TheKKC/DTI Annual Security Report informs the public of three years of crime on campus property, on public propertysurrounding the campus and at non-campus property.Under the Act, higher education institutions must provide survivors of sexual assault, domestic violence, datingviolence, and stalking with options such as changes to academic, transportation, living or working situations, andassistance in notifying local law enforcement if the student or employee chooses to do so. This document contains important information about how CityColleges prepares for and responds to security needs as well as offers useful resources to learnmore about related topics. Campus Safety and Security: A Shared ResponsibilitySafety and security at Kennedy-King College and the Dawson Technical Institute is a sharedresponsibility. Clearly, the best protection against campus crime is an aware, informed and alertcampus community; students, faculty and staff who use reason and caution-along with a strongsecurity presence.Kennedy-King College and the Dawson Technical Institute Safety and Security’s relationshipwith the CCC community is vital to a safe and secure campus. All members of the CCCcommunity should expect to be treated in a courteous and professional manner by members ofour Safety and Security team. CCC will not tolerate unprofessional behavior by an employee.Policies for Preparing the Annual Security ReportKennedy-King College and the Dawson Technical Institute prepare an Annual Security Report incompliance with the Jeanne Clery Disclosure of Campus Security Policy and Crime StatisticsAct. The full text of this report can be found on our website /Pages/Safety-Security.aspxThis report is prepared in cooperation with the local law enforcement agency surrounding ourmain campus and satellite location and numerous CCC Departments. Each Department providesupdated information on their efforts to comply with the Act. Campus crime, arrest and referralstatistics including those reported to KKC/DTI Safety and Security, designated campus officials(including but not limited to the Dean of Students, Wellness Center staff, department heads,advisors and athletic coaches), and local law enforcement agencies are included in thereport. There are no off campus student organizations or on/off campus student housing.Wellness Center staff inform their clients of the procedures to report crime to KKC/DTI Safetyand Security on a voluntary or confidential basis. A procedure is in place to anonymouslycapture crime statistics disclosed confidentially during such a session either by submitting a CSAIncident Report Form or doing so directly to KKC/DTI Safety and Security. Each semester, anemail notification by way of a Special Announcement is made to all enrolled students, facultyand staff providing the website link to access this report. Copies of the report may also beobtained from the KKC/DTI Safety and Security Lobby Desk or by calling (773) 602-5148 (KKC) or(773) 487-3615 (DTI). The report is made available for incoming students every semester andfor new employees through the CCC HR employment orientation packet. The report is madeavailable for prospective students on the KKC/DTI website under the “Future Students” tab andfor prospective employees on our CCC Human Resources Employment website. The KKC/DTIAnnual Security Report informs the public of three years of crime on campus property, onpublic property surrounding the campus and at non-campus property. The report outlinesspecific policies and procedures within their annual security reports, including those related toemergency response procedures, disseminating timely warnings and emergency notifications,3

options for survivors of sexual assault, domestic violence, dating violence, stalking, and campuscrime reporting processes.About KKC/DTI Safety and SecurityAs of October 2021, Kennedy-King College and the Dawson Technical Institute Department ofSafety and Security consists of approximately 80 security personnel that patrol the facilities. Amajority of CCC Safety and Security are currently active or retired law enforcement officers.CCC Safety and Security personnel, who are currently active law enforcement officers have theauthority to effect an arrest and are permitted to carry firearms. CCC Safety and Securitypersonnel who are retired law enforcement officers are permitted to carry firearms if they arecertified under the Illinois Retired Officers Concealed Carry Program (IROCC). When an arrestdoes occur by Safety and Security, the appropriate law enforcement agency is contacted. Thereare no memoranda of understanding (MOU) between CCC and local law enforcement agencies.Law Enforcement and College Community RelationshipsKennedy-King College and the Dawson Technical Institute Safety and Security has a closeworking relationship with the Chicago Police Department, Federal Bureau of Investigation, theDepartment of Homeland Security. KKC/DTI Safety and Security maintains a positive andprofessional working relationship with local law enforcement and collaborates in severaldifferent ways, such as training exercises and special events. Through its membership in theSecurity Counsel of Professional Educators (SCOPE), Safety and Security collaborates with otherChicago area colleges and universities. SCOPE meets quarterly and provides the latestinformation from the member sources. When CCC Safety and Security is informed of a seriousincident by SCOPE or one is reported to them by a member of the campus community or thelaw enforcement community a Campus Crime Alert Bulletin will be created and distributed bySafety and Security. These bulletins will be posted throughout the campus; offices, cafeteria,lounges and available bulletin boards. If the threat is of an immediate nature a CCC Alert wouldbe generated. KKC/DTI Safety and Security strives to stay aware of crime conditions around theKennedy-King College and the Dawson Technical Institute areas in an effort to provide thesafest possible environment for our community. A well informed community is better able toprotect itself and it creates conditions that are likely to have the criminal element lookelsewhere for potential victims.Campus Safety and Security Investigatory RoleUpon receiving a report of an alleged crime, Safety and Security will perform a preliminaryinvestigation by gathering and documenting all information pertaining to the allegedtransgression/crime. This information will be documented on a Safety and Security IncidentReport (IR). If the investigation determines that a criminal law was violated—Safety andSecurity will notify the proper authorities. If elements of probable cause exist, sworn law4

enforcement will affect the arrest of the alleged offender if he/she is still on campus. Safety andSecurity will assist law enforcement during the course of the investigation.A security investigation will not be closed until one of the following occurs: The alleged offender is arrested and sufficient supportive evidence is recoveredThe missing or stolen property is recoveredThe incident is resolved to the satisfaction of the complainantAll possible leads have been exhausted or the investigation cannot move forward due tolack of information, evidence, or cooperation by the complainant or witnessesThe CCC Inspector General assumes responsibility for the investigationA state, county or municipal law enforcement agency assumes responsibility for theinvestigationFirearms, Explosives or Any Other Dangerous or Deadly WeaponsNo person, while on campus property, shall possess or have in their control,destructive/incendiary devices or any dangerous or deadly instruments or weapons.No person, while on campus property, shall possess or have in their control firearms exceptsworn law enforcement officers in the performance of their duty and CCC Safety and Securitypersonnel who are approved under Board Policies and Procedures, Article 9.2.D.Campus Security AccessIt is the policy of Kennedy-King College and the Dawson Technical Institute during businesshours when the college is open to students and faculty, there may be public access to some ofthe campus facilities. KKC/DTI Safety and Security personnel have the authority to ask personsfor identification and determine whether individuals have lawful business at Kennedy-KingCollege and the Dawson Technical Institute. The offices of the college are open to the public,provided that the individual produces a valid form of government identification. Visitors musthave prior written permission to attend or be present at class meetings. Except as otherwiseordered, campus facilities will be closed after normal college hours. Campus facilities will alsobe closed to the public in emergency situations and at other such times as may be necessary.During those times, entry will be limited to authorized persons only after they are properlyidentified and the entry recorded. College employees and students are issued identificationcards that must be worn at all times while on campus. Operating hours for Dawson Technical are as follows:Monday thru nance and Security of Campus Grounds and FacilitiesThe campus maintains a very strong commitment to campus safety and security. Exteriorlighting is an important part of this commitment. Parking areas, pedestrian walkways andbuilding exteriors are well lighted. Surveys of exterior lighting on campus are conductedregularly by Safety and Security personnel and high priority is given to maintenance of exteriorlights.Members of the campus community are encouraged to report any exterior lighting deficienciesto the Safety and Security Office. All entry doors at KKC/DTI are staffed by uniformed Safety andSecurity personnel. The exterior doors of the campus office and academic buildings are lockedfollowing the last class each evening. Door and locking hardware deficiencies are reported tothe Safety and Security Office immediately upon discovery. Shrubbery and trees on campus aretrimmed on a regular basis. Campus streets, parking areas, grounds and buildings are patrolledor monitored 24 hours a day by Safety and Security.Patrols include the perimeter as well as lobbies, cafeterias and basements. Facilities andlandscaping are maintained in a manner that minimizes hazardous conditions. Securitypersonnel regularly patrol the campuses and report malfunctioning lights and other unsafephysical conditions to the Director of Auxiliary Service, Facilities Management for correction.Other members of the campus community are helpful when they report equipment problemsto Safety and Security or to the Administrative Director.Emergency Response and Evacuation Procedures StatementThe Kennedy-King College and Dawson Technical Institute’s emergency response manualincludes information about KKC/DTI emergency operations; levels of emergencies and generalresponsibilities; shelter-in-place and evacuation guidelines. KKC/DTI Departments areresponsible for developing contingency plans and continuity of operations plans for their staffand areas of responsibility and information on emergency teams. KKC/DTI conducts anemergency evacuation procedure drill each year, with additional drills occurring during the yearsuch as lockdowns and shelter-in-place. KKC/DTI Safety and Security tests the CCC EmergencyAlert Notification System and other emergency notification systems on campus. These tests aredesigned to assess and evaluate the emergency plans and capabilities of the institution.6

KKC/DTI Safety and Security personnel and supervisors receive ongoing training in IncidentCommand and Responding to Critical Incidents on Campus. When a serious incident occurs thatcauses an immediate threat to the campus, the first responders to the scene are the KKC/DTISafety and Security, CPD or CFD, and they typically respond and work together to manage theincident. Depending on the nature of the incident, other KKC/DTI departments and other localor federal agencies could also be involved in responding to the incident.General information about the emergency response procedures for KKC/DTI is publicized eachyear as part of the institution’s Clery Act compliance efforts and that information is available onthe KKC Safety and Security website. All members of the CCC community are advised to notifyKKC/DTI Safety and Security of any situation or incident on campus that involves a significantemergency or dangerous situation that may involve an immediate or ongoing threat to thehealth and safety of students and/or employees on campus. KKC/DTI Safety and Securityresponds to, and summons the necessary resources, to mitigate, investigate, and document anysituation that may cause a significant emergency or dangerous situation. In addition, KKC/DTISafety and Security responds to such incidents to determine if the situation does in fact, pose athreat to the community. If that is the case, Federal Law requires that the institutionimmediately notify the campus community or the appropriate segments of the community thatmay be affected by the situation.Notification to the KKC/DTI Community about an Immediate ThreatIf KKC/DTI Safety and Security confirms that there is an emergency or dangerous situation thatposes an immediate threat to the health or safety of some or all members of the KKC/DTIcommunity, KKC/DTI Safety and Security and the Associate Vice Chancellor of StrategicCommunications or designee will collaborate to determine the content of the message and willuse some or all of the systems described below to communicate the threat to the KKC/DTIcommunity or to the appropriate segment of the community, if the threat is limited to aparticular building or segment of the population. KKC/DTI Safety and Security and the AssociateVice Chancellor of Strategic Communications or designee will, without delay and taking intoaccount the safety of the community, determine the content of the notification and initiate thenotification system.In the event of a serious incident that poses an immediate threat to members of the KKC/DTIcommunity, KKC/DTI has various systems in place for communicating information quickly. Someor all of these methods of communication may be activated in the event of an immediate threatto the KKC/DTI campus community. These methods of communication include the KKC/DTI PASystem, KKC/DTI Safety and Security personnel and the KKC/DTI/CCC Alert Notification Systemwhich sends emails, text messages and voice alerts. Students and staff can sign up for thisservice on the KKC web page.7

Activating the Emergency PlanInitial NotificationAny campus community member who witnesses or receives information regarding anemergency is instructed to contact 911 and the KKC/DTI Safety and Security immediately at(773) 602-5148 ext. 4-5148 (KKC) or (773) 487- 3615 ext. 4-3615 (DTI).Confirmation of a Significant Emergency or Dangerous SituationThe KKC Safety and Security Director or their designee will confirm and determine that asignificant emergency or dangerous situation exists at KKC/DTI based on an examination of therelevant information received. This information may be obtained from witnesses or any type ofverified public information and media. When it is determined that a significant emergency ordangerous situation exists, the activation of a CCC Emergency Notification Alert will be initiated.The Director of Safety and Security and the Associate Vice Chancellor of StrategicCommunications or designee will determine the content of the notification, who to notify andinitiate the CCC Alert.Declaring an EmergencyThe Kennedy-King College President and/or the Director of Safety and Security or their designeewill determine the level of emergency and whether to initiate an emergency alert and activatethe Emergency Plan. The decision to declare an emergency will rest with the College Presidentand/or the Director of Safety and Security or their designee. The campusemergency notification system helps us provide a safer environment, enhanced emergencycommunication and keeps our students, faculty and staff better informed.Kennedy-King College and the Dawson Technical Institute Safety and Security will coordinatewith the Associate Vice Chancellor of Strategic Communications or designee to assist as needed8

in providing initial and ongoing notification to students, faculty and staff. Any visitors that arepresent will be alerted via the KKC/DTI PA system throughout the campus emergency.The KKC Director of Safety and Security and/or the KKC President or their designee willauthorize the appropriate emergency alert notification (CCC Alert). After determination, theCCC Alert will be activated. CCC Alert uses email, text, voice recording, TTY and social media toalert all student, faculty and staff. Except for those students, faculty and staff who have optedout of CCC Alert, they will still receive an emergency notification through their CCC email.The Kennedy-King College Director of Safety and Security and/or the Kennedy-King CollegePresident or their designee will, without delay, and taking into account the safety of thecommunity, will initiate the notification system, unless issuing a notification will, in theprofessional judgment of responsible authorities, compromise efforts to assist a victim or tocontain, respond to or otherwise mitigate the emergency.Persons authorized to activate and ensure that an Emergency Alert Notification is sent are: Associate Vice Chancellor of Administrative Services Campus Director/ Asst. Emergency Drills, Testing & Evacuation ProceduresCCC assesses its emergency response drills, testing and procedures each year throughscheduled exercises and appropriate follow through activities designed for assessment andevaluation of emergency plans and capabilities. These exercises are conducted both at thecollege campus and District Office level. The CCC Alert System, PA system, text message andemail system are tested three times annually (each semester); emergency procedures andevacuation plans are publicized in conjunction with this test. CCC Safety and Security conductsannounced and unannounced building evacuation drills each year. A ‘Drill Evaluation’ form iscompleted by the Director of Safety and Security after each exercise is completed. The formsare reviewed for corrective action and are filed at the Office of Safety and Security. Emergencyevacuation plans and maps are posted. Associate Vice Chancellor of Administrative Servicesoversees CCC’s preparation and planning for emergency drills and testing.Elevators will not be used during fire drills or evacuations at any time and will be broughtdown to the 1st floor when the Chicago Fire Department arrives.Policies for Timely WarningsIn the event that a situation arises, either on or off campus, that, in the judgment of theKennedy-King College Director of Safety and Security or their designee, constitutes an ongoingor continuing threat, a campus wide “timely warning” will be issued. The warning will be issuedthrough the college CCC alert system to students, faculty and staff.Depending on the particular circumstances of the crime, especially in all situations that couldpose an immediate threat to the campus and individuals, the Kennedy-King College Director ofSafety and Security or their designee may also send out a warning notice using the CCC AlertEmergency Notification System to students, faculty and staff.Anyone with information warranting a timely warning should report the circumstances to theKennedy-King Campus Safety and Security Office, 747 W. 63rd St. Room V-132 by phone: (773)602-5148 or in person. Safety and Security also provides escorts to parking lots and bus stop locations inthe evenings for those who feel apprehensive about walking alone. In some cases, these items are turned over to theCampus Safety and Security’s Lost and Found.
