How to Use This GuideThis publication will help you identify manyarea properties affordable to low- and moderateincome households, including both privately-ownedand publicly-owned apartments and townhousecommunities in Fairfax County.Many of the properties offer rents based onhousehold income to families and single persons whomeet income and other guidelines.NOTE: Vacancies at the properties listed in this guideare not guaranteed. Whencontacting a property manager, be sure to indicatethat you are seeking information related to anaffordable housing unit.Fairfax County Department of Housingand Community lated development and assistance programs and servicesin Fairfax County are administered through two organizations – theFairfax County Department of Housing and Community Developmentand the Fairfax County Redevelopment and Housing Authority.The Department of Housing and Community Development (HCD)HCD is the agency of the Fairfax County Government whichadministers the county’s affordable housing development, preservationand rental assistance programs. In addition to its role as a countydepartment – reporting to the County Executive and Board ofSupervisors – the department also serves as the staff for the FairfaxCounty Redevelopment and Housing Authority.The Fairfax County Redevelopment and Housing Authority (FCRHA)The FCRHA is a separate political body from Fairfax CountyGovernment and possesses specific powers granted by state law(some examples include the ability to issue bonds, purchase propertyand make loans). The authority of the FCRHA is vested in 11commissioners appointed by the Fairfax County Board of Supervisors– one representative from each supervisor district and two at-largerepresentatives. The mission of the FCRHA is to initiate and provideopportunities for Fairfax County residents to live in safe, affordablehousing and to help develop, preserve, and revitalize communitiesthrough fiscally responsible and open processes. Related Housing and Human Services ResourcesEmergency Assistance/Homeless SheltersFairfax County has six emergency shelters for individuals and families who arehomeless. These shelters are operated by community nonprofit organizationsunder contract with the county.
