ROUTE 322/144/45 CORRIDORSDATA REFRESH PROJECT UPDATECentre County, PA

Background July 2017: Announced effort to refresh traffic and environmentaldata associated with the former South Central Centre CountyTransportation Study (SCCCTS) projectSCCCTS Shelved in 2004 due to a statewide transportation funding shortfall Focused on the US 322, SR 144 and SR 45 corridors from the vicinityof Potters Mills to Boalsburg and Pleasant Gap Encompassed approximately 70 square miles

Project Area

Data Refresh Project: PurposeTo determine changes to the study area’s transportation network andenvironmental conditions (from 2004 - 2018): Noted implemented safety measures and roadwayimprovements Collected current traffic data and conditions Updated secondary source environmental data Compiled changes to environmental regulations, policy andguidance Does not discuss the dismissal/advancement of any previousSCCCTS alternatives

Other Project Corridor Improvements Intersection improvements at the PA 322 and PA 144 intersectionand left-turn lanes at the PA 322 and Mountain Back Roadintersection in 2006. Turn lane and intersection improvements at Bear Meadows Road in2007. Intersection improvements and center turning lanes werecompleted at the PA 45 and PA 144 intersection in 2010.

ObservationsFrom Secondary Source Environmental ationsGenerally, agricultural easements, agricultural security areas (ASAs), and productiveagricultural lands have increasedWetlands andStreamsDelineation methodologies have changed since 2000-2004 data was collected. Fielddelineations will need to be conducted to accurately update data to accepted protocols.Threatened andEndangered SpeciesCoordination yielded similar results except one absent federally listed species but theaddition of a new bat species. Also now potential for new state listed bat species (TBD).Terrestrial HabitatSlight increase in state forest landsCultural ResourcesNo new properties identified Statewide Pre-Contact Archaeological Predictive Model has been developed since SCCCTS Above ground survey needed for properties now over 50 years old Penns/Brush Valley Rural Historic District, need to evaluate contributing/non-contributingParks/Section 4(f)Several new parks were identified, including the Oak Hall Regional Park and Potter Run Park Detailed field studies will be required to more definitively identify resources

Updates to SCCCTS Engineering Files Prior alternative alignments Updated to current CADD and design standards Added the PMG project Prior alternative modeling software upgrade All prior files brought up to current roadway modeling software 3D model was created Post Construction Stormwater Management (PCSM) Construction unit costs to current year (2018) dollars

Data Refresh Observations Summary From an engineering and traffic perspective, there has been growth inboth commuter traffic along the 45 corridor due to developmentactivities particularly close to State College. Truck traffic has increased along US 322 at rates higher than expected in1999 likely due to several outside influences. From a traffic volume and growth standpoint, traffic has increased from1999 to 2015. Traffic volumes have increase beyond the capacity of the current facility. No-build levels of service with this update are still unacceptable along US322 within the study area. Safety concerns also continue to persist.
