OverviewThe CC-1900 GSM and UMTS IMSI/IMEI catcher, (the “System”) is a management solution used to detect andtrack active mobile phones. Tracking is implemented for location detection. This system has been designed forlaw enforcement, police forces, and correctional facilities. It is an effective solution to target cell phones ofsuspects, with features such as tracking and localization.Other applications of this system may include detection of active cellular handsets at border check points,embassy and consulate facilities, military bases, airport luggage check-in areas, conference rooms, etc. TheSystem acts as a base station and logs IMSI and IMEI identities of all UMTS and GSM mobile stations in theselected area. It is also possible to remotely detect mobile phone attributes such as what type of phone it is, andwho built it (manufacturer).The system attracts all phones within range, and causes them to register on its unique network. During thisregistration process, the System grabs relevant information on nearby phone handsets, such as the IMEI and theIMSI, as well as information on the downlink [specifically, signal strength]. . . The downlink being the locationpoint of the mobile antenna on the phone(s) being targeted). Collected information of the IMSI allows detectingwhich cellular operator SIM card is being used.This information can be used to selectively 'force' that phone onto the Cell Catcher's system, and enable phonetracking to take place. These IMEI attributes are also used to determine the phone model, a detail of intelligencethat is helpful when conducting an investigation. Should other target phones be 'logged into the system', thesurveillance operator can add its IMSI (IMEI) into a separate list (or folder) and use this information during targetphone search and localization missions.

Overview (continued)Mobile terminal localization is conducted with the use of service channel information that is sent by the phone into the system's query function. Once this discreet signal is sent to the target's phone, cell tracking and location isthen able to be conducted. Using a directional antenna, the system can track a phone's location in an efficientmanner (compared to using an omni-directional application). This tracking would happen as real-time informationis acquired by the system. The Cell Catcher receives signal strength attributes (of the target phone).Other phones in range are excluded by the system's tracking in order to focus the system's resources on just thetarget(s). All other phones who are not part of the investigation are denied access to the system and instructed toseek service from the local service provider. Technically, they are denied to register with the Cell Catcher, andare forced out of the Cell Catcher's infrastructure, so that they are able to connect to their 'natural home network'.The UMTS application allows the surveillance operator to acquire all UMTS phones within range. As soon as aUMTS standard allows for inter-operability with local GSM, it becomes possible to acquire any dual-mode phone(GSM/UMTS) to gravitate to the Cell Catcher's network. It also becomes possible to acquire the metrical dataused to identify the UMTS target(s) (IMSI, for example) and then conduct both both detection and trackingmissions in a discreet manner. The System’s optional feature tri-band platform enables the surveillance operatorto engage an investigation involving the management of UMTS phones in the UMTS mode only, without movingthose UMTS phones to downgrade to standard GSM [no brute force downgrading of UMTS to 2G].All captured data, such as IMSI, IMEI, TMSI will be stored in the system's database, archived and able to bereviewed for investigations. Other statistical data analysis is made possible through the system's gatewayarchitecture.

System FunctionalityIt is understood that mobile environments vary bycountry, by geographic location, by physical and spatialparameters. Therefore, the Cell Catcher is designed tocompensate, with functionality necessary for today’ssurveillance officer, with the following in mind:NETWORK SCAN: The System automatically scans allactive UMTS networks in the area.IDs COLLECTION: The unit detects all UMTS phonespresent within the coverage area and collects relevantIMSI, IMEI and TMSI (from 1 to 3 per second). Also,the System detects mobile handset model and origin.LOCATION DETECTION: This feature is implementedusing a handheld DF unit.MIGRATION TO 2G: User can force selected UMTS handset to register with 2G GSM network.3G ONLY MODE (optional): this mode allows the operator to use the 3G UMTS module in a stand alone mode, without forcingcaptured cellphones to migrate to 2G network.BLOCKING: The System allows the operator to block UMTS service for either selected mobile handset(s) or handsets servedby a particular UMTS operator.

System Functionality (continued)TARGET LIST: User can work with pre-set target list andreceive instant report once the target mobile terminal movesinto the System’s coverage area.COMPARISON: This feature allows to compare IMSI andIMEI data collected during different periods of time, based onrecords in several database files.AUTOMATIC MODE: The system is capable of performingrepeated automatic network scans and storing collectedinformation in separate files/folders.
