PREAMBLEThe AAU Aquatics National Committee has been established in order to promote the benefitsof participation in athletics and hereby adopts these rules & regulations for the advancementof that purpose. AAU Aquatics includes the sports of Diving, Swimming, SynchronizedSwimming and Water Polo.I. NATIONAL SPORT COMMITTEE GOVERNANCE AND ADMINISTRATIONA.B.National Committee Structure and Procedures1.National Chair. The President of the AAU appoints the Chair fromthe recommendations of the National Sport Committee after approvalof a majority of the National Officers.2.National Sport Committee Composition. The Committee willconsist of the National Sports Chair, the elected or appointed officersor committee chairs as defined by the sport’s operating rules, theelected or appointed Sport Director of each District, or a representativedesignated by the District Governor, and one appointed representativefrom each affiliated member that registers members in the sport. ThePresident may appoint up to five (5) members-at-large.3.Other Committee Positions. The National Chair may appointadditional committee positions.4.Voting. Voting in the Committee shall be the National Sport Chair,Executive Committee, the elected or appointed District Sports Directoror a representative from each affiliated member that registers membersin the sport, and any members-at-large. Only representatives fromDistricts which registered a minimum of .5% (a half percent) of thetotal number of athletes in that sport in the previous year shall beallowed to vote in the National Sport Committee meeting.Sport Committee Meetings1.National Sport Committee Regular Meetings. Regular Meetings ofthe National Sport Committee shall be in conjunction with the AAUConvention.2.Non-Regular Sport Committee Meetings. National Sport Committeemay hold a Non-Regular National Sport Committee meeting in oddyears subject to the following provisions:2011AAU Aquatics Handbook and Regulations

a.b.The meeting is called by the Chair following approval of theNational Office.The National Office has the right to coordinate the meeting andpick the site for the meeting.3.National Sport Committee Special Meetings. Special meetings of aCommittee are scheduled at the request of the Chair or upon writtenrequest of at least one half (1/2) of the Committee members. Thepurpose of the Special meeting must be stated in the Notice for themeeting.4.National Sport Executive Committee Meetings. The National Chairshall determine the date and location of Executive CommitteeMeetings.5.Agenda Additionsa.Sport Committee Meeting Order (Agendas)- The RegularNational Sport Committee meetings, the Non-Regular NationalSport Committee meetings, and National Sport CommitteeSpecial meetings shall follow meeting order (agenda format) asestablished by Code (Bylaw 9.5).II. SPORT POLICIES AND PROCEDURESA.Sportsmanship. It is the obligation of coaches, players, administrators,volunteers and other representatives of the AAU to practice the highestprinciples of sportsmanship and to observe the ethics of competition. Goodsportsmanship is defined as qualities of behavior, which are characterized bycourtesy and genuine concern for others. The display of good sportsmanshipis a statement of the individual’s understanding and commitment to fair play,ethical behavior and integrity.B.Program Violations. Disciplinary action may be considered by the Districts,Sport Committee or the Executive Committee for any violations bringingdiscredit upon the AAU, including, but not limited to, passing “bad” checks,participation of athletes in an improper age division, or any violation of anypart of this Handbook or the AAU Code. In instances of alleged violations,Board of Review action may be taken against athletes, coaches, parents and/orclubs according to AAU Code.C.No Guarantee Policy. The AAU can not and does not guarantee theappearance and/or participation of specific participant(s) and/or teams (asapplicable) in this event. The AAU has sanctioned (approved) this Event as anofficial AAU Event (competition), but the AAU is not and shall not beresponsible for any participant's or spectator's expenses related to this Event(nor reimbursements for same) in case of dissatisfaction of any participant,friend, family, or spectator, this includes, but is not limited to all travel, hotel(lodging), food, entry fees and/or any other expenses related to the event.2011 AAU Aquatics Handbook and Regulations

III. SPORT OPERATIONSA.Event Operating Rules.1.B.District Qualifier Medals. AAU medals shall be used at anysanctioned district qualifying event. Medals must be purchasedthrough the AAU medal program or the sanction shall bedenied/voided. Effective September 1, 2009. (Added 3/09)Competition Rules.1.Youth Diving Competition Rules. AAU Diving is conducted underthe AAU Code, AAU Aquatics Handbook and the competition rules ofFINA as modified by the AAU National Aquatics Committee.a.Qualification Procedure. For qualification scores to competein the Diving National Championship, please refer toAppendix A.b.Age Divisions for Diving National Championshipsi.ii.c.9 and Under Boys and Girls11 and Under Boys and Girls12-13 Boys and Girls14-15 Boys and Girls16-18 Boys and GirlsAge groups are determined by the divers’ age onDecember 31, year of competition.Categories of Competition1 meter springboard 3meter springboard 7.5meter Platform 10 meterPlatformSynchronizedspringboardd.2.Rules and Restrictions. Primarily for divers that want to compete at theelite level. There are no age restrictions and youth can

ii.iii.b.Rules and Regulationsi.Men’s and women’s events will use the men’s rules fornumber of dives to complete for each age group.Masters program will have an additional 21-24 year oldage group, which will execute the same number of divesas the 25-29 age group.There are no restrictions for dives performed from the 10meter platform. For divers 50 and over, head first and/ordives with a DD of 2.0 or more can be performed fromthe 10 meter platform.Masters B (short list) events will have the followingrequirements1. 19-49 year old Masters B age groups perform any 5dives for Springboard events and any 4 dives forplatform events.2. 50-79 year old Masters B age groups perform any 4dives for Springboard events and any 4 dives forplatform events.3. For Masters B platform events, dives may beperformed only from 5M, 7M and/or any platformlevels in between.4. There will be no forced migration from competing inMasters B (short list) events to Masters (full list)events.Invitational meets can deviate from these rules as long asexceptions are defined as part of the meet information.i.iii.iv.v.3.compete in open events if the meet is sanctioned as acombined Youth and Adult competition.Masters. Primary for divers that no longer what tocompete in Open events. Elite divers are permitted tocompete in master events but are restricted to competingin their natural age group.Masters B. Primarily for divers who are not ready toperform a full list of dives competitively but still want tocompete and socialize with other divers.Youth Swimming Competition Rules. AAU Swimming isconducted under the AAU Code, AAU Aquatics Handbook and thecompetitive rules of USA Swimming as modified by the AAUNational Aquatics Committee.a.Qualification Procedure. The AAU Swimming NationalChampionships will be held at the AAU Junior OlympicGames. For qualifications, please refer to Appendix B.2011 AAU Aquatics Handbook and Regulations

b.Age Divisions for Swimming National Championshipsi.8 and Under Boys and Girls9-10 Boys and Girls11-12 Boys and Girls13-14 Boys and Girls15-18 Boys and Girlsii. Athlete’s age on the first day of competition shalldetermine the division of the competitor.iii. At the National Championship, heats for 8 and Underdivision may be combined with 9-10 division but will beawarded separately. The 8 and Under division is offeredfor the 50 Meter events and 200 Meter freestyle relays.c.4.Rules and Restrictions. Additional rules and restrictions asoutlined in the AAU Junior Olympic Games Meet InformationPacket shall be followed.Other Aquatics Competition Rules. For other Aquatics sports suchas Water Polo and Synchronized Swimming, the competition rules ofthe National Governing Body will apply.III. EXCERPTS FROM AAU CODE BOOKA.AAU Membership. All participants must be a member of the AAU in orderto participate in any AAU Sanctioned Event. Event Operators may not collectAAU membership money at any AAU sanctioned event.Membership Requirements. Membership in the AAU is a privilege grantedby the AAU. The AAU at its sole discretion reserves the right to accept orreject applicants for membership.1.Conditions for Membership. Membership in any class may begranted only after an application is submitted and approved. Bysubmitting an application, the applicant agrees to comply with all theprovisions of the Constitution, Bylaws policies, procedures and rulesof the AAU.2.Classes of Membershipa.District Member. The organization chartered by the Congressto provide administrative services within a designatedgeographic area.b.Club Member. An organization or group that has beenapproved for membership after meeting the registrationrequirements of the Code.2011 AAU Aquatics Handbook and Regulations

B.c.Individual Member. A person who has been approved formembership after meeting the registration requirements of theCode. Individual membership categories include:i. Youth Athleteii. A d u l t A t h l e t eiii. Non-Athleted.Affiliate Member. An organization or group approved byCongress which is engaged in athletics or sports-relatedactivities.Membership and Residency1.Adult members will not be bound by residence requirements.2.Youth members must register in the District of their bona fideresidency, except as follows:a. A youth member who resides in the county of one District thatadjoins a county of another District and who attends a schoollocated in the adjoining county will have the option of registeringin either District.b. A youth member subject to a written joint legal custodyarrangement whose custodians reside in different Districts shallhave the option of registering in either District.c. A bona fide student at an educational institution may be considereda resident of the District in which the institution is located.d. Persons living outside the U.S. may register in the closest Districtor with the District where the competition they are firstparticipating in will take place. The respective National SportsCommittee rules shall govern their participation in AAUcompetitions.C.Eligibility1.A youth member may elect to participate in his or her District of bonafide residence or a District that geographically adjoins that District.Exception: In team sports a maximum of three (3) members mayparticipate with a team in an adjoining District. [Team sports includebaseball, basketball, field hockey, hockey, soccer softball andvolleyball.]2.Club Attachment. A youth member becomes attached to a clubmember when he/she competes with that club in any AAU sanctionedevent (practice not included). An athlete may attach to additional clubsif he/she participates in additional sports.2011 AAU Aquatics Handbook and Regulations

a.3.Transfers. An attached youth member may transfer to another club inthe same sport under the following conditions:a.b.c.d.E.For team/club sports only. If an athlete participates in an AAUsanctioned league for one group member (club), that athletemay elect to affiliate immediately with a second group member(club) for the purpose of qualifying for an AAU NationalChampionship. Participation may be simultaneous. A league ismade up of teams/clubs that compete only among themselvesfor a defined period of time.If the youth member has not competed in any AAU sanctionedevents in that Sport for a period of sixty (60) days.If the representative of the club to which an athlete is attachedsigns a release form permitting an immediate transfer.(Athletes released under this provision are subject to NationalChampionship eligibility restrictions as adopted by NationalSport Committees.) [Added 10/07]When the transfer is for the purpose of competing with a teamwhich has qualified for a National Championship as providedby National Sport Committee rules.If the Registrar determines that the transfer is due to eventsoutside the control of the athlete or that the transfer serves thebest interest of the AAU.Use of Logos and Trademarks1.The AAU name, mark, seal, logo, and other insignia (all "AAUmarks”) are protected through trademark registration and are definedas the intellectual property of the AAU. A user of the AAU’sintellectual property must have prior and continued approval of theNational AAU. Only those subordinates and affiliated organizationswhich are expressly authorized by the National AAU may use theintellectual property of the AAU. The National AAU may withdraw itsapproval to use its marks, in its sole discretion. Members shallimmediately comply with notice to cease and desist from the use of theAAU’s intellectual property. The unauthorized use of any of theintellectual property of the AAU is a violation of this policy and maysubject the member/entity to penalties set out in the AAU Code.2.Only chartered Districts, District Sport Committees and National SportCommittees may use the AAU marks in their name.3.There are three (3) levels of AAU club membership. Level 1 AAUClubs acquire no rights to use the AAU’s intellectual property. Level 2and Level 3 Clubs may use AAU’s intellectual property for thepromotion of its organization and/or sanctioned AAU events only.Member clubs may not use the name AAU in their legal name.2011 AAU Aquatics Handbook and Regulations

4.F.In the event of a dispute or conflict as to a member’s/entity’s claim(s)to use any of the intellectual property of the AAU.Event Sanctions1.No event shall be conducted under the auspices of the AAU unless asanction has been issued for the activity. A sanction is the writtenapproval of the AAU for the conduct of the activity.2.Only AAU members may participate in sanctioned events unlessotherwise provided in the Bylaws.3.Sanctions may be issued to any club in good standing. Any sanctionmay be reviewed within 15 days of submission by the District SportCommittee Director. If the sanction is reviewed and rejected, theRegistrar shall notify the organization submitting the sanction.4.No sanction shall take effect until the 15-day review period hasexpired, or until the Registrar processes the sanction followingapproval of the District Sport Committee Director. Beginning with the2009 Membership year, all applications for sanction must becompleted and submitted through the on-line process or the AAUNational Office.5.The National Registration Executive Committee has the authority toissue sanctions as follows:a.For events in locations where there is no active Districtmember.b.For events in Districts where there is no current activeparticipation. (No District Championship in the priormembership year).For events directly sponsored by the National AAU or Nationalc.Sports Committee.d.For inter-District league play.e.Review and approve any sanction rejected by the District.f.Sanctions issued to one organization cannot be transferred toanother organization.g.No sanction will be issued for any event where the word“Olympic” or any derivative thereof is used in anyadvertisements or notice in connection with the event exceptupon the specific written approval of the Board of Directors.h.Sanctions must be reviewed and processed by the DistrictRegistrar and reported to the National Headquarters. A recordshall be kept by each District of all sanctions issued.2011 AAU Aquatics Handbook and Regulations

F.G.District Sport Committee Bi-Annual Meeting1.District Sport Committee Bi-Annual Meeting. It is the duty of theDistrict Sport Committee to hold a bi-annual meeting, the date ofwhich shall be approved by the District Executive Committee. [Not theSport Committee Executive Committee]2.Notice of District Sport Meetings- Notice of the bi-annual or specialmeetings of the District Sport Committee shall be issued (or issueapproved) by the District Secretary, to clubs eligible to vote as of 30days prior to the scheduled bi-annual meeting.a.Quorum. - Five (5) member clubs must be present toconstitute a quorum of the Annual Sport Committee meeting.b.Voting - Each member of a Committee shall have one voteunless the operating rules of the Committee provide forweighted voting. There shall be no voting by proxy. [A clubmay designate another representative for the club.]Functions of District Sport Committees1.District Sport Committees. In each approved AAU sport in which theDistrict has athletes actively participating, there may be a Committeeto manage competition within the District.2.Composition. The District Sport Committee shall include thefollowing :a.Each club member which registers at least five individualmembers in the sport shall have one representative on theDistrict Sport Committee;b.District Sport Committee Officers and Chairmen ofCommittees as defined by that sport’s operating rules. [Added10/07].c.The Governor may appoint five (5) at-large members.3.Duties. The duties of the District Sport Committee are to:a.b.c.d.In even years, hold a Bi-Annual meeting, the date, time andlocation of which shall be approved by the District ExecutiveCommittee. [Added 10/08]Adopt at the Bi-Annual Meeting, rules of operation of theCommittee to be submitted to the Executive Committee forapproval and which shall not conflict with the provisions of theAAU Constitution, Bylaws, National Policies or National SportCommittee rules.Determine whether to establish a Committee operating accountand if so to comply with all relevant AAU procedures andpolicies.Conduct of the District championships.2011 AAU Aquatics Handbook and Regulations

H.Functions of the District Sport Director1.District Sport Director. In each sport in which five or more clubmembers have designated the sport as its primary sport, the Directorshall be elected by the Committee at its Bi-Annual Meeting. Whenthere are fewer than five clubs registered to the Sport, the Chair maybe appointed by the Governor with the approval of the National SportCommittee Chair. The District Sport Director takes office uponelection or upon appointment.a.Term. The term of office for an elected District Sport Directorshall be four (4) years to run concurrently with the DistrictOfficers. The term of office for an appointed District SportDirector shall be one year or until such time as the SportCommittee meets the criteria to elect a Chair.b.Vacancies. A vacancy occurring in an elected District SportDirector position shall be filled in accordance with the SportCommittee operating rules. A vacancy occurring in anappointed District Sport Director position shall be filled by theGovernor with the approval of the National Sport CommitteeChair.2.Duties. The Sport Committee Director shall :a.Develop a budget for the Sport Committee to file with theDistrict Executive Committee;Perform the duties set forth in the Committee Rules ofb.Operation.c.Approve event sanctions in the sport.d.Preside at Sport Committee meetings;3.Removal. District Sport Directors may be removed as follows:a.By District Sport Committee. An elected Sport CommitteeDirector may be removed by a two-thirds (2/3) vote of theSport Committee at the Bi-Annual meeting provided that theNotice of the meeting specifies that a motion to remove is onthe agenda. [Rev. 10/07]b.By National Sport Chair. Each National Sport Chair shallannually review the number of events held in their sport. If thenumber of sanctioned events, excluding practice sanctions, arebelow five (5), the National Sport Chair may remove theDistrict Director. If the District Governor does not agree withthe removal, the President shall appoint an arbiter who willmake the final decision. [Rev. 10/07]c.By National Board of Review. An elected Sport Director maybe removed by order of the National Board of Reviewfollowing the filing of a complaint and the Board’sproceedings.
