We will strive to ensure this for allHaywood County residents though our health priorities.Leadership for the Community Health Assessment ProcessHaywood County Health & Human Services Agency (HHSA)Public Health staff leads the Community Health Assessment(CHA). Haywood Regional Medical Center (HRMC) staff areinvaluable partners in this effort. CHA leaders are denoted inblue in the Acknowledgments table.Community ResultsStatement:Our goal for HaywoodCounty is a healthy andresilient communityPartnershipsCHA partners include ongoing and new members of the Healthy Haywood Coalition andcommunity members who volunteered their time and input during the CHA process. They aredenoted by green shading in the Acknowledgements table.Regional/Contracted ServicesOur county received support from WNC Healthy Impact, a partnership and coordinatedprocess between hospitals, public health agencies, and key regional partners in western NorthCarolina working towards a vision of improved community health. We work together to assesshealth needs, develop collaborative plans, take action, and evaluate progress and impact. RBA is a disciplined, common-sense approach to thinking and actingwith a focus on how people, agencies, and communities are better off for our efforts.Collaborative Process SummaryHaywood County’s collaborative process is supported by WNC Healthy Impact regionally. PhaseOne began in January, 2018 with the collection of community health data. Throughout 2018, ourHealthy Haywood coalition reviewed the survey data, key informant interview results, and5

secondary data over multiple meetings. In November 2018, 55 Healthy Haywood andcommunity members reviewed and discussed the health priorities and used a modified Hanlonmethod to rank them. In January 2019, this group further discussed and voted on the top threehealth issues. For more details, see Chapter 1 – CHA Process.Key FindingsHaywood CountyLocated in mountainous Western North Carolina (WNC), our county is home to the towns ofWaynesville, Canton, Clyde and Maggie Valley. Popular among tourists and outdoorenthusiasts, Haywood County possesses rich natural beauty. It had a population of 59,577 atlast count with a racial/ethnic makeup that is 95.9% White, 1.1% African American and 3.6%Hispanic/Latino (US Census Bureau, 2017). The median age is 47.1, older than regional (45.9) orstate (38.3) median (US Census Bureau, 2017).Social DeterminantsOur 2018 CHA process highlighted the impact of keyfactors - poverty, income, education, housing, crime,and the physical environment - on health. Though theoverall poverty rate in Haywood County is 16.7%, therate of poverty among children under five is 45.3%(US Census Bureau, 2017). Furthermore, over 23% ofadults in Haywood County are food insecure.Health StatusMental Health: For the first time in our survey, adultswere asked about Adverse Childhood Experiences (ACEs), traumatic experiences of abuse,neglect or substance use with lasting impacts on health. The most common experiences inHaywood County were emotional abuse (35.6%) and parental separation or divorce (30.5%)(WNC Health Network Community Health Survey, 2018).Substance Use: Nonfatal opioid overdoses declined slightly in2018 from an all-time high of 86 in 2017 (NC Detect, 2019).Tobacco use rates, including smoking (17.6%) and vaping (5.6%),remain high (WNC Health Network Community Health Survey,2018); and alcohol is the most commonly misused substance ofthose tracked in NC DETECT (2019). The relationship betweenmental health and substance use and activism here led them tojointly become a top 2018 health priority.38% of Haywood Countyresidents state thatsubstance use has had anegative effect on their life.(WNC Health NetworkCommunity Health Survey,2018)Perinatal & Early Childhood Health: Concerns over prenatalsubstance use and the accompanying risks of low birth weightand neonatal abstinence syndrome coupled with high rates of child poverty prompted thecommunity to prioritize perinatal and early child health in 2018. The launch of the NC EarlyChildhood Action Plan in 2019 lends support to our work.6
