Staffing requirements are based on 1 officeror Staff Non-Commissioned Officer and 3 enlisted Marinesto serve 1,000 customers. One enlisted Marine is added pereach additional 1,000 troops or portion thereof. (As statedin MCWP 4-11.8 Services in an Expeditionary Environment).The manning is based upon: operating a tactical fieldexchange for 9 hours a day plus an additional 3 hoursa day for restocking and administrative requirements;organizing and executing Warfighter Express Service —Teams Missions (WES-T); procuring and setting up MWR &Fitness equipment; and providing MoraleSat capabilities.This Commander’s guidebook provides vital information about availableMarine Corps Community Services (MCCS) support in anyexpeditionary environment.3

FOUR PILLARS OF DEPLOYMENT SUPPORTPREDEPLOYMENT PLANNINGDeployment Support for MCCS activities enhances themorale and readiness of deployed forces.In order to determine the required level of support, MarineCorps Community Services personnel must have access tothe following information:MCCS Deployment Support is categorized into four pillars:Business Operations, Fitness, Recreation and Morale BasedCommunications.12BusinessOperations Marine Corps ExchangeName brand fast foodServicesClubs Fitness CentersHITTGym in a box Theater in a boxInternet CafeRecreation CentersRecreation KitsBooks and other readingmaterials Morale SatelliteCommunicationsInternet CafesFitness3Recreation4 ····personnel numbersgeographic locationsestimated deployment durationMethod/Mode of transportationBased on the mission requirements, the level ofsupport will be determined in accordance with currentregulations.MCCS personnel and equipment must be included on theJoint Manning Document (JMD) and Time Phase ForceDeployment Data (TPFDD).It is recommended you include the MCCS Officer whenconducting site surveys to optimize MCCS support. If asite survey is not feasible it is imperative that your MCCSOfficer be informed of the infrastructure layout.Morale45

OBTAINING MCCS SUPPORT IN THEATERMARINE CORPS EXCHANGE OPERATIONS (MCX)The MCCS Officer serves as the key staff officer for MCXand MCCS support. They have a working knowledgeof the MCCS support capabilities in an expeditionaryenvironment, and the ability to utilize direct support fromMCCS’ Marine Corps wide and Business & Support ServicesDivision (MR). Specific guidance for obtaining Exchangesupport starts on page 7 of this pamphlet.MCCS Officers will: Coordinate with commanders to identify sites for theestablishment and operation of tactical field exchangesProvide MCCS MCX operations in accordance withapplicable directives.Coordinate Tactical Field Exchange shippingrequirements with the appropriate movement controlagency.Types of Operations:Direct Operational Exchange Tactical (DOX-T)Support approximately 5,000 to 30,000 personnel at anenduring base.Forward Operating Base Exchange (FOB)Support 1,000 to 3,000 Marines at forward operatingbases. FOB Exchanges will provide a basic stockassortment and are dependent on location and durationof the mission. In the event of an increase of sustainedpopulation and duration of deployment the size of theexchange and stock assortment will increase accordingly ifthe theater and mission allows.The DOX-T supports the FOB with merchandise andsupport functions.67

Warfighter Express Service Team (WES-T)Services and ConcessionairesThe WES Team consists of Marines from MCCS, Postal andDisbursing, working together in concert to support Marinesoperating in austere environments or training exercises.This team will travel to units disbursed throughout the AOto support them by bringing the below capabilities:Enduring operations may allow establishment ofconcession services with approval from the operationalcommander. Operations may include: Barber, Beauty,jewelry, souvenir, alteration/embroidery, nail salon andbazaar type concessionaires.The Postal Marines are present in order to provide supportto incoming and outgoing mail.Name Brand Fast Food (NBFF)The Disbursing Marines are present to disburse cash to theMarines so they can pay for items on the mobile Exchange,mail packages and to support the Marines by giving themthe availability to pull cash for future use.The MCCS Marines offer the exchange, Morale-Sat, gymgear and MWR gear support. Exchange Support: Offering comfort of home itemsfor purchase. The stock assortment will consist of,but not limited to; basic Health and Beauty Aids(HBA), personal care needs, snacks, drinks, tobacco,magazines, and electronics.Name Brand Fast Food operations may be approved bythe operational commander. A sample letter of requestis on page 22 of this pamphlet. The types of operationsavailable include Burger King, Pizza Hut, Subway, TacoBell, Popeye’s Chicken and Coffee Shops. The requestingcommand is responsible for providing a site, water,waste-water removal, trash removal, prime or generatorpower, force protection and storage room. Additionally,the installation must provide adequate housing and lifesupport for the contracted workforce. Start up costfor new food operations average about 70K for sitepreparation with annual recurring utility costs. These costsare borne by the supported command.Army and Air Force Exchange Service (AAFES) Morale-Sat: The Marines will set up a satellite in order toprovide internet and phone capabilities for the Marinesto communicate back home to family and friends. TheMoraleSat is only authorized in U.S. Central Command’sAO.Gym/MWR Gear: The Marines will conduct site surveyson the current state of fitness and MWR gear. Ifapplicable and available the Marines will bring the gymgear on the next WES Team run to that AO.8Business & Support Services Division (MR) partners withAAFES through a Memorandum of Agreement (MOA), toprovide operational support through our partnership.First Right of Refusal- Exchange Primacy DODI 1330.21Armed Services Exchange Regulation (ASER)Units may not establish, or enter into agreements toprovide any of the following prior to obtaining writtenright of refusal from Business & Support Services Division(MR) or AAFES: retail, services, concessions, NBFF, phonecalling centers, personal telecom service or bazaar typeconcession operations.9

Mobile Tactical Field Exchange (MTFE) CONUSOperationsCommanders may request MTFE support during CONUSOperations. The MTFE comes in 2 support forms: a 53’trailer used as a stationary hub, or a 20’ container, used tosupport multiple sites.The Marine Corps owns two MTFE Trailers. MTFEs canserve as fully functional retail stores equipped with adiesel generator. The MTFEs can operate on site for upto 72 hours and can provide indefinite operations whenaccompanied with a resupply container and connectedto municipal power. The trailer can be used to supporttactical field exercises, disaster relief, and special eventsrequiring retailsupport. The MTFEsare based at CampPendleton andCamp Lejeune andare road-ready.In cases where mobile requirements are needed to supportmultiple sites, MCCS Marines are equipped with 20’ ISOcontainers that have been fabricated with coolers andshelving units. These containers can be mounted onto atactical vehicle and serve asan exchange onor off of the vehicle.Commanders must submita request for the MTFEvia the local MCCS OIC/SNCOIC.1011

Exchange Dividends From AAFESDividends are returned to the parent installation’s MCCSprograms. These dividends are prorated based on thenumber of deployed Marines. As per MCO 1754.9A,deployed units are to be supported by their parentinstallation. Prior to deploying, unit commanders willdetermine the amount of Unit and Family ReadinessFunds (U&FRF) that the parent installation will provideforward. Unit commanders will coordinate deployed fundsthrough the parent installation’s MCCS Chief FinancialOfficer (CFO). The parent installation’s MCCS CFO mayeither provide a check or an electronic transfer to the unitcommander prior to the unit deploying. Unit commanderswill designate inwriting a responsibleofficer to managethe funds at thedeployed locationand make a fullreconciliation ofreceipts andremaining cashwithin 10 days ofreturning fromdeployment withthe Marine & FamilyProgramsin the MCCS NAFFinance office.Military ClothingSales Stores (MCSS)insignia, belts, green T-shirts, physical training uniformof green shorts, sweat pants and sweatshirt as wellas certain tactical equipment. Uniform and uniformaccessories can be ordered online from:www.mymcx.comRequesting MCCS SupportRequest for MCCS support must go through the localMCCS Director, and then to higher command authoritywhen there is a collaborated effort with AAFES. Seethe sample letter on page 22 for guidance on routingyour request. It is critical to fully coordinate with yourMCCS officer before forwarding the request to theappropriate organization.It is the responsibility of the supported commandto provide suitable infrastructure support for therequested service, including facilities to housenecessary personnel and equipment.Request for MCCS Support Include: MCCS is not authorized to operate Military Clothing SalesStores in a deployed environment. MCX will carry a limitedstock of commercial uniform accessories. This includesbut is not limited to rank, 12Location, POC, contact number and email addressDate required, command priorityNumber of troops, type of support, your availableresources for establishing and sustaining requestedoperations. (To include life support, administrativeand logistics support, facilities and utilities. (Utilizethe example on page 22).Expected duration of support13

RECREATION AND FITNESS SUPPORTRecreation support capabilities will be dependent upontheater infrastructure and environment. Commandersneed to conduct an assessment of recreation capabilitiesduring the planning phase and site survey.Recreational support capabilities may include TV lounge,mini-theater, gaming (video games, foosball, table tennis,etc.) reading areas, and computer/internet access.Small scale sports/recreation capabilities may includeequipment such as electronic game systems, theater-ina-box system, sports equipment, board games, readingmaterials, etc. which can be tailored to suit requirements.Units should draw recreational equipment from their localMCCS Semper Fit as appropriate.Sustained Recreational SupportWith command approval, recreational programmingsuch as intramural sports leagues, group activities andcompetitive events can be established. In addition,professional entertainment can be arranged throughArmed Forces Entertainment (AFE) and United ServicesOrganization (USO) via their separate organization.Recreation support capabilities are command dependentand will require manning with command resources.MWR activities in theater are authorized appropriatedfunding (APF), limiting the need for non-appropriatedfunds (NAF) for use in recreation activities. To supportsuch events the command must request funding supportfrom their parent command.14FitnessFitness support capabilities are dependent uponpopulation and duration of deployment. Capabilitiesinclude HITT Lockers, fitness facilities with cardioequipment, free weights and/or small scale mobileequipment including the TRX systems for moreaustere locations. In locations where a dedicatedpower source is unavailable, it is recommendednon-powered equipment be procured, this includesbut is not limited to self-accelerating elliptical andstationary bicycles.Commanders need to determine their proposedfitness facility and equipment requirements duringthe planning phase and confirm requirements duringthe site survey. Commanders must designate afacility for equipment use. Supplemental equipmentwill be issued by parent command installation’s MCCSprogram.Commanders requesting HITT Lockers or HITT gearshould contact the Combat Fitness Specialist, MCCSHeadquarters (MF). Using the letter on the followingpage.15

The MoraleSat is only authorizedin U.S. Central Command’s AO.Morale based communications are for unclassified andunofficial communications only. These systems should notbe used for official military business.Phone CentersContracts for phone centers may be awarded after anappropriate request is submitted from unit commander.Contracted service is contingent on the number ofMarines/personnel and duration of operation. (See page 22)Morale Welfare and Recreation (MWR) Internet CentersMorale Welfare and Recreation (MWR) computer centerswith internet access may be provided free of charge.Contracted service is contingent on the number ofMarines/personnel and duration or operation. Internet CaféMCCS KEY PERSONNEL AND RESPONSIBILITIESContracted through MCCS/AAFES, there is a pay-asyou-go service which may be established. This serviceis contingent on the number of Marines/personnel andduration of the operation. Internet Cafés require a climatecontrolled environment and adequate power supply.Marine Corps Community Services Officer(MCCSO)(MOS 4130)The MCCSO advises the commander on all matterspertaining to MCCS operations. The MCCSO is accountablefor MCCS resources and personnel. The MCCSO mustbe involved in the planning phase as early as possibleto provide an appropriate level of support. The MCCSOwill serve as the liaison between the command andBusiness & Support Services Division (MR). The MCCSOwill be instrumental for support coordination with Armyand Air Force Exchange Services (AAFES), ArmedForces Entertainment (AFE), Army Morale, Welfare andRecreation (MWR), and Space and Naval Warfare SystemsCommand (SPAWAR).Marine Corps Community Services StaffNon-Commissioned Officer In Charge (SNCOIC)(MOS4133)Morale Satellite being deployedThe Senior Enlisted MCCS Marine is designated theSNCOIC and is essential to the planning, execution, andoperation of MCCS services at all levels.MCCS Marine Personnel (MOS 4133)MCCS Marines are assigned to operate: retail activities,including the DOX-T, FOB’s, WES Teams, MoraleSatoperations, club operations, acquiring MWR gear, and thesetup and distribution of MWR & Fitness Facilities andgear.Command AugmentsIn order to accomplish the mission, it may be necessary forMarines utilizing the internet and phones via the Morale Sat1819

the commander to augment the MCCS detachment withadditional Marines from the supported command. Provide Electronic Transfer (EFT) for fundsgenerated as a result of MCCS/AAFES Sales.MCCS Civilian Personnel Provide a receipt to the DOX-T for daily depositsif registered/certified mail service is not availablein the operational area. Provide communicationsupport to include continuous internet access (withappropriate VPN router), DSN and data link lines,and personal NIPR communication equal to localstandards. When civilian augments are utilized includingForeign Nationals, the supporting commandmust provide basic life support matters such as;subsistence, quarters and services to MCCS/AAFESemployees according to departmental or localregulations. Basic life support shall also includeemergency, preventive medicine services andmedical support, medevac, and graves registrationto include mass casualty scenarios.When the AO has sufficiently matured and with commandapproval, the MCCSO will contact Business & SupportServices Division (MR) in Quantico, Virginia to coordinatemanning and deploying of MCCS civilian personnel whennecessary.COMMAND RESPONSIBILITIESIn addition to normal logistical support the followingcommand support is also required: Provide security and fire protection to safeguardexchange merchandise and exchange, recreation,communication, fitness equipment; as well as anon-combatant evacuation scenario. Transportation for MCCS, MCX and AAFES personnel,merchandise, equipment and supplies from the AAFESsupply point to the final destination as well as returntransportation for MCCS/AAFES resources whenmission is complete. Transport of containers from the port to the storelocation; customs clearance assistance and delivery tothe specific final MCCS location within the AO. Material Handling Equipment (MHE) Cash MCX/AAFES MCCS/AAFES checks to replenishchange funds and provide US coins and currency(Heavy use of 1.00 bills). Exchange large bills forsmaller bills and cash substitutes, such as chits orcoupons.2021
