Thisendorsement means that the NWCI program:a.Is an apprenticeship preparation program in Washington State and is in good standing.b.Employs a staff of Technical Instructors, Curriculum Developers, and Subject Matter Expertswith professional qualifications in Education and Job Training.c.Is engaged in the full time pursuit of job training and education with partner organizations,focusing on apprenticeship readiness training. Rec 6/4/2021OutreachThe CEATT has a long history of working with our community partners and schools tocollaborate on outreach and recruitment for our apprenticeship program. Within our program’sstandards we are mandated by the state of Washington to focus our efforts on recruiting womenand minorities to our apprenticeship. Our standards also allow us to prioritize bringing womenand minorities into our program in order to assist our contractors with local hire requirementsand EEOC mandates. In working with awarding bodies such as Sound Transit and the city ofSeattle we assist our contractors in finding qualified applicants to meet the needs of ouremployers. Staff participates in outreach events throughout the state. Prior to Covid ourdepartment averaged two outreach/recruitment events per week. During 2020 the COVID 19restrictions created more challenges. Most of the events were virtual, an example would be theevents we did with R3 in 2020. As the state continues to open back up we will be ramping up ourattendance at events. We have articulation agreements with high schools, colleges andCommunity Based Organizations throughout the state of Washington. These agreements givetheir successful graduates preferred entry into our apprenticeship program and also serve as aconduit for our own NWCI pre-apprenticeship program. Several of our apprenticeship staff aswell as union council staff serve on advisory boards for high school CTE and collegeconstruction programs. In 2020 and 2021 staff attended approximately 15 CTE advisory boardmeetings for the following school districts: Marysville RAP program. Seattle Unified, FederalWay School District, Arlington School District, Spokane, Sumner School District and GreenRiver College.For the past several years CEATT staff have participated as guest speakers for many of the localpre-apprenticeship programs and actively contributed to many of the CBO programs in theSeattle area such as ANEW, RPAC, TRAC, SVI and PACT. We are actively working with boththe Federal Way and Seattle School Districts to help them develop curriculum and programstructure for their pre-apprenticeship programs. We act as guest speakers for several preapprenticeship programs throughout the state. We also work with the VA and DOC to createopportunities for their clients. CEATT works closely with our union council staff and contractorsto cover most of the outreach events in the state. The council staff acts as an additional resourcefor our department.We have developed relationships with several Work Source Centers throughout the state. Wework with our community partners to recruit participants for our trade specific preapprenticeship program, with a special emphasis placed on women and people of color. Thesepartnerships provide our pre-apprentices with a wider support net while in our pre-apprenticeshipprogram. Community Based organizations such as R3, Cares of Washington, Urban League andANEW have given additional support services for both our pre-apprentices and apprentices. Ourprogram manager will often work in tandem with the CBO program manager to assess the beststrategies for ensuring participant success and assisting them to remove barriers to successfullycomplete their pre-apprenticeship class. Due to language in our state standards we are able toalso reach out to minorities and females on our applicant lists to assist our contractors infulfilling their requirements on specific jobs. A monthly report is sent out to contractorsperforming prevailing wage work, which lists the available pre-apprenticeship graduates who are

available for work. Many of these candidates were waiting on the applicant list with lower scoresfrom their hands on assessment and math tests, or in some cases their interview score. Preapprenticeship offers them the opportunity to improve their scores and in many cases aftercompletion of the program be brought into the apprenticeship program.Supporting our Women ParticipantsPre-Covid, in order to increase the retention levels for our women apprentices we have run skillsenhancement S.H.A.R.P classes. The acronym S.H.A.R.P. stands for Skills Help ApprenticesRemain Productive. The classes were taught by union representatives which also increased ourwomen apprentice’s access to mentoring and job leads. If funding is available we may resumethese when the Covid restrictions are eased up. We also encourage our female apprentices andpre-apprentices to attend monthly Sisters in the Brotherhood meetings to increase their access tomentoring and support.In 2021 we were able to hire two female instructors to teach pre-apprenticeship classes forgeneral carpentry and interior systems. We believe they will be a great asset to our program andgood role models for our female participants.We have always incorporated Anti-Harassment training for all of our pre-apprentices and in2020 we expanded the training to include Respectful Workplace training. This is taught onlineby a licensed therapist and is mandatory for all apprentices and pre-apprentices.
