergive a statement in totals of disbursements in his annual report of District Home Missionary funds, the same to be placed in the ConferenceMinutes.16. Be it resolved, that all resolutions retained in the minutes fromyear to year be listed under "Standing rules" and all new resolutionsbe listed as "Conference rules" for one year, after that, all that are retained be placed under "Standing Rules."17. We recommend, that all cabin owners get together and file for taxexemption on their cabins.18. We recommend that the action of the 1962 General Conferencebe adopted (Sunday School and Youth Quadrennial Goals, 1962-1966.)1. Sunday School enrollment gain of 2% per month.2. Whereas, the General Conference has set up a United StewardshipFund to care for a part of the expense of operating the General Church,and Whereas, the Manual states on page 82, paragraph 8 that, Any pastorfailing to raise the United Stewardship Fund without good reason shallbe denied a voice in the annual conference, and Whereas, this rulemust be enforced beginning with our next annual conference, thereforeBe it resolved, that we as a conference set the month of Septemberas United Stewardship Fund month. Be it further resolved that an offeringbe taken in each church in this conference sometime during said monthfor said fund. This is primarily to aid churches that are struggling to paytheir United Stewardship Fund. Churches that have a workable systemin operation that is enabling them to meet this obligation to the generalchurch need not feel under obligation to take such an offering.23. Be it resolved that all licensed Ministers meet with the examining board not later than the last Saturday of the Camp Meeting.24. Be it resolved that the Ministerial Convention convene the firstTuesday evening through Thursday afternoon of April. The place to bechosen from invitations from the Churches.25. Be it resolved that all members being received into the LocalPilgrim Holiness Church, that their attention should he called to Section155, Article 2, and Section 69 of the 1958 Pilgrim Holiness Manual.26. Be it resolved that this Conference approve of our Churchesmaking application for and borrowing money from the General ChurchPilgrim Pension Loan Fund. This to be in accordance with the Manual.27. As the Illinois conference is incorporated be it resolved that thedistrict Superintendent be authorized to make the annual report of thecorporation as required by the state. The period of reporting is fromJanuary 15 to the last day of February each year.28. That the District Council as elected from year to year be thedistrict trustees in accordance with the articles of incorporation.29. That in the event of death or hospitalization of any of our activeministers or wives, flowers shall be sent by the district treasurer. Thedistrict Superintendent is to be notified in either event of the above.All carefulness should be taken about notifying the district Superintendent so there will be no misunderstanding.30. Be it resolved that the Ordination service be held each year, onMonday at 1:00 p. m.31. In as much as time is limited for the committees to meet anddiscuss resolutions, be it resolved that all new resolutions either to theWays and Means or the Resolutions committee be mailed to the chairman before camp or placed in his hands within the first four days ofthe meeting. Resolutions are to be Passed upon by said committee andplaced in a public place for the Conference members to study beforeConference.:32. We recommend that the District Camp committee for the Campground for the purpose of re-locating, consist of the District Superintendent and his Assistant, and three members other than the Council, whichthey hail appoint.—13—

CAMP MEETING RESOLUTIONS1. Be it resolved that our camp Meeting begin the first Friday inAugust of each year.2. Be it resolved that the District Council appoint someone to patrolthe camp grounds during the Meeting and to be hereafter enforced.3. Be it resolved that the pastors and the District Superintendentpresent the needs of the Camp to the Churches and that each Churchrespond with such needed items as requested4. Be it resolved that no single young person shall be allowed offthe grounds without special written permission from the Dean of menor the Matron of women, or accompanied by their parents. They shallbe required to attend Young Peoples and evening services. Failure tokeep this rule will forfeit their privilege of remaining in camp. Thereshall be a Dean of men and a Matron of women appointed by the DistrictCouncil who shall be responsible to enforce this rule. Be it further resolved that this resolution be printed, and copies given to each one registering.5. Be it resolved that receptacles for trash be placed in convenientplaces on the camp grounds.6. Thasmuch as so many children are on the grounds throughout thecamp meeting, therefore be it resolved, that special services be heldfor them and that the Council secure a children's worker at least 30 daysprior to the camp.7. Be it resolved, that all who rent rooms during camp be advisedto bring their own bedding.8. Be it resolved that all dormitory reservations be declared nontransferable, as long as the iresent holders occupy them. When theholders of said reservations secure lodging elsewhere, the former reservation shall be turned to the one in charge. Those having reservations,and those desiring reservations, shall write to the one in charge of rooms,within 60 d'ays and not later than 30 days, prior to the coming campmeeting.Be it further resolved, in as much as all dormitories are the propertyof the District, that rooms in said dorms shall be made available, to beused as deemed advisable a

Beltz, Brother Beecher, and Brother Elmer Mizzee. It was moved and seconded to grant those who were introduced honorary seats within the conference bar. Motion carried.
