Excluded buildings and structures that use GroupR2, R3 (Town Houses and Detached Single FamilyDwellings), R4 and minor tenant work done in anexisting building(s). All deep foundations, such as caissons and piles. All post-tensioned buildings. Buildings on problematic soil conditions.28

The Building Code Official may include or excludea project from the TPIP due to its simplicity orcomplexity upon request from the property ownerand recommendation from the Deputy BuildingCode Official, Inspections Division (ID).

With Design-Build, there is one entity, onecontract and one unified flow of work from initial concept throughcompletion. Design-build projects can be divided into designfunctions, construction stages or building components to optimizethe use of resources as the project advances. D-B used in 40% ofcommercial construction – will exceed 50% in several years. Third-Party Plan Review – performed by a pre-certified team toensure compliance with established engineering standards andcodes without review by the public agency. The third-party teamreviews and signs off on project plans as they are produced,according to the design-build schedule on behalf of the publicsector permitting agency – paid by owner.

Phased Permitting – the process of receiving applications andissuing permits to allow project components, stages or phases toproceed to construction and to open for occupancy once allcomponents, stages and phases are completed and approved byinspectors for occupancy.
