ENVIRONMENTAL AND SOCIAL ISSUES COMPLIANCE REPORTAyudhaya Natural Gas Power Project of Gulf JP UT Company Limited is 1,700 MW. Its location isin the area of 300 rai approximately in the Rojana Industrial Park (RIP) Phase VI at Ban Chang Sub-district,Uthai District, Phra Nakhon Si Ayutthaya Province. The project aims to generate and distribute theelectricity through transmission line system of Electricity Generating Authority of Thailand (EGAT) in orderto strengthen the power security of the country. The project detail on below.(1)(2)(3)(4)(5)(6)(7)Project TitleProject capacityProject OwnerEIA ApprovedStart of constructionAccomplishmentTarget completion period:::::::Ayudhaya Natural Gas Power Project (Uthai Power Plant)1,700 MW.Gulf JP UT Co., Ltd.January 17th, 2012January 7th, 2013100.0% completionDecember 1st, 2015Summary of the potential environmental impacts as follows:Air quality Emission from combustion is the main source which might cause impact on air quality. Inorder to minimize its impact to be at the lowest level, the project has installed the Continuous EmissionMonitoring System; CEMs to fully monitor and control the emission rate to comply with the prevention andmitigation measures and national standard.Noise Machinery for electricity generating might cause noise affected to both working staff. In orderto minimize its impact to be at the lowest level, the Project has provided the proper Personal ProtectionEquipment such as ear muff to all staff and provided the warning sign at the noisy area. Noise contour map isdeveloped in the year of production and every 5 years. From noise contour map information, it was indicatedthat all area have sound level below 85 dB(A). Periodically maintenance programs are also applied to reducethe noisy source.Surface water quality Cooling water blow down discharge, wastewater discharge and oil –contaminated rain water are 3 main sources of water pollution which might cause impact the surface waterquality. The power plant already constructed retention containment adequate for retaining both cooling waterblowdown water and wastewater and also installed the automatic online monitoring system so the waterquality will be monitored and control to comply with the regulation before discharge. Oil-contaminated rainwater will be collected in the oil separation pond before draining the unpolluted water to the Rojana StormWater Drainage System.Transportation Project regularly trained the driver for transportation rules and regulation. Chemicaland waste transporting truck is inspected for the proper condition, safety sign comply with UNrecommendation and HAZCHEM.Management of solid waste Wastes generated from staffs’ consumption and operation activities maycause an impact. In order to minimize its impact to be at the lowest level, the project has fully complied withthe prevention and mitigation measures; e.g., provision of sufficient garbage bins with lids at various places inthe project area, assigned staff has gathered and put in the designated area, at least once a day. Wastes wasclassified for re-use or sold. General waste is transported and disposed by Ban Charng SubdistrictAdministrative Organization and sludge from water pre-treatment by Ayothaya Recycle 2002 Co., Ltd that isthe authorized company from Department of Industrial Works.Drainage and flood control The project area has designed and constructed drainage system for stormwater and collected to Storm water Holding Pond before discharge to drainage system of Rojana IndustrialPark. Checked-up conditions of drainage system and removal waste from drainage channels are scheduled ona weekly basis.0081594-0000024 TY:2847989.132

Public participation and public relations The project has established the Community ParticipationCommittee on July 13, 2017 and the Community Participation Committee established the EnvironmentalInspector and assigned them to organize and monitor the project implementation. There were 2Environmental Inspector meetings on September 10, 2018 and November 5, 2018. The project informed anddisseminated information about the project mitigation measures through meeting media and listened to theconcerns of communities. The project has joined activities with communities and government agenciescontinuously, such as support GULF FOOTBALL CLINIC with Buriram United Club, support budget forEnvironment Exhibition at Tourism Promotion Center Conserver Natural Resuorces and Environment (Hed Tub Tao)and support budget to Loi Krathong Festival in the community around the power plant, etc.Public health, occupational health and safety The operation activities may cause impacts on thehealth of workers and peoples who are living nearby the project area. So the project has complied with theprevention and mitigation measures, including provided first aid equipment, medical supplies and vehiclesfor use in case it is necessary to transport any power plant employee(s) to the nearest clinic or hospitalimmediately. PPE wearing is also mandated, including safety helmet, safety gloves, safety shoes, noiseprotective devices, etc., while working all the time. Conducted routine inspections of quality of equipment, tools and machines as specified in the manufacturer's manual (by also including pre-use inspections).Providing training in knowledge, safety and environment as well as safety and environmental instructions foremployees according to job characteristics and every related person. Project prepared adequate firefightingand first aid equipment, place them at proper places. Recorded accidents and investigated the causes, andalso recorded the causes of illnesses and used the information obtained from these activities to find a way toprevent and correct the problems. Material safety data sheet (MSDS) is posted for every type of chemicalshad separately kept reactive chemicals from each other.Major Hazards Project inspected the natural gas and diesel oil pipeline systems and other equipmentto ensure that they were ready for use and also conducted a surveillance of these systems and equipment forSafety all the time. The power plant designated the plant area and the gas pressure regulating & meteringstation as specific areas where no work generating heat or sparks is allowed to take place, by also postingwarning signs at the gas pressure regulating & metering station and the diesel oil tank In case it wasnecessary to enter any of such areas, strict checking and control as well as work permit system were requiredThe power plant had provided training for its staff and related persons so as to advise them of accurate workinstructions, work precautions, work methods and how to react when encountering a gas or oil leak or otherhazardous event, or to provide them with other necessary training courses. Disaster Response Plan isestablished, which focused on gas or oil leaks and listed of emergency phone numbers for use whenrequiring control of the aforementioned emergencies are posted.0081594-0000024 TY:2847989.133
