Again this year, WSBC will host “Meetthe Maker” on Wednesday, May 8, where delegates candiscuss and ask questions about Conference motions withthe makers of those motions.Conference DocumentsThe second Conference e-Documents are now available on the WSBC web page. Newly posted documentsinclude the Agenda Questionnaire; the New BusinessMotions and Bylaws Amendments that were submitted bythe December 10, 2018 deadline; the Delegate Registration form; and general information about Conference.New Business Motions and Bylaws AmendmentsBelow is a summary of New Business Motions andBylaws Amendments to be considered at WSBC 2019: Create a policy statement about ease of translation. Amend the policy on how literature is discontinued,removed, or changed in format. Amend OA’s Statement on Abstinence and Recoveryto include a definition of recovery. Create a policy statement on hybrid meetings andhow those may be registered with the WSO. Utilize OA’s nonprofit status to qualify for ad-freeGoogle Custom Search functionality. Combine all event policies into a single policy. Direct the Board of Trustees to host all full BOTmeetings and BOT-committee meetings virtually,except for meetings held during WSBC. Move to disband the Virtual Service ConferenceCommittee (responsibilities will be transferred to thenew Virtual Region). Disband the Web/Technology Committee.(Continued on p. 4)

A Message from Our Chair— Cyndy L., Chair of the Board, Region Four TrusteeI want to begin my report witha “Thank you!” to everyone inour Fellowship who pitched inand contributed to OA in 2018. Iknow this is a sign of how committed you are to our Fellowshipand that you can be counted onto come through when timesget tough. The Board of Trusteesand the World Service Officewere able to stay within budgetin 2018 and continue to provideOA services, with careful reviewof what was necessary and waysto cut back or do things differently. I am grateful for the extraincome provided by our booksales and new Annual Appeal, aswell as contributions to the DelegateSupport Fund and just any extra youmay have dropped in the basket atyour meetings.I heard in a recent discussionthat “we don’t collect the SeventhTradition to waste it,” so I plan tocommunicate in my next report allthe ways we will be using these additional funds for carrying the message. When we have the income, weare dedicated to using it to improveour outreach to the public, attractnew members, and support ourgrowing community as best we can.as suggested in the Twelfth-StepWithin Handbook. Next, it plansto begin using the “Carry theMessage” skit from oa.org to helpwith individual outreach efforts.In Region Six, one intergroupposted an ad on an online bulletin board that is especiallypopular in Vermont USA. Thetwo-week ad campaign dramatically increased traffic to theintergroup’s website.Another Region Six intergroupvisited twenty-five libraries anddonated a copy of OvereatersAnonymous, Third Editionto each. A label affixed insideeach cover noted that the bookwas donated and gave local OA“Thank you to everyone who pitchedcontact information. A Message from Our Treasurer— Bonnie L., Treasurer, General Service TrusteeMy name is Bonnie and I am a recoveringcompulsive overeater, currently serving as yourtreasurer.In October 2018, your Executive Committee(the General Service Trustees) met with WorldService Office managers to prepare OA’s annualbudget. In November, the full Board of Trusteesmet to review and approve the budget, and asa result, we will implement a 2019 budget ofUS 1.788 million. That’s the amount it costs toeffectively carry the message; print, translate,and distribute OA literature; and staff the WSO.Every contribution you send helps pay thosecosts, and they are very much appreciated.We ended 2018 in great shape, exceeding theyear’s income target. Two things specificallycontributed to budget success in 2018.The first was your response to the new OATwelve Steps and Twelve Traditions, Second Edition. We initially projected sales ofUS 211,000 for this book, but as of November30, we reached 305,227.94. Your response tothis new book has been tremendous!The other contributing factor to success wasthis year’s introduction of the Annual Appealletter. While this initiative got off to a rockystart, your contributions also had a positive“We ended 2018 ingreat shape, exceedingthe year’s income target.”impact on the overall budget. The letter will goout to all groups each spring, so you will soonbe seeing a letter for the 2019 Annual Appeal.One task I especially enjoy as treasurer isreviewing applications for the Delegate SupportFund. For World Service Business Conference2019, we received twenty-one applications. Asystem has developed where applicants are firstreferred to their respective regions for funding;regions able to do so provided funding for manyof those applicants. As a result, your generouscontributions to OA’s Delegate Support Fundprovided a full US 13,800 to support the twelveintergroup and service board delegates mostin need. These delegates, including those fromfive service bodies participating in WSBC for thefirst-time, will be traveling from eight differentcountries.We sincerely appreciate your continued support! Together we can do what we could neverdo alone.“Weigh In” on the Future of Lifeline MagazineLifeline magazinewas first publishedin 1965, fiveyears after OAwas founded.During itsfifty-four-yearhistory, it hascreated serviceopportunities forwriters and Lifeline reps, anchoredthe Lifeline MeetingFormat, helped expandOA literature, and touchedthe hearts of OA membersworldwide through member-contributed stories of recovery.In November 2018, the Board of Trusteesrecognized a pressing need to rebalance Lifeline’s finances. The causes, they found, werea slow but steady decline in subscriptions andmonetary inflation.The price of Lifeline had not been raisedsince 2009 (when the magazine first went toa full-color format), so the board’s Executive Commitee approved a price increase forsubscriptions. Beginning in 2019, one-yearprint subscriptions (tenissues) are availablefor 30 in the US,US 36 in Canada,and US 45outside the USand Canada.One-year onlinesubscriptions areavailable worldwide for US 30.The price for printedback issues, availableat bookstore.oa.org, isnow US 4 per issue.A committee of board members has also been formed to determinea future direction for Lifeline: whether Lifelineshould continue as a print and digital magazine of recovery or evolve over time to a different format or mission.The committee is inviting comments aboutLifeline from OA members, and the deadlineto submit your comment is February 28, 2019.What is your perspective on Lifeline, and whatshape would you like to see Lifeline take inour Fellowship? OA Issues Temporary Suspension on Proposals forNew Conference-approved LiteratureIt’s been a busy and productive three yearsfor OA publications: more than twenty newor revised pieces of OA literature have beenpublished, including three new books. Whenever new literature is approved, it creates aripple through the OA bookstore since literature references have to be updated and booksmust be converted to new formats. Plus, ourliterature-development pipeline is already fullwith up-and-coming projects.Recognizing a need to tend to the literaturewe already have, the Executive Committee ofthe Board of Trustees voted in September 2018to temporariliy suspend the consideration anddevelopment of new Conference literature. Thecommittee agreed that a suspension is necessary to give the Conference Literature Committee and World Service Office staff time tocomplete and implement projects already indevelopment. The suspension will last no longeroaeventdays“The suspension does notaffect Conference literatureprojects already indevelopment, such as thebody image, relationships,and sexuality publication.”than three years, or until the World Service Office staff gives notice that they are able to takeon new work.The suspension will begin with WSBC 2019and extend through the 2021 Conference. Newliterature proposals submitted during thisperiod will be considered at the 2022 Conference. During the suspension, the CLC will focuson projects currently in development, including an initiative to revise and combine someOA pamphlets to eliminate redundancy andstrengthen current OA literature. Meanwhile,WSO staff will update OA literature to reflectnew language in The Twelve Steps and TwelveTraditions of Overeaters Anonymous, SecondEdition and expand OA’s existing literature intonew formats, such as the large-print paperbackformat.The suspension does not affect Conferenceliterature projects already in development, suchas the body image, relationships, and sexualitypublication that many members have contributed to and are eagerly awaiting. Amend Conference committees to allow theBOT to disband committees that have notfunctioned for a period of one year. Virtual OA’s Growing Pains— Dora P., Virtual Region TrusteeI am Dora, a compulsive eater from Braziland your Virtual Region Trustee. I have receivedthe gift of writing about the many new thingshappening now that recovery through OAvirtual meetings is a reality. The first door thatopened when I arrived in OA was a virtual door.I am so grateful because those meetings werethere for me when I was desperate to lose morethan 100 pounds (45 kg). I needed a miracleand OA was my miracle. At virtual meetingshere in Brazil I was always Dora, a compulsiveeater. Many times, I went on radio or TV and Iwas Dora—not the professional, not using myfull name or my face—I was just Dora, a compulsive eater who found a new life in OA.Problems with Some Virtual GroupsThe meetings that we know as virtual meetings were first recognized as OA meetings atWSBC 2014. Now, after four and a half years, wehave lots of virtual meetings and many of themare on social media. Overeaters Anonymousmust pay attention to the development of meetings on social media and note especially thatmany groups not registered as OA meetings areusing the OA name in violation of OA’s trademark. Of course, OA would like to register allvirtual meetings, but some groups don’t want toaffiliate with OA.At the August 2018 Board of Trustees meeting,the BOT approved an action to send a letter toall virtual meetings not yet registered with theWorld Service Office to let them know that ifthey choose not to affiliate they cannot be anOA meeting and must drop “Overeaters Anonymous” from their name. This letter will also address groups posting OA copyrighted literature.To maintain OA trademark and copyrightprotection and to ensure that newcomers findrecovery according to our Twelve Step program,Overeaters Anonymous is obligated to addressthe actions of these virtual groups. On a simplerlevel, we also need to take care of our programto keep our Fellowship alive.When I reached out to understand why somevirtual groups didn’t want to register to becomeOA meetings, I received a variety of answersback, including: “We don’t want to respectTraditions.” and “We don’t want rules; we wantto tell jokes, talk about politics, and use outsideliterature.” OA simply cannot sit in silenceabout this situation, so the BOT is taking action.We ask all of you to help: contact the WSO if youencounter a group like this.Anonymity and Social MediaAnother important issue the BOT mustaddress is anonymity on social media. OA’sStatement on Public Media reads in part:“The delegates of the 2016 World ServiceBusiness Conference recommend thatany OA member, group, or service bodyusing social media for OA public information and public awareness maintain thepersonal anonymity of OA members. Members of Overeaters Anonymous are anonymous. The Fellowship is not. Membersof Overeaters Anonymous using social“Some virtual groups don’tmedia are responsible for maintaining their own personal anonymity andwant to register to becomerespecting the anonymity of other OAOA meetings . . . [they] ‘don’t wantmembers” (Business Conference PolicyManual, 2011a [amended 2016]).to respect the Traditions,’ ‘don’tConcerns about anonymity are notlimited to “this app” or “that prowant r
