Also being a key part of the setting up of the town and parish councils.In the last 90 years Billericay has grown to be the bustling, busy thriving town and district it is today. TheBRA and then BDRA have been part of the growth keeping residents’ needs at the heart of the changes.Their vision and strategy for the next ten years is to uphold their philosophy and aims and to have a voicein local decision making. Theschools were overcrowded and many children weretaught in demountable classrooms, road surfaces were ingeneral need of repair and street lighting left muchto be desired. Billericay District Residents’ AssociationOur History19263 March 1978Billericay Residents Association was formed.In anticipation of electoral boundary changes whichremoved Buttsbury Ward the two Residents’Associations decided to merge to form one torepresent the whole of Billericay. Thus on Friday 3March 1978 the Billericay District Residents’Association was born. 1957 (ish)The proposed development north of the railwayline caused concern to the people of Buttsburywho formed the Sunnyville Residents’ Associationwhich eventually became known as the ButtsburyResidents’ Association. Shortly afterwards thejournal “Buttsbury News” made its appearance asthe Association’s means of communication with itsmembers. 1 May 1978The new Association launched its own newsletter –The Resident – which was, and still is circulated toall members. MONEYMATTERSTempus Fugit.(Time Flies!)t’s hard to believe the Residents’Association was established inBillericay 90 years ago, manycongratulations to all involved andlong may your good work for theTown continue.II remember writing my first article for the“Resident” it was about State pensions andset out how to obtain a State PensionForecast, which took about a month and waspaper-based at that time. This has notchanged, we still ask folk to get a forecast, it’san essential part of planning, but it’s now online and almost instant.There are supposed to be two certainties inlife; Death and Taxes, but I would add a thirdChange. No sooner do we think we’ve got togrips with something when the rules changeand we start again.I’m not sure who came up with the “strapline” on our door “Making sense of acomplicated world” but it sums up in anutshell what we try to do.The door has changed a few times from 22 to39 and for the last seven years 97 but theHigh Street has always been our home andlong may it continue. These may include servicecharges, ground rent, costs for supportservices and perhaps other charges formeals or laundry.The Independent Financial Advice Centre wasestablished in Billericay by Mike Joslin inFebruary 1988 and he kindly invited me to joinhim in 1990, which is a staggering 26 years wehave spent together trying to help Residents ofthe town with their investments and pensions.he family home isn’t made of bricks and mortar or furniture andgadgets; it’s constructed of memories. This is why so many peoplefind it hard to admit that it’s time to up sticks and move to somewheremore manageable. It is understandably difficult to leave behind a homeand garden where children played and family memories were made, evenwhen the benefits are a property with worry-free maintenance and onhand support.Despite this, the desire to remain independentalong with the acknowledgement of the needfor support, often forces the hand. In suchsituations, a retirement property can offer apractical solution where a level ofindependence can be maintained. Help islikely to be on hand, perhaps in the form ofan ‘on call’ support system, day to day livingarrangements may be able to be tailoredas the needs of the occupier change, andmaintenance services are usually provided bya landlord or service company.May the Residents’ Associationenjoy another 90 years ensuringthat any change is good newsfor the Town and its residents.I’m sure it will “fly past” asfast as the last.Thanks to everyone at the IndependentFinancial Advice Centre for theirgood wishes.Making sense of a complicated worldwill definitely be an aspiration for thefuture. Added to that isthe burden of choice. Which retirementproperty will be suitable? Which will provideongoing care through the years? Billericay District Residents’ AssociationOur Councillors1961As a result of the rapid development whichwas taking place in Billericay the twoResidents’ Associations decided it wasnecessary to have representations on theDistrict Council.1979Probably the highlight of the Association’slife occurred in 1979 when its candidates on theDistrict Council elections won all nine seats andthus held the balance of power in the CouncilChambers, for three years, and the offices ofChairman and Vice Chairman of the Councilduring that period.Consequently an election committee was formedto contest the Billericay Ward and at a second attempt thefirst RA councillor was elected to District Council in May1961. Further successes followed with four more RAcandidates being elected in consecutive elections.In addition it was represented in the CountyCouncil in Chelmsford. There are no longerCouncillors in either District or County Councils. 1967The fortunes of the Association suffered atemporary reversal in the period 1965/67when there were no RA representatives onBasildon District Council. However by the timethe plan for the development of Queens Parkwas published in 1967, two RA candidates hadbeen elected to the District Council. 1997A group of Billericay people, includingBDRA, formed a Steering Committee whichran the successful campaign for thecreation of Billericay Town Council and thenearby parish councils. Billericay District Residents’ AssociationSome IssuesQueens ParkGreen BeltThe plan for thedevelopment of QueensPark was published in1967. It was the biggestdevelopment ever to beundertaken in Billericay,covering an area ofsome 148 acres of theplotland estate knownas Queens Park, Mill Hilland Mill Hill Wood.Woodlands and scrubcovered much of the area which was largely wasted and lost toagriculture, lacking in public services and fronting unmade roads.The policy of the Residents’ Association has been consistentlyagainst development in the Green Belt. Thus a continuous watch iskept on planning applications which are submitted for developmentwithin the Green Belt, and also within the town, especially in the HighStreet Conservation Area.In places where planning applications were refused by the Counciland subsequently where the applicants appealed against thatdecision the Residents’ Association was represented at the inquiriesconcerning all major developments. Examples include: 80 acres atSouthend Road, land at Norsey Meadows, Outwood Farm Road,Mountnessing Road, Hannakins Farm, not forgetting land north andwest of Norsey View Drive.At the time we had 2 RA candidates on the District Council. Billericay District Residents’ AssociationCelebratingour Green Spacesn 1960s when Norsey Woodswas in public ownership thereIwasan increasing body ofopinion (supported by the EssexNaturalists Trust and theBillericay Residents’ Association)that Norsey Wood should bepurchased by Essex CountyCouncil as an area of regionalinterest, partly as a naturereserve, and partly as a publicopen space.In 1966 an application to build 32houses was staunchly opposedand then in 1976 BasildonCouncil compulsory purchasedNorsey Woods following anotherPublic Inquiry held on 9 April1975.The Council had the support of anumber of organisations in thetown, not least the Residents’Associations who again wereMap, drawn by Harry Richman, shows Norsey Wood as it appeared in the 1950s The Cater Museumrepresented at the Inquiry.Probably the most important itemof evidence produced for theInspectors consideration on thelast afternoon of the Inquiry wascorrespondence from the Clerk ofthe Essex County Council tothe Secretary of the BillericayResidents’ Association dated 14January 1966. This showed that itwas the intention of the CountyCouncil to ask the Minister ofState for the Environment toamend the County DevelopmentPlan by changing Norsey Woodfrom Metropolitan Green Belt toPublic Open Space, an extremelyimportant factor in obtaining thefavourable decision required forthe compulsory purchase to goforward, thus saving the Woodfrom development for all time.flowers are not outcompeted bysome of the more vigorous grassspecies.There are two marked trailsaround the reserve, starting atentrances at Chapel Street andGreens Farm. There is no car parkat the site, so it is best to use thetown centre car parks, as parkingrestrictions apply to the residentialstreets around Mill Meadows.Meadows LocalMillNatureReserveis about 38 hectares (90 acres) insize, and one of the finest ancientmeadow systems in Essex. Thesite was formerly farmland, andmuch of it has been undisturbedby ploughing and fertilization formany years creating the idealconditions for a wonderfuldiversity of wild flowers, fungi,insects and invertebrates, many ofwhich are rare. It contains an areaof about 7 hectares (17 acres)declared as a Site of SpecialScientific Interest (SSSI) for itsunimproved neutral grassland.This grassland type is very muchreduced within the Essexlandscape, due to developmentand agricultural improvement.The site is important for itsspecies-rich wild flower meadowsand its range of waxcap fungi forwhich it is a site of regionalimportance. In addition the site iswell used by local birdpopulations and foraging bats.10Mill Meadows is grazed by a herdof Red Poll cattle. Grazing is atraditional method of grasslandmanagement that enablesmeadows like these to be keptlow in nutrients (these beingtransferred into the cattle), so thatthreatened and attractive wildMill Meadows is managed byBasildon Council Parks andCountryside with the support ofthe Mill Meadows Society.

Lake Meadows.The Jewel in the CrownLake Meadows, known as the ‘Jewel in theCrown’ of Billericay, attracts hundreds ofvisitors each week, who enjoy the peacefulsurroundings and different features of the park.Although the original farmland was owned by the Spittyfamily for most of the 19th century, it was Billericay UrbanDistrict Council, under Chairman Henry E Bebington, whohad the amazing foresight to buy the land in 1935 for just 1,400 (about 90K in today’s terms). Within a year, ‘theMoat’, as it had previously been known, became LakeMeadows and was officially opened on Saturday July 11th1936.manned by the boat keeper Alec Taylor. In 1955, themanagement of the park became the responsibility ofBasildon Council and a team of park keepers took over, ledby Reg King who worked in the park for over 35 years,planting many of the trees and planning the design of theannual raised bed.In the winter of 1966, the lake was drained for extensiveremedial work, to reinforce the lake base and strengthen thewestern bank, with an added sluice.
