Assembly Instructions - PRO-JAXCBUILDING A ONE FRAME HIGH UTILITY SCAFFOLDFor proper assembly, your basic Pro-Jax utility scaffoldmust be comprised of 13 individual parts(plus guard rail panels when required).LetterABCDEPartEnd FrameSide FramePlatform5” Caster2” Snap PinBQty.22144ABAEDSTEP 1Attach side brace B to two end frames A by following this sequence:A)Pull Saf-T-Lok pin at each end of side brace to the disengagedposition. (see decal)B)While holding lock pin in disengaged position, place U- Channelon each end of side brace B around leg of end frame A at desiredplatform height.Release lock pin and be sure that pin fully engages into hole inend frame leg.Push in and rotate Saf-T-Lok counter clockwise until U- shapedend clears the brace locking pin support bracket as shown (LOCKED).To release, push in and rotate Saf-T-Lok clockwise until U-shapedend unseats from around the brace locking pin support bracket asshown (UNLOCKED).C)D)E)LOCKEDUNLOCKEDSTEP 2Attach second side brace B to both end frames A by following the same Step One sequence.WARNING4Both side braces must be positioned at the same height on the frames so that platform is level. Besure all four Saf-T-Lok pins are fully engaged in holes of end frames. Be sure all four Saf-T-Loks are inthe locked position.

However, OSHA requires guard rails for all platforms 10 ft. or higher. Install eachguard rail panel (2 required) into sockets in side braces B and secure with lock pin. Be sure that guardrail gate swings inward over the platform.GUARD RAIL PANELPanel Guard - 1 unit shown(2 required per work level)GUARD RAIL LEGGUARD RAIL SOCKETIN SIDE BRACEUnique design allows the guard railing to stay at theplatform level at all times. Guard railing does not fiton the frame but in the sockets on the platform brace.WARNINGGuard rail must be installed so that gate swings inward over platform. Failure to install guard railproperly may result in serious injury or death! Recheck all side brace lock pins for full engagement andthat the Saf-T-Lok is in the locked position before accessing platform. Recheck platform to be sure itis properly seated within side brace channel and the platform clips are fully engaged before accessing.When accessing platform, climb over top of end frame ladder — do not swing around side of end frame.Swinging around side of end frame will cause scaffold to tip over resulting in serious injury or death.5

STACKING PRO-JAX UNITS FOR ADDITIONAL HEIGHTAccording to OSHA, all scaffolds must be restrained from tipping. This can be accomplished in one of three ways:1. For free standing scaffolds, the maximum platform height must not exceed 3 times* the narrowestbase dimension.2. Guying the scaffold.3. Tying the scaffold to a wall or other solid structure.*Federal OSHA allows a maximum platform height of 4 times the narrowest base dimension. However, Bil-Jax recommendsthat the maximum height be limited to 3 times the narrowest base dimension on all Pro-Jax utility scaffolds.When additional platform height is required on a free standing scaffold, outriggers may be used to extend thebase dimensions. Bil-Jax has different size outriggers available for use with Pro-Jax units. 18” wide outriggersare for use with two-frame high scaffolds and 24” wide outriggers are for use with three-frame high scaffolds.WARNINGWhenever Pro-Jax units are stacked, outriggers are required! Do not use a Pro-Jax utility scaffold over1 frame high without outriggers. Failure to use outriggers will make scaffold more likely to tip overcausing serious injury or death!!BUILDING A TWO FRAME HIGH UTILITY SCAFFOLDIf the platform height needed is between 6’ and 11’ 6”, it will be necessary to install 18” wide outriggersand a second scaffold level prior to use.STEP 1STEP 2Erect the base unit (one frame highscaffold) by following the previousinstruction.Install casters into all four (4) outriggersand secure with snap pin provided witheach caster. Set caster brake.STEP 3Clamp outrigger to end frame at a 90 angle to the side brace. Tightenclamp securely. Clamp must be flushagainst scaffold leg and castersmust be in contact with the surface.STEP 4TOP VIEWSIDE VIEWTIGHTENSECURELYFRAMEOUTRIGGEROUTRIGGERFRAME LEGSTEP 5Add second scaffold levelby stacking end frame overinsert pins in top of base unitend frames. RIGGERBUILDING A THREE FRAME HIGH UTILITY SCAFFOLDIf the platform height needed is over 11’ 6”, it will be necessary to install 24” wide outriggers prior tostacking additional scaffold levels to the base unit.STEP 1STEP 2Erect the base unit (one frame highscaffold) by following the previousinstructions.Install casters into all four (4) wideoutriggers and secure with snap pinprovided with each caster.Set caster brake.STEP 3Clamp outriggers to end frame with two piece clamp. Tighten clamp securely. Clamp must be flushagainst scaffold leg and casters must be in contact with the surface.TOP VIEWSIDE VIEWTIGHTENSECURELYFRAMEOUTRIGGEROUTRIGGERFRAME LEG6'5"STEP 4Add additional scaffold end frames, side braces, platforms, andguard railing (at each work level) per the previous instructions(Building a One Frame High Scaffold and Building a Two FrameHigh Scaffold). Side braces should be evenly spaced in pairsthroughout the scaffold tower.WARNINGThere must be a minimum of two side braces installedin each scaffold level and evenly spaced throughout thescaffold. Lack of adequate bracing could cause scaffold tocollapse with serious injury or death to the user.6'5"7

ADDITIONAL COMPONENT AVAILABLEINSTALLATION OF WIDE BASE EXTENSIONInstall by inserting base frame into vertical channels of wide baseextension. Pin into place with snap pins.73 1/2"WIDE BASE EXTENSIONDISMANTLING NOTESAS ADAPTED FROM THESCAFFOLDING, SHORING & FORMING INSTITUTE (SSFI)The work of dismantling scaffolding should be under the supervision of an individual with proper experience and aptitude (competent person). The following should be observed while dismantling.1. It shall be the responsibility of employees to read and comply with the following common senseguidelines which are designed to promote safety in the dismantling of scaffolding. These guidelinesdo not purport to be all inclusive nor supplant or replace other additional safety and precautionarymeasures that may be necessary to cover usual or unusual conditions.2. Check to see if scaffold has been structurally altered in any way which would make it unsafe; and, ifso, reconstruct where necessary before commencing with the dismantling procedures.3. Dismantle scaffold from the top down. Begin by removing all accessories from that section beingdismantled at the time.4. On stacked scaffolds do not remove ties and braces until dismantling has reached the section towhich they are attached.5. Always work within the inside of the scaffolding.6. When moving up or down the scaffold do not climb on ties, braces or unbraced components. Climbover the top of the end frame. Do not swing around outside of the end frame.7. Be sure that area below is clear of personnel not involved in the dismantling and is secured againstunauthorized access.8. Lower scaffold components in a safe manner as they are dismantled. Avoid dropping or throwingthe components as this could result in injury to personnel below, or damage to the equipment.9. Use energy absorbing lanyards and full body harness when feasible.8

MAINTENCE PROCEDURESFor Pro-Jax Utility Scaffold ComponentsThe following recommendations for maintenance are generalized and not intended to cover every specific situation or component. Safe Practices and common sense should be followed at all times. In case ofdoubt as to the best maintenance procedures to follow, please contact your Bil-Jax scaffold supplier.IMPORTANT1. SCAFFOLDING EQUIPMENT SHOULD NOT BE ALTERED OR MODIFIED FROM ITS ORIGINALCONFIGURATION WITHOUT CONSULTATION WITH THE MANUFACTURER. EQUIPMENT WHICH ISDAMAGED OR BECOMES DAMAGED DURING USE, HANDLING, OR SHIPPING SHOULD BE SET ASIDEAND NOT USED.2. PERTINENT OSHA REGULATION CFR 1926.451(a) (8) states: “Any scaffold including accessories suchas arm braces, screw legs, ladders, brackets, etc. damaged or weakened from any cause shall beimmdiately repaired or replaced.”3. ANY SCAFFOLDING WILL BE HANDLED BY NUMEROUS PARTIES after it leaves the manufacturer/supplier. The ultimate responsibility of avoiding the use of damaged equipment rests with the finaluser who has custody of it. Avoidance of hardship or inconvenience never justifies the use of daaged scaffolding equipment, which may result in severe injuries to personnel using such scaffolds.4. Always read and follow Scaffolding Safety Rules accompanying these instructions or separatelyavailable at your request.VISUAL INSPECTIONEQUIPMENT WITH THE FOLLOWING OR OTHER TYPES OF DAMAGE, SHOULD NOT BE USED UNTIL PROPERLYREPAIRED, OR REPLACED. CHECK ALL COMPONENTS FOR:B. Welds that appear excessively rusty.G. Platforms with bent, missing or broken edgeprotection, support braces, or damagedplywood.C. Broken welds or cracks at or adjacent toa weld - sometimes discernible as a thinrust line.H. Casters with missing or damaged brakingmechanism, damaged or loose wheels,axles, or stems.D. Cracks around part or all the circumference of tube members, not necessarily at aweld site. Rust line may be a visual “telltale.”I. EXCESSIVE RUST - (also see para. (B) under“Other Considerations”). The strength ofexcessively rusted components is notknown.A. Straightness of members.E. Tubular members that are crushed,flatened or kinked. End frame, arm braces,and other members having this kind ofdamage may no longer be able to supporttheir intended design loads.F. Arm braces with broken or cracked welds,distorted shape or with broken or dformed U-channel. Arm braces with damaged or inoperable lock mechanismsincluding broken spring. Arm braces immediately support platforms and personneland must always be checked very carefully.If in doubt, do not use.J. End frames or other components with broken welds, missing parts, or which are bent,bowed, or out of alignment. Replace missingparts before use (see note (G) following).K. Paint surfaces which are cracked and/orshow areas where the paint has “crazed”;such signs may indicate prior damage andsubsequent straightening. Such damagemay also have overstressed the metal andweakened it.(Continued on next page)9

MAINTENANCE PROCEDURES (CONTINUED)REMEDIES AND REPAIRSA. Bent or distorted members may be coldstraightened only - NEVER USE HEAT TOSTRAIGHTEN SCAFFOLDING COMPONENTS.After straightening, inspect the metal fordeveloped cracks; if it still shows kinks ordepressions, it has been weakened at thatpoint and should not be used until rpaired, if repairs are possible.B. Broken welds at tubular or other jointsmay be repaired. The entire weld aroundthe joint must be repaired - not merely thebroken portion.C. Splits along original seams of tubes maybe rewelded if they do not extend morethan 11/2” along their seams.D. Cracks around part or all the circumference of a tube may never be repaired bywelding. Do not use components with thistype of damage.E. After rewelding, smooth the weld, removethe scale, clean the surroundingheat-afected zone, and repaint the wholearea. Rewelded areas will usually rust morequickly than the surrounding painted areas.Worn or old paint still provides someprotection.F. When replacing broken weldments, lockpins, springs, and other missing parts,always use the proper parts obtained fromthe original manufacturer/supplier orauthorized agent. Substitution of otherparts or makeshift devices may impair thefit with other components and may createuserhazards.G. End frames and other major componentsthat are more than 2” out of line are generally beyond straightening. Componentswhich are difficult or impossible to connect together may be slightly bent, bowed,or racked out of line, and should bestraightened before reusing. NEVER FORCECOMPONENTS TO MAKE THEM FIT!NOTE: ALL WELDING MUST BE DONE BY CERTIFIED WELDERS ONLY!OTHER CONSIDERATIONSA. RUST. Some rusting of steel components isnormal over a period of time, especially inareas where paint has been scraped off dueto normal use and handling.B. EXCESSIVE RUST - evidenced by pitting,flaking or powdering to the touch indicatedthat some of the parent metal has beeneaten away. Such components are of uncertain strength and should not be used.C. Certain types of atmospheric contamination, such as from salt water, power plants,paper pulp mills, petrochemical and copperor similar processing plants may severelycorrode steel after relatively short exposures. Such corrosion may appear to berust but is often of a brighter or differentcolor than normal. Equipment of an unusual color, all over or in parts, must bechecked for chemical corrosion or contamination. It is dangerous to continue to usesuch corroded components.10D. Equipment exposed to fire or undue heatmay exhibit a gray, or smoke-blackenedappearance combined with possibleblistering paint. Such heat generally affectsthe strength of the material and makes itdangerous to continue its use.E. Heat or corrosion-damaged equipment is ofuncertain strength, which may only bedeterminable by destructive testing of allequipment suspected of being so damaged.EQUIPMENT SUBJECT TO DESTRUCTIVETESTS CANNOT BE RETURNED TO SERVICE.F. The performance of all equipment is iproved by regular maintenance, such asremoval of plaster and other constructionmaterials, lubrication as appropriate anpainting periodically. If repainted, dipping orspraying by a method which assures that thepaint gets to the inside of tubular membersis recommended. Always thoroughly inspectfor cracks and other damage before repainting.

SCAFFOLDING SAFETY RULESSERIOUS INJURY OR DEATH MAY RESULT FROM IMPROPER ERECTION OR USE of scaffolding equipment.Erectors and users must be familiar with and follow safe practice and the Safety Rules contained herein. TheseSafety Rules cover generalized situations only and do not purport to be all-inclusive, nor to supplant or replaceother additional safety and precautionary measures that may be necessary to cover the many usual or unusualspecific conditions encountered during installation, use and removal. The Rules are not intended to conflictwith, or supersede the requirements of OSHA or any other governmental regulations, codes and ordinances;the user must refer to and comply with all such specific provisions of law.A. FOLLOW SAFE PRACTICE, THE SAFETYRULES AND COMPLY WITH OSHA andall other federal, state and local regulations, codes and ordinances pertaining toscaffolding during any use of the equipment.B. THE POTENTIALLY HAZARDOUS NATUREOF SCAFFOLDING ERECTION WORK makesit important that all personnel assigned tothis work be instructed in these SafetyRules, safe practices and procedures andbe under the supervision of an experiencedand knowledgeable person. Assure thatthese Safety Rules are posted conspicuouslyand that all persons erecting and using thescaffold are aware of and follow them.I. ALWAYS SUPPORT SCAFFOLDS FROM ASOUND, STABLE SURFACE and assure that itis adequate to support the intended scaffoldloads. Never support scaffolds on unstable,loose objects which could tip, break orbecome dislodged.J. LIFT AND LOWER COMPONENTS CAREFULLYAND SAFELY; use tag lines when appropriateto the handling method. Never allow excessive quantities of components to be stockpiled on partially complete scaffolds. Stockonly sufficient components consistent withthe progress of the work. Lower dismantledcomponents as soon as possible. Never dropcomponents deliberately.C. REPORT ANY UNSAFE CONDITIONS TOSUPERVISORS. Do not work or allow persons to work on scaffolds when sick orsuffering from dizziness, unsteadiness orother physical symptoms which could affecttheir ability to work safely.K. THE TYING OF THE SCAFFOLD TO THE STRUTURE IS OF GREAT IMPORTANCE TO thestability and safety of the scaffold. Assurethat the structure to which the scaffold is tiedor anchored is capable of safely supportingall loads imposed by the scaffold.D. INSPECT ALL EQUIPMENT BEFORE USING.Never use any equipment which is damaged, defective or deteriorated in any way.L. FREE STANDING SCAFFOLDS other than wallscaffolds must be restrained from tipping byguying or other means or otherwise stabilized as appropriate, recognizing that stabilityis essential to the safety of the scaffold.E. INSPECT ERECTED SCAFFOLD FREQUENTLYand be sure that they are maintained in safecondition, that scaffold connections have notbecome loosened and that componentshave not been improperly released orremoved.M. INSTALL GUARDRAILS, MID-RAILS, ANDTOEBOARDS at all openings, open sides andends of every work platform when recommended or required.F. MAINTAIN ALL EQUIPMENT IN GOOD REPAIR.Never use corroded or excessively rustedequipment; the strength of such equipmentis not known.N. NEVER USE LADDERS OR MAKESHIFTDEVICES on tops of scaffold to increase theheight. Never place plank on or stand onguardrails and mid-rails.G. CONSULT YOUR SCAFFOLDING SUPPLIERWHEN IN DOUBT. NEVER TAKE CHANCES.O. POWER LINES NEAR SCAFFOLDS AREDANGEROUS. Use extreme caution and consult the power service company to have thelines de-energized, insulated or otherwiserendered safe. Never allow any installation oruse of scaffolds until this is done.H. ALWAYS READ THESE SAFETY RULES in conjunction with the safety packet accompanying them or separately available fromBil-Jax scaffold upon request.REFER TO AND COMPLY WITH ALLOWABLE LOAD DATA SHOWN ON PAGE 3.11

P. WHEN ANY CANTILEVERS ARE USED,such as brackets, etc., proper care and precautions must be taken to prevent tipping ofthe scaffold.f. Apply pulling or pushing forces at thebottom end frames and as close to thescaffold base as possible. Never attempt tomove scaffold from on top.Q. FOR ROLLING SCAFFOLDS FOLLOW THESEADDITIONAL SAFETY RULES:a. Never ride rolling scaffolds.g. If rolling scaffolds are used outdoors,care must be taken to assure that theycannot become unstable due to wind orother conditions.b. Remove all materials and equipment fromthe scaffold before moving.c. Lock caster brakes at all times the scaffoldis not being moved.d. Do not attempt to move rolling scaffoldswithout sufficient help and roll on levelsurfaces only. Watch out for holes or floorobstructions and for overhead obstructions, including power lines, energizedcraneways, and other hazards.R. DO NOT OVERLOAD SCAFFOLDS. Refer to anddo not exceed the scaffold load data shownon page 3. For further information relativeto specific scaffold installations that do notfall within this data, consult your Bil-Jaxsupplier.S. BECAUSE OF DIFFERENCES IN DESIGN ANDFIT, do not intermingle scaffold componentsof different manufacture.e. The maximum platform height of a rolling scaffold must not exceed four (4)times the narrowest dimension. Checklocal State/ OSHA Regulations for otherheight/base limitations such as 3:1 inCA,OH, OR, MT and ME. Comply withthese regulations by appropriately widening and/or lengthening the scaffold atthe lower levels so that the above proportions are not exceeded.
