SECTION I – REQUEST FOR PROPOSALRFP 341707Arizona State University is requesting sealed proposals from qualified firms orindividuals for Unarmed Security Guard Services.Proposals are to be addressed and delivered to the receptionist area, first floor,University Services Building, Purchasing and Business Services, Arizona StateUniversity, 1551 S. Rural Road, (located on the east side of Rural Road betweenApache Road & Broadway Road) Tempe, Arizona 85281 on or before 3:00 P.M. MSTMay 12th, 2017 at which time a representative of Purchasing and Business Serviceswill announce publicly the names of those firms or individuals submitting proposals. Noproposals will be accepted after this time. SECTION II – PURPOSE OF THE RFP1.INTENTArizona State University is seeking proposals for licensed, unarmed,uniformed security guard services for various facilities and events locatedthroughout ASU’s campuses, including but not limited to Downtown campus,Tempe Campus, West Campus, A S U T h u n d e r b i r d C a m p u s , PolytechnicCampus and Research Park h t t p : / / w w w . a s u . e d u / m a p / i n t e r a c t i v e ASUis committed to maintaining a safe and secure environment to live, work, studyand conduct research.A. The primary intent of the contract is to provide the following for ASU:a. General building security - patrols or stationary services to protectthe facility, space within the facility including laboratories, personswithin the facility, or the propertyo Property Control – observation of items in the generalfacility and possible inspection for entry or exit.o Assistance/Escorts – General helpfulness and/or escorts in orout of facilities or spaces within the facilities.o Emergency Services – assistance in emergencies with directionfrom ASU.b. Social function security – patrol and/or stationary services within anASU property or sponsored location exclusive of event managementservices provided by event management planning & athletics.c. Individual location requirements - Each building and social functionwill have specific requirements for their Security Officers. Somefacilities or events require 24 hour guard services; others requirelimited guard services. Individual sub-agreement may be issued foreach facility. ASU reserves the right to add/delete locations orincrease/decrease hours if requirements change (See Appendicesfor location specifics).d. Surveillance and Access Control – Each building and social functionwill have specific requirements for their Security Officers. Securityofficers may be expected to monitor, review, report, and/or take actionupon activity observed through the usage of surveillance and accesscontrol technology.B. ASU’s Security Guard Services Objectives:a. Provide service 24 hours a day, 7 days a week, 365 days a year5341707 RFPRev 03/01/17

including holidays and university closures.b. Perform to the specific security needs within the areas of:1) General building security2) Social function security3) Individualized location requirements (see Appendices)c. Greet visitors in a service-minded and friendly manner, whilemaintaining the high standards of confidentiality and security requiredby the client.d. Provide assistance and possibly escorts in or out of facilities orspaces within the facilities.e. Prevent unauthorized building or space use.f. Protect the safety of the client’s employees and visitors.g. Prevent the client’s property loss through theft, vandalism and fire.h. Ensure critical areas are secured.i. Enforce building security guidelines appropriately and accurately.j. Conduct routine exterior and interior patrols.k. Provide assistance in emergencies under ASU Guidance.l. Willingness to provide “value-added services” such as reportingmaintenance issues or other safety and security situations.m. Preferable experience in using Lenel OnGuard Pro software foralarm and video monitoring.n. Preferably utilize software that enables online reports (includingincident reports and activity reports) and appropriate security metricsto be easily accessed.ASU retains the option to award this RFP to multiple companies if it is in theUniversity’s best interest to do so. Greater Phoenix was ranked 12th by Forbes’ “Best Places for Business andCareers” index (May 2005)INTEGRATED SYSTEMS FOR ASU ACCESS CONTROL AND SURVEILANCE(ISAAC)The university uses the Integrated System for Access Control (ISAAC) as thestandard system that operates the physical access control and video securitythrough hardware on the Lenel OnGuard Pro software platform. This programprovides services for electronic door access (in tandem with ASU ID cards) andvideo security for all campuses via a decentralized active engagement ofdepartments and their interest in security for people, assets and areas.The ASU ID card has door access technology included in the card design. Itworks with a smart card reader to identify and allow access to authorized userswithout any physical contact between the card and the reader. This allowsaccess to designated buildings on campus with departmental permission.3.TERM OF CONTRACTThe initial contract term will be for three (3) year with the possibility of two (2)successive one (1) year renewals, for a total term not to exceed five (5) years.The contract will be available for use by other University departments during thisterm. It is the University’s discretion whether to award this solicitation to one ormore qualified firms to fulfill the security needs of the University community.Departments will work directly with contracted companies for scheduling andpayment issues.8341707 RFPRev 03/01/17

SECTION III – PRE-PROPOSAL CONFERENCExA pre-proposal conference will be held at 4/24/2017 at 8:30 A.M. in UniversityServices Building, 1551 South Rural Road, Tempe, AZ 85281, Room numberUSB 1302. Only two representatives from each company can participate. PleaseRSVP to Lorenzo.Espinoza@asu.edu prior to your attendance to this PreProposal Meeting.The purpose of this conference will be to clarify the contents of this Request forProposal in order to prevent any misunderstanding of the University's intention anddesires, and/or to give prospective suppliers an opportunity to review the site of thework. Any doubt as to the requirements of this solicitation, or any apparent omission ordiscrepancy should be presented to the University representative at this conference.The University representative will then determine the appropriate action. If necessary,the University representative will issue a written amendment to this Request forProposal. Oral statements or instructions shall not constitute an amendment to thisRequest for Proposal.You do not have to send a representative to this pre-proposal conference. However, ifyou decide to not send a representative, then we may not know of your intent toparticipate in this Request for Proposal, and so may not send you any writtenamendments to this Request for Proposal. Further, we will assume that your failure toattend the pre-proposal conference is an indication that you expect us to review yourproposal as if you had taken advantage of the pre-proposal conference.9341707 RFPRev 03/01/17

SECTION IV – INSTRUCTIONS TO PROPOSERS1.You must address and deliver your proposal to the receptionist area, first floor, UniversityServices Building, Purchasing and Business Services, Arizona State University, 1551 S. RuralRoad, Tempe, Arizona 85281, on or before the time and date set for closing. No proposalwill be accepted after this time. The University Services Building is located on the east sideof Rural Road between Apache Road and Broadway Road. PROPOSALS MUST BE IN AMARKED SEALED CONTAINER (i.e., envelope, box):Name of ProposerTitle of ProposalRFP NumberDate and Time Proposal is DueNo telephone, electronic or facsimile proposals will be considered. Proposals received afterthe time and date for closing will be returned to the proposer unopened.2.DIRECTIONS TO USB VISITOR PARKING. Purchasing and Business Services is in theUniversity Services Building (“USB”) 1551 S. Rural Road, Tempe, AZ, 85281 (located on theeast side of Rural between Broadway Ave and Apache Boulevard). A parking meter is locatednear the main entry to USB.All visitors to USB are required to check in at the USB Reception Desk to obtain a visitor’sbadge to wear while in the building. The receptionist will call to have you escorted to yourmeeting.3.Proposer should use recycled paper and double-sided copying for the production of all printedand photocopied proposal documents. Furthermore, the documents should be clearly markedto indicate that they are printed on recycled content (minimum 30% post-consumer wastepaper).4.You may withdraw your proposal at any time prior to the time and date set for closing.5.No department, school, or office at the University has the authority to solicit or receive officialproposals other than Purchasing and Business Services. All solicitations are performed underthe direct supervision of the Chief Procurement Officer and in complete accordance withUniversity policies and procedures.6.The University reserves the right to conduct discussions with proposers, and to acceptrevisions of proposals, and to negotiate price changes. During this discussion period, theUniversity will not disclose any information derived from proposals submitted, or fromdiscussions with other proposers. Once a contract is executed, the solicitation file, and theproposals contained therein, are in the public record and will be disclosed upon request.7.Proposers submitting proposals which meet the selection criteria and which are deemed to bethe most advantageous to the University may be requested to give an oral presentation to aselection committee. Purchasing and Business Services will do the scheduling of these oralpresentations.10341707 RFPRev 03/01/17

8.The award shall be made to the responsible proposer whose proposal is determined to be themost advantageous to the University based on the evaluation factors set forth in thissolicitation. Price, although a consideration, will not be the sole determining factor.9.If you are submitting any information you consider to be proprietary, you must place it in aseparate envelope and mark it "Proprietary Information". If the Chief Procurement Officerconcurs, this information will not be considered public information. The Chief ProcurementOfficer is the final authority as to the extent of material, which is considered proprietary orconfidential. Pricing information cannot be considered proprietary.10.The University is committed to the development of Small Business and Small DisadvantagedBusiness (“SB & SDB”) suppliers. If subcontracting (Tier 2 and higher) is necessary, proposer(Tier 1) will make every effort to use SB & SDB in the performance of any contract resultingfrom this proposal. A report may be required at each annual anniversary date and at thecompletion of the contract indicating the extent of SB & SDB participation. A description ofthe proposers expected efforts to solicit SB & SDB participation should be enclosedwith your proposal.11.Your proposal should be submitted in the format shown in Section X. Proposals in any otherformat will be considered informal and may be rejected. Conditional proposals will not beconsidered. An individual authorized to extend a formal proposal must sign all proposals.Proposals that are not signed may be rejected.12.The University reserves the right to reject any or all proposals or any part thereof, or to acceptany proposal, or any part thereof, or to withhold the award and to waive or decline to waiveirregularities in any proposal when it determines that it is in its best interest to do so. TheUniversity also reserves the right to hold all proposals for a period of one hundred twenty(120) days after the opening date and the right to accept a proposal not withdrawn before thescheduled proposal opening date.13.EXCEPTIONS: Proposer is expected to enter into a standard form of agreement approved bythe Arizona Board of Regents. The Arizona State University contract terms and conditions areincluded in this Request for Proposal in Section XII. These terms and conditions are intendedto be incorporated into the contract between the University and the successful proposer.Proposals that are contingent upon any changes to these mandatory contract terms andconditions may be deemed nonresponsive and may be rejected.14.Unless specifically stated to the contrary, any manufacturer's names, trade names, brandnames or catalog numbers used in the specifications of this Request for Proposal are for thepurpose of describing and/or establishing the quality, design and performance required. Anysuch reference is not intended to limit or restrict an offer by any proposer and is included inorder to advise the potential proposer of the requirements for the University. Any offer, whichproposes like quality, design or performance, will be considered.15.Days:Calendar daysMay:Indicates something that is not mandatory but permissible/ desirable.Shall, Must, Will:Indicates mandatory requirement. Failure to meet these mandatoryrequirements will result in rejection of your proposal as non-responsive.11341707 RFPRev 03/01/17

Should:Indicates something that is recommended but not mandatory. If theproposer fails to provide recommended information, the University may, atits sole option, ask the proposer to provide the information or evaluate theproposal without the information.16.Any person, firm, corporation or association submitting a proposal shall be deemed to haveread and understood all the terms, conditions and requirements in the specifications/scope ofwork.17.All proposals and accompanying documentation will become the property of the University atthe time the proposals are opened. It will be the proposer’s responsibility to request thatsamples be returned to the proposer and provide a method for doing so at the expenseof the proposer. If a request is not received and a method of return is not provided, allsamples shall become the property of the University 45 days from the date of the award.18.All required performance and payment bonds shall be held by the University in a securelocation until the performance of the contract and the payment of all obligations rising thereunder have been 100% fulfilled. Upon completion of the project and all obligations beingfulfilled, it shall be the proposer’s responsibility to request the surety bonding company tosubmit to the University the necessary documents to approve the release of the bonds. Untilsuch time the bonds shall remain in full force and effect.19.The University of Arizona, Northern Arizona University, and Arizona State University are allstate universities governed by the Arizona Board of Regents. Unless reasonable objectionis made in writing as part of your proposal to this Request for Proposal, the Board oreither of the other two Universities may purchase goods and/or services from anycontract resulting from this Request for Proposal.20.The University has entered into Cooperative Purchasing Agreements with the MaricopaCounty Community College District and with Maricopa County, in accordance with A.R.S.Sections 11-952 and 41-2632. Under these Cooperative Purchasing Agreements, and with theconcurrence of the proposer, the Community College District and/or Maricopa County mayaccess a contract resulting from a solicitation done by the University. If you do not want togrant such access to the Maricopa County Community College District and or MaricopaCounty, please state so in your proposal. In the absence of a statement to the contrary, theUniversity will assume that you do wish to grant access to any contract that may result fromthis Request for Proposal.21.Arizona State University is also a member of the Strategic Alliance for Volume Expenditures( AVE) cooperative purchasing group. AVE includes the State of Arizona, many Phoenixmetropolitan area municipalities, and many K-12 unified school districts. Under the AVECooperative Purchasing Agreement, and with the concurrence of the proposer, a member of AVE may access a contract resulting from a solicitation done by the University. If you do notwant to grant such access to a member of AVE, please state so in your proposal. In theabsence of a statement to the contrary, the University will assume that you do wish to grantaccess to any contract that may result from this Request for Proposal.12341707 RFPRev 03/01/17

22.All formal inquiries or requests for significant or material clarification or interpretation, ornotification to the University of errors or omissions relating to this Request for Proposal mustbe directed, in writing or by facsimile, to:Lorenzo EspinozaPurchasing and Business ServicesUniversity Services BuildingArizona State UniversityPO Box 875212Tempe, AZ asu.eduRequests must be submitted on a copy of the Proposer Inquiry Form included in Section XI ofthis Request for Proposal. All formal inquiries must be submitted at least ten (10) calendardays before the time and date set for closing this Request for Proposal. Failure to submitinquiries by this deadline may result in the inquiry not being answered.Note that the University will answer informal questions orally. The University makes nowarranty of any kind as to the correctness of any oral answers and uses this process solely toprovide minor clarifications rapidly. Oral statements or instructions shall not constitute anamendment to this Request for Proposal. Proposers shall not rely on any verbal responsesfrom the University.23.The University shall not reimburse any proposer the cost of responding to a Request forProposal.24.In accordance with an executive order titled “Air Pollution Emergency Proclamation” modifiedby the Governor of Arizona on July 16, 1996, the University formally requests that all productsused in the performance of any contract that results from this Request for Proposal be of lowor no-content of reactive organic compounds, to the maximum extent possible.25.Arizona requires that the University purchase ENERGY STAR products or those certified bythe Federal Energy Management Program as energy efficient in all categories available. If thisRequest for Proposal is for a product in a category for which ENERGY STAR or certifiedproducts are available, please submit evidence of the ENERGY STAR status or certificationfor the products you are bidding. Please note that if you fail to submit this information but acompetitor does, the University will select your competitor’s product as meeting specificationsand deem your product as not meeting specifications. See A.R.S. §34-451.26.The University requires that all desktop computers, notebooks, and monitors purchased mustmeet Electronic Product Environmental Assessment Tool (EPEAT) Gold status as contained inthe IEEE 1680 Standard for the Environmental Assessment of Personal Computer Products.The registration criteria and a list of all registered equipment are at http://www.epeat.net on theWeb.27.To the extent applicable to any contract resulting from this Request for Proposal, the proposershall comply with the Standards for Privacy of Individually Identifiable Information under theHealth Insurance Portability and Accountability Act of 1996 contained in 45 CFR Parts 160 and13341707 RFPRev 03/01/17

164 (the “HIPAA Privacy Standards”) as of the effective date of the HIPAA Privacy Standardson April 14, 2003 or as later determined. Proposer will use all security and privacy safeguardsnecessary to protect Protected Health Information (PHI), as defined by HIPAA, and shallimmediately report to University all improper use or disclosure of PHI of which it becomesaware. Proposer agrees to ensure that its agents and subcontractors agree to and abide bythese requirements. Proposer agrees to indemnify the State of Arizona, its departments,agencies, boards, commissions, universities and its officers, officials, agents, andemployees against all harm or damage caused or contributed to by proposer’s breachof its obligations under this paragraph.28.The University believes that it can best maintain its reputation for treating suppliers in a fair,honest, and consistent manner by conducting solicitations in good faith and by grantingcompetitors an equal opportunity to win an award. If you feel that we have fallen short of thesegoals, you may submit a protest pursuant to the Arizona Board of Regents procurementprocedures, section 3-809, in particular section 3-809C. This paragraph does not include all ofthe provisions of the Regents procedures, but it does tell you what you have to do to initiate aprotest. First, you have to be an "interested party." An "interested party" is an actual orprospective proposer whose direct economic interest may be affected by the issuance of asolicitation, the award of a contract, or by the failure to award a contract. Whether an actualprospective bidder or offeror has a direct economic interest will depend upon thecircumstances in each case. At a minimum, the interest must be substantial and must betangibly affected by the administrative action or proposed action
