Design-Build ManualDefinitionsThis section includes general definitions used within this manual. These definitions are intended tobe for quick reference, and are not intended to be an all-inclusive list of terms used in Design-Buildcontracting. The terms shall have the following definitions unless the context thereof indicates to thecontrary.A B: Method of rewarding a Design-Build Team for completing a project as quickly as possible. Byproviding a cost for each working day, the contract combines the cost to perform the work(A component) with the cost of the impact to the public (B component) to provide the lowest cost tothe public.Addendum: An addition, deletion or modification to the provisions of the Request for Qualifications(RFQ) or Request for Proposals (RFP) made during the procurement process.Alternative Technical Concept (ATC): A confidential process in which a Design-Build Team canpropose changes to GDOT-supplied basic configurations, project scope, design criteria orconstruction criteria included in a Request for Proposals (RFP). These changes submitted byProposers to the GDOT shall provide a solution that is equal to or better than the requirements in theRFP. ATCs provide flexibility in the design and/or construction of a particular element of the projectin order to enhance innovation and achieve efficiency.Apparent Successful Proposer: Proposer with lowest bid for Low Bid projects and highestcombined score for Best Value projects prior to award.Award: The acceptance of the Apparent Successful Proposer, subject to execution and
