Email-Like UXMessenger has been designed from the ground up to followthe interface conventions of an email system. This design isfamiliar and intuitive for users, and it enables them toquickly and easily learn the software. This minimizes theamount of time and challenges encountered duringmigration.Images - Messenger natively supports images, whether theimages are returned from NCIC, an in state hot filesdatabase, a driver license return (in state and out of state),or as part of an NLETS TIPS (Targeted Interstate PhotoSharing) message. When received at an agency, the imageis displayed directly in line with the rest of the messagecontent. Images can be saved to a computer, or printedright from the message display. This can be useful if anagency wants to print out a full page copy of an imagewithout the rest of the message text.Nlets is the premiere interstatejustice and public safety networkin the nation for the exchange oflawenforcement-,criminaljustice-, and public safety-relatedinformation. To accomplish this,the Nlets system providesunrivalled reliability based on anetwork built to endure threatswithout impacting performance.

Messenger provides powerful features to attach images toNCIC records. The user can zoom the image in or out, cropthe image, rotate the image, flip the image horizontally orvertically, and adjust the brightness or contrast of the imageright in the Messenger applicationMessenger also allows users to send files and documents toanother user or agency as easily as through email. The onlydifference between email and Messenger is that Messengerattachments are secured to the standards of a dedicated lawenforcement network, instead of being broadcast over thegeneral Internet.Message Casting - In the law enforcement environment, itis often required to copy information from a message thathas been received and enter it into another subsequenttransaction. For example, when a user receives a positive hitresponse from NCIC, the user needs to confirm the hit withthe entering agency. This is done by sending a YQ withinformation copied from the return. Messenger makes thisprocess simple and fast with a feature called messagecasting. Messenger provides clickable links directly in themessage display. As an example, on a positive hit response from NCIC,Messenger displays a link to cast the return into a YQtransaction.When this is clicked, Messenger opens the YQ form and fills inthe destination, case number (OCA), NCIC number (NIC),request type (TYP), and record identifier fields. Command Line InterfaceMessenger provides a convenient command line interface tothe message switching system, which is the fastest way tosend a query. Users can type in a dot-slash formatted query,press Enter, and immediately view the results of the query intheir inbox. This command line interface supports any singleline transaction, in addition to queries. However, the mostpowerful aspect of this feature is the support for quickqueries.Quick queries are short format queries meant to support 99%of the queries run by dispatchers. The list of supported quickqueries, and the keyboard shortcuts, are completely flexiblebased on the customer’s requirements.Additionally,individual agencies can (if allowed by the central agency)customize their own quick queries for their users. Messengerprovides reminders to the user of the quick queries that areavailable. As an example, the image shows a quick query forsending a QWA.To run this query, a user enters the information in thecommand line and presses the keyboard command (in thiscase F4). Messenger translates the quick query format into adot-slash format and submits the query to the system. Thefirst image shows the text entered by the user, and the secondimage shows what Messenger submits to the system.Users can also directly call up Messenger transaction formsfrom the command line. Favorite Forms - Users are free to build their own list offavorite forms through their preferences. These preferencesare associated with a particular user’s logon identifier, andthey follow the user around if the user accesses the systemfrom different devices. Messenger also allows users to sharetheir preferences with others, so all the users in the sameagency can setup their preferences the same way.Theusersimplyopens a form thatthey use frequentlyand selects the Add toFavorites menu item.As an example, theimage shows the useradding the QV form tofavorites.Store & Get Form FieldsMessenger includes a feature that allows users to copy thedata in one form and paste it into a different form. By default,Messenger automatically stores the form data when atransaction is submitted. This means that the user can pull upanother form, press Ctrl-G (to get form fields) and copy all theinformation from the previous form into the current one.This feature makes it easy to run subsequent queries on thesame individual. Code ListsMany NCIC (and NLETS) transactions restrict field values tolists of various codes. Examples include the scars, marks, andtattoos (SMT) field, and the vehicle make (VMA), model(VMO), and style (VST) fields. Messenger forms present theentire NCIC code lists directly embedded in the screen. Thesecode lists are configured on the message switch and sharedbetween the switch, Messenger, and the electronic copies ofthe NCIC code manual.No other vendor provides the supreme customer service andsupport as CPI. As part of the maintenance agreement, CPIupdates all code lists as TOUs are published. CPI’s updateprocess has been refined to provide the most timely updateswith the minimal impact to the running system. At this time,this process is responsible for keeping more than half thestate CTO systems in the USA at the latest level of TOUsupport.In Messenger, the user has access to the entire code listdirectly in the transaction form. A code can be selected byscrolling through the code list with the mouse or keyboard, orthe user can type the code into the code list field as if it werea regular text field. When the user selects a code, the usersees both the actual code value and the description as listed inthe NCIC code manual.Code List Search - This method works fine if the user knowsthe code value, but what if the user is entering a stolen gunand does not know the code for the gun manufacturer? Theuser just uses the Messenger code list search feature to find acode by description. While most useful on fields such as theSMT and manufacturer fields, this feature is available onevery Messenger code list on every screen. The user rightclicks on the code list and selects the Search Code List item, orpresses Ctrl-F.

Codes in Responses - NCIC inquiry returns often include thesame codes in the content of the returned records. BecauseNCIC only stores the code value in its database, it can bedifficult for the user to know what a particular code means.However, Messenger allows the user to quickly look up thecode value and find the text description, as listed in the NCICcode manual.Highlight thecode field in thereturn messageand press F1.Messengerinstantly reportsthe descriptionfor the code.NICB VIN AssistMessenger has built in software integration with the NationalInsurance Crime Bureau (NICB) VIN Assist application. TheNICB database files are stored on the Message Switchhardware and are queried via transactions from theMessenger workstation clients in the field.The databasefiles are updated every week as part of CPI’s ongoingmaintenance agreement with its customers. The user mayaccess the common Vin Assist window which is shown below.The user enters a VIN into the form, presses the Enter key,and Messenger queries the NICB database files. All returnedinformation is displayed on the screen. This feature is alsoavailable in NCIC enter forms, where a user can enter a VINand use it to fill in the vehicle make (VMA), model (VMO),style (VST), and year (VYR) fields.As a component of theOpenFox Desktopenvironment, theOpenFox Messengerutilizes RSA BSAFECrypto-J JCE softwaremodule for FIPS 140-2compliance.

Display LockThe OpenFox Messenger Client will allow the user to lockthe workstation’s display. This option will immediately hideany sensitive information currently displayed on the user’sscreen, and will only allow the same user to unlock theworkstation.
