Crime in Delaware: 2015 – 2019 is the official report of serious crimes known to Delaware lawenforcement from 2015 through 2019. The report provides extensive data about crime at stateand county levels. This supplement reflects an evolving effort within the Crime in Delawarereporting process to provide extensive crime data about the City of Wilmington.The methods used to prepare and analyze Wilmington’s data are the same as those describedin the main Crime in Delaware report, with one exception: data for Wilmington’s twoenforcement agencies—the Wilmington Police Department and the Wilmington Fire Marshall—were first merged before analyzing the city’s data.In this supplement, tables and figures with summary level data about offenses, clearances, andarrests are presented first. These are followed by detailed data tables with counts of offenses,clearances, and adult and juvenile arrests (Tables 3 – 6). Summaries of key findings from eachlevel of data are also included and precede the two sections.Delaware NIBRS data reports for 2019 were downloaded from the Delaware Department ofTechnology and Information secure document library on March 27, 2020.Note to the reader:Crime in Delaware in previous years made a distinction between “Preliminary data” and “Final data.”This was due to the fact that offense totals would fluctuate for 12-18 months after the reportingperiod ended. The Center’s data stability check of 2018 data indicates statistically inconsequentialfluctuations in offenses of 0.2% over almost 12 months; therefore, updated data for 2018 were notdownloaded. Wilmington Serious Crime At-a-Glance 2015 – 2019Overall, 1,277 fewer Group A offenses were reported in Wilmington in 2019 compared to 2015,a decline of 11.1%. There was a small increase in 2016 before returning to a downward trend(see Table 1 and Figure 1). All major crime categories were lower in 2019 compared to 2015,with the greatest declines in Violent Offenses (24.5%) and Other Property Offenses (5.3%). DrugOffenses and Serious Property Offenses declined during this period by 5.1% and 2.9%. Longterm trends since 2008 can also be seen in Figure 1A. Figure 1B shows the same long-termtrends, but at a different scale, in order to see the four categories more clearly.The most frequently reported offenses in the city were Assault; Larceny; Destruction, Damage,and Vandalism of Property; Drug/Narcotic; Burglary; and Weapon Law Violations. PropertyDamage has been on an overall downward trend despite a spike in 2016. The number ofhomicides in 2019 (25) is a slight increase from the 2018 low but remains down from a high in2017 (34). Assault has been on a downward trend despite a sharp rise in 2015. Total DrugOffenses had been on a multi-year decline but has seen a slight increase since 2018. Patternsfor the other three offenses were more mixed. Long term trends since 2008 can be seen inFigure 2.2019 offenses in all crime categories except drugs, were cleared at slightly higher ratescomparable to those from 2015 through 2018 (see Table 1 and Figure 3). Overall, 38% of alloffenses committed in 2019 were cleared by the end of the calendar year. Long term clearancetrends as recorded by the end of the given year can also be seen in Figure 3.The number of adult arrests has been steadily decreasing since 2015 (7%) while juvenile arreststrends have been more mixed. Coincidently, total arrests for Drug Offenses decreased 22%. Thisis similar to the overall state arrest trends and is partially attributed to the marijuanapossession statute changes that decriminalized marijuana possession in certain situations andcircumstances. Long term trends in arrests can also be seen in Figure 3.Drug Offense ChangesNote: In December 2015, Delaware passed legislation that decriminalized certain marijuanapossession offenses. Depending on various circumstances, these offenses are civil offenses. Due tothe Federal Government still recording these offenses as criminal, they are part of the Drug Offensetotals in this report. A Detailed Look at Crime in WilmingtonThe following section provides more detailed information about serious crime in Wilmington.Included is a summary of notable findings for specific crimes within the four crime categories(Violent Offenses, Serious Property Offenses, Drug/Narcotic Offenses, Other Property & SocialOffenses) along with tables that provide detailed counts of Offenses, Clearances, and Adult andJuvenile arrests.Crime in Delaware 2015-2019 Wilmington SupplementPage 9

Violent Offenses The number of 2019 Criminal Homicides (25) is the second lowest for the five-yearreport period but is a small increase from 2018 (23).Forcible Sex Offenses were 62% lower in 2019 as compared to 2015, and a low for thereport period.Assault and Robbery Offenses both decreased (23% and 28% respectively) compared to2015. Both saw five-year lows in 2019.Assault Offenses that involved the use of a firearm were 4% lower in 2019 compared to2015 and is at a report period low. Robbery with a Firearm Offenses are also at a lowpoint for the five-year period. While not reported in the NIBRS data, most criminalhomicides in 2019 involved the use of a firearm.Note: Beginning in 2019, the FBI began counting Vehicular Homicides under the Criminally NegligentHomicide category. Those offenses were not previously included in the NIBRS Homicide summarytotals. This change did not affect Wilmington Homicide totals for 2019.Serious Property Offenses Burglary offenses were 20% lower compared to 2015.The number of all Larceny Offenses in 2019 was relatively flat compared with 2015 butdid see a 14% decrease from a high in 2018.Within that subcategory of crime:o The number of Theft from a Building Offenses was 21% lower than 2015.o The number of Shoplifting Offenses increased 70% from 2015 numbers.o The number of Theft from a Motor Vehicle decreased 9% over the same period.Drug/Narcotic Offenses Drug Equipment Offenses were 36% lower during this period, while Possession chargeswere 1% higher.Equipment Offenses were at a report period low, but Possession Offenses were at ahigh.Other Property and Social Offenses The number of Fraud Offenses was 18% lower in 2019 compared to 2015.The number of Destruction, Damage, Vandalism of Property Offenses were relatively flatwith 2015, despite a rise from 2016 to 2018.Weapon Law Violations were 14% lower compared to 2015.
