E-Line can bebetween two UNI/NNIs at different speeds and multiplexing mayoccur at one, both, or neither UNI or NNI locations.Two types of E-Line service are available:– Ethernet Private Line (EPL)– Ethernet Virtual Private Line (EVPL)Ethernet Private Line (EPL)Ethernet Private Lines (EPL) –With dedicated UNIs for point-to-pointconnections and a single EVC per UNI pair. This is a point-to-multi-pointarrangement utilizing a MultiPort connection.The main difference between the EPL and EVPL configurations isthat the EPL solution requires multiple UNI ports (1 per EPL) at anetwork location, and an EVPL solution may be implemented overa single service-multiplexed UNI port at the same location.i.4C a r r i e r E t h e r n e t S e r vi c e

There are two types ofthe Physical Component: User to Network Interface (UNI)– The UNI Port with Access Line Connection consistsof a dedicated fiber pair that provides a link from thecustomer designated premises to one of the CarrierEthernet nodes/switches and the equivalent portinterface connection. No access mileage charge willapply within the NNE territory. Network Node Interface (E-NNI)– The E-NNI Port with Access Line Connectionprovides the interface connection from FairPoint‟sVantage-Point network and the Service Provider‟sdesignated network. E-NNI Port and Access willcarry no mileage charge.Ethernet Virtual Connections (EVC)Ethernet Virtual connections are logical / virtual connections thatestablish a communications path for customer traffic between twoor more Ethernet ports. All EVCs are point-to-point and are associated with exactlytwo ports (UNI or NNI) Must be defined as Intra-MESA or Inter-MESA EPL will have a single EVC EVPL will have multiple associated EVCsC a r i e r E t h e r n e t S e r vi c ei.5

Serviceavailability within a Metro Area is subject to the availability ofaccess facilities.Carrier Ethernet Service is NOT offered in Serving Wire Centers(SWC) that are not equipped with CES Ethernet equipment.FairPoint will not backhaul to another CES capable SWC.E-line Service is offered: Between two or more locations in a defined FairPointMESA From one or more locations in a FairPoint MESA to anestablished Service Provider Interconnection within thatMetro Area From one or more locations in a defined FairPoint MESAand established Service Provider Hub connection that isoutside that designated Ethernet Metro AreaMetro Ethernet Service AreasA Metro Ethernet Service Area (MESA) is a grouping ofexchanges whereby E-Line service may be provided betweenlocations in the same service area or between locations indifferent service areas.Intra-Mesa is a grouping of exchanges whereby E-Line Service maybe provided between locations in the same service area at acommon rate.Inter-Mesa Connectivity is between locations in different MESAs andis subject to higher inter-MESA EVC charges.Hub Location is a location that can connect to any location in theME, NH, VT regions.i.6C a r r i e r E t h e r n e t S e r vi c e

Carrier Ethernet Service E-Line for General AvailabilityPort SpeedsMESA-NNI and Hub-NNI connection speeds include: 100 Mbps 1 Gbps 10 Gbps.Wholesale E-Line service requires a designated Port hand-off ateach end-point. The Ethernet Port is the primary customerinterface / demarcation point connecting a customer to FairPoint‟sEthernet Network. In conjunction with a UNI-Port locationFairPoint will place a NID (Network Interface Device) at thatpremise. This equipment belongs to FairPoint and is used for thedelivery of Ethernet service. This NID also serves as a key pointof demarcation. .The following are the available HUB locations:Hub Interconnect LocationsBangor, MEPortland, MEManchester, NHConcord, NHWhite River JunctionBurlington, VTBoston, MAAlbany, NYC a r i e r E t h e r n e t S e r vi c ei.7

TheRate-Adjustable speed is indicated by the NC code. Carrier Ethernet Service E-Line for General AvailabilityASR OrderingRequirementsPlease use the following guidelines for processing a CarrierEthernet Service E-Line via an ASR:Must be at least three orders: (2) UNI to UNI or NNI toUNI and (1) EVCICSC code is EC20PNUM field on the ASR must be populated (ContractID)If ordering Transport Switched Ethernet (from an ACTLto a FP SWC) will be REQTYP SDIf ordering END USER Switched Ethernet (PREM to aFP SWC) will be REQTYP EDThe UNI(s) and NNI(s) must be in a confirmed orderstatus in VFO before the EVCs can be orderedThe EVC must have at least two terminations, i.e., UNIto UNI or UNI to NNI identified in the RUID field.The EVC(s) must be ordered by 5 days after the FOC ofthe UNI order.The EVC DDD will match the UNI DDDThe EVC must have two terminations, i.e., NNI to UNIor UNI to UNISPEC Code will determine Class of Service (CoS)PIU 100i.10C a r r i e r E t h e r n e t S e r vi c e

This is the new affiliated company EC code forFairPoint Enhanced Services.The ICSC code of EC20 must be tabled in VFO for your CCNA.This will be done by SYNCHRONOSS on both of our ends.BAN StructureThe BAN structure for Carrier Ethernet Service isFRP ENH-0001-9999 001.Please have your account manager work with our WholesaleService Center in acquiring a new BAN.The BAN is not state specific; the same BAN can be used forMaine, New Hampshire, and Vermont. If you require a BAN perstate, a new BAN can be established per state but you will needto populate the correct BAN on any Service Orders submitted.Term Plans/ VTA FieldTerm commitments are available for MTM, 12, 24, 36, 60 and 84year pricing terms.Termination of a service prior to the fulfillment of the termcommitment will result in an early termination charge.The VTA field of the ASR is populated with the term plan. The CoS is at the EVC level but theSPEC Code is required on all orders; NNI, UNI, and EVC, and forall activities N, C, and D.Each EVC will have an associated CoS and there will only be asingle CoS per EVC. A customer with multiple CoS is required tohave at least one EVC per CoS and tagging is required to ensurethat packets are correctly routed to the respective EVC/CoS. The Rate-Adjustable speed is indicated by theNC code. The NCI indicates electrical or optical and alsocollocation connection or not.The rate adjusted NC codes allows for upgrades to the UNIwithout changing the Circuit ID as long as you stay within theBase range.For an example using the chart below the circuit can be upgradedfrom 100Base-TX 20M Port Speed to a 100M Port Speed and theCircuit ID will remain the same. Same for the 1000Base-T if thecurrent Port Speed was 50M and it was upgraded to 150M theCircuit ID will remain the same.C a r i e r E t h e r n e t S e r vi c ei.27

Carrier Ethernet Service E-Line for General AvailabilityOrdering Rules for EVCEVC can be ordered once the UNI/NNI order is in “Confirm”StatusCoS designation is on the EVC form in the SPEC field.RUID is required and identifies the CKTID of the physicalcircuit. The physical circuit has to be in a “Confirmed”status before the EVC order can be placed.EVC must be ordered separately from the UNIUse the same PNUM and DDD on the EVC order as theUNIIf the customer is changing their CoS and upgrading fromStandard to Expedite, Priority or Critical, both a UNI and anEVC order is required. If the customer is changing theirCoS from Expedite to Priority or Critical, or vice versa, onlyan EVC order is required.The 20 day interval includes the Port and Access Line andthe EVC. The EVC orders are submitted after the FOC forthe UNI/NNI circuit is received. If the EVC is not receivedwithin 5 days post FOC, the order will be cancelled andcancellation charges will apply.Bandwidth Restrictions (Over Prescription)Multiple Virtual connections on UNI Circuits are allowed (EVPL),but the EVC bandwidth cannot exceed the bandwidth of thelowest physical circuit. For an example, if the UNI circuit‟s100Mbps and there are two existing virtual circuits with 50Mbpseach, Fairpoint will not allow another virtual circuit on theseconnections.C a r i e r E t h e r n e t S e r vi c ei.37

Carrier Ethernet Service E-Line for General AvailabilityClass of Service (CoS)FairPoint Enhanced offers four Levels of Class of Service.Standard Class of Service (SPEC VPEVCBE)Standard CoS is defined by the transport priority levels (p-bit)setting of 1. Standard CoS is the base-line transport service thatis good for most data applications – especially those such asinternet access, e-mail and other delay insensitive traffic.Expedite Class of Service (SPEC VPEVCEX)Expedite CoS is defined by the transport priority levels (p-bit)setting of 2. Expedite CoS is a slightly higher CoS than StandardCoS and has associated Quality of Service (QoS) metrics forpacket-delivery and latency and is more applicable forapplications that may be more sensitive to latency.Priority Class of Service (SPEC VPEVCPR)Priority CoS is defined by the transport priority levels (p-bit)setting of 3. Priority is the next higher CoS level and has higherQoS target metrics than Expedite and Standard and has a metricfor jitter.
