These have resulted in notableachievements. In spite of these, the procurement system in Ghana continues to grapple with a number of weaknesses and bottlenecks, including weak procurement capacity in both the Public and Private sectors as well asthird- party monitoring organizations.These challenges can be attributed to the absence of credible arrangements for Contract Administration. Public Procurement Authority: Electronic Bulletin Jan-Feb 2020PERSONALITY PROFILEFrank Mante is the Acting Chief Executive Officer (CEO) of the Public Procurement Authority (PPA), the Institution responsible for the regulation of public procurement in Ghana.Prior to joining PPA, Frank work as the Procurement Director at the Millennium Development Authority (MiDA),Ghana, between 2018-2019. He was responsible for all the procurement and contract administration activities forthe US 535million MiDA Power Compact, with the support of the Procurement Agent and the Procurement Unit.Frank also worked with Crown Agents Ghana Limited between 2012-2017 as the Project Procurement Manger,Team Leader and Country Manager during which period, he provided procurement support to DFID, USAID, JSI,AfDB, Ecobank Group and many public institutions in Ghana. Frank has over 22 years’ working experience inGhana, the West African sub-region and the United Kingdom, having worked in different institutions. In additionto procurement, he has a background in banking, marketing/sales and in the field of academia.Frank holds the following professional and academic qualifications: Fellow of the Chartered Institute of Procurement & Supply (FCIPS, CIPS-UK), Certified Professional in Supply Management (CPSM) from the Institute forSupply Management (ISM-USA), Chartered Member of the Chartered Institute of Logistics and Transport(CMILT,CILT-UK), Master of Laws (LLM) in Public Procurement Law and Policy at the School of Law amongothers.He is a Family man with two lovely children. Public Procurement Authority: Electronic Bulletin Jan-Feb 2020E-PROCUREMENT – PHASE II IN THE OFFINGFollowing the launch of Ghana’s Electronic Procurement System dubbed “GHANEPS” by the VicePresident H.E Dr Mahamudu Bawumia on April 30, 2019, the Public Procurement Authority continue toH.E Dr. Bawumia during the launch of GHANEPSstrive in its efforts to digitize the public procurement in the country.This comes in the wake of Ghana’s national agenda to digitize the economy in order to facilitate thedelivery of government services, formalize the economy and deal with matters of corruption. This newera of using Information Communication Technology (ICT) for delivery of public service can also befound in other public services such as the Ghana Revenue Authority (GRA), Registrar General’sDepartment, Judicial Service, and Immigration Service among others. A few practitioners and officers are skeptical about the system and its ability to runsmoothly whiles Suppliers, Contractors and Consultant are being trained in readiness to use the system.To this end the Authority is embarking on site visits to these entities to interact with them and provideGo-Live Support needed for smooth implementation.GHANEPS is being supported by the World Bank through the Ministry of Communications under the eTransform Project.
