Through serving the educational needs of New Mexico’s diversepopulation, NMSU has provided comprehensive programs of education,research, extension education and public service. Upon its founding, NMSU wasknown as Las Cruces College and later renamed New Mexico College ofAgriculture and Mechanic Arts. In 1960, the constitution of New Mexico formallyrecognized the institution as NMSU. Today, NMSU is a major institution of highereducation.Throughout its history, the university has preserved many traditions ofits land-grant origin while also increasing emphasis on the fine arts, humanities,social and natural sciences.ACCREDITATIONNew Mexico State University has been accredited since 1926 by The HigherLearning Commission and is a member of the North Central Association. (NCAmay be contacted at 30 North LaSalle St., Suite 2400, Chicago, IL 60602-2504 and(800) 621-7440.) The university was accredited in 1954 by the AmericanAssociation of University Women.In addition, the Student Affairs and Enrollment Management division has twoaccredited departments. The Counseling Center is fully accredited by theInternational Association of Counseling Services (IACS), and the Student HealthCenter is accredited by the Accreditation Association for Ambulatory Health Care(AAAHC).Various academic departments and programs are accredited separately byindependent accreditation agencies. These may be found at the beginning ofeach college section.ADMISSIONSA student may be accepted for undergraduate admission to NMSU as either: A degree-seeking student or A nondegree student under the policies and conditions as set forth in thissection.REGULAR ADMISSION DOMESTIC STUDENTSRequirements for admission as a regular student include the following: A formal application for admission, accompanied by a one-time 20nonrefundable application fee. An official transcript with the student’s high school credits is to be sentdirectly from the high school to the Undergraduate Admissions Office.Students who attended a college or university while in high school mustrequest to have those official transcripts(s) forwarded directly to theUndergraduate Admissions Office by the Registrar of each college orany post-secondary educational institution previously attended. Official results of the American College Testing Program (ACT) orScholastic Aptitude Test (SAT) are to be sent directly from the TestingCenters of the Undergraduate Admissions Office. All freshmanapplicants are required to submit scores from either the ACT or the SATbefore a final admission is granted.Qualifications for undergraduate admissions to NMSU are as follows: Graduation from any state high school or academy in the United Statesaccredited by a regional accrediting association or approved by a statedepartment of education or state universities. Cumulative high school grade point average of at least 2.75 Ranked in the top 20% of their graduating class ACT composite score of 21 or SAT composite score of 990Minimum high school requirements:English4 units*Science2 units beyond general scienceMathematics4 units**Foreign language or fine arts1 unit*Must include at least 2 units of writing-intensive courses one of which must be ajunior or senior-level course.**Completion of Algebra 1, Geometry, Algebra 2, and one additional math course.When reviewing a students application, we consider many factors, including:high school GPA, test scores, dual credit coursework, leadership experience,community involvement and other accomplishments. Applicants may be asked foradditional information, including academic letters of recommendation to supporttheir application.HOME SCHOOL STUDENTSStudents enrolled in a home school program may be accepted to NMSU if theymeet the requirements for regular admission as previously stated. In addition, thehome school educator must submit a signed transcript or document that lists thecourses completed and grades earned by the student, as well as, indicate thedate the student completed or graduated from the home school program. Homeschool students who are New Mexico residents and wish to participate in theLottery Success Scholarship program are required to submit official New MexicoGED or HiSET test results in English.ADMISSION BY GED OR HISETAny student that has successfully completed the General Education Development(GED) test or HiSET test can be considered for admission. Satisfactory scoreseither the GED or HiSet tests and the American College Program (ACT) test arerequired; as well as, a review of minimum high school unit requirements.Students must complete the GED and HiSET in English. Students are required tosubmit an official high school transcript showing the student’s academicprogress prior to the completion of the GED or HiSET, along with the GED orHiSET scores.PROVISIONAL ADMISSIONA provisional student in his/her semester, earning less than a 2.0 grade-pointaverage, but more than a 1.0 grade-point average in at least the minimum numberof credits as stated above, may continue for one additional semester. However, aprovisional student who fails to attain a 2.0 grade-point average during theirsecond semester will be denied further attendance. Students who are deniedfurther attendance may reapply to NMSU after they have completed a minimumof 24 credits with a 2.0 GPA at another regionally accepted institution.AGGIE PATHWAYSApplicants who do not meet NMSU–Las Cruces campus admission requirementsmay apply to participate in the Aggie Pathway to the baccalaureate program atany of the NMSU community colleges. Aggie Pathway students may transition tothe NMSU–Las Cruces campus after successful completion of any requireddevelopmental education courses and 24 degree credits with a 2.5 cumulativecollege GPA. Then he/she will follow an individualized study plan developed inpartnership with an academic advisor. The plan typically includes study skillscourses, developmental education courses and/or general education courses.

For moreinformation, go to http://aggiepathways.nmsu.edu, or call 575-646-8011.DUAL CREDIT FOR HIGH SCHOOL STUDENTSThe Dual Credit Program is designed to give high school students an opportunityto enroll at NMSU prior to high school graduation. Students must be either ajunior or senior in high school and enrolled in one-half or more of the minimumcourse requirements approved by the following: Public Education Department in a New Mexico public school district; Locally chartered and state chartered charter school; State-supported school; Be in physical attendance at a bureau of Indian education-funded highschool at least three documented contact hours per day.Under Senate Bill 158 signed by the Governor and effective July 1, 2014, supportfor dual credit privileges at post-secondary institutions is now available forprivate and home school-eligible students. Under a Statewide Dual Credit MasterAgreement between NMSU and the school district, students enrolled in approveddual credit courses are eligible to have the full cost of tuition and general feeswaived.Dual credit students must complete: the Undergraduate Admission Application;provide official high school transcript and official ACT or SAT scores to theUndergraduate Admissions Office; and complete the State of New Mexico DualCredit Request Form. Requirements to be admitted to the dual credit or earlyadmission programs are high school grade point average (GPA) of 3.0 and an ACTcomposite of 23 or equivalent SAT score and substantial progress towardcompletion of the following high school courses: 4 units of English, 4 units ofMath (Algebra 1, Geometry, Algebra 2, and one additional math course), 2 units ofScience (beyond General Science), 1 unit of foreign language or a unit of finearts.READMISSION (DEGREE SEEKING)Former students of the NMSU system, who have been out of school for more thantwo consecutive semesters are required to make a formal application forreadmission. Applications should be submitted to the Undergraduate AdmissionsOffice at least 30 days before the opening of the semester or summer sessions forwhich the student plans to enroll.A student who have attended other institutions during an absence must haveofficial transcripts forwarded directly to the Undergraduate Admissions Office bythe Registrar of each institution and must be eligible to return to the college oruniversity last attended. Transcripts must be received prior to the date ofregistration. Admission status at the time of readmission will normally bedetermined by previous NMSU academic standing. However, academicperformance at other institutions attended during the applicant’s absence fromNMSU may be taken into consideration in determining the student’s admissionstatus.NONDEGREE ADMISSIONNondegree admission is designed to meet the needs of non-traditional, part-timestudents who do not wish to pursue a degree at this university. Courses taken inthis status may not be used to meet university admission requirements. Studentsinterested in using nondegree credit for initial teacher certification orcertification in a new field need to contact the College of Education. Alsostudents who wish to take a course without receiving a grade may choose toaudit courses with the consent of the instructor, provided the facilities are notrequired for regular students.Students on nondegree status are ineligible to receive financial aid or studentemployment; and are ineligible to participate in student government orintercollegiate athletics. They are also ineligible to receive benefits from anyveterans’ program.Transcripts from previous institutions, high school, and/or results of collegeentrance exams may be required to assure readiness for university-level courses.A 20 one-time, non-refundable, nondegree application fee is required.Nondegree students are subject to the same university regulations as regularstudents.Changing from Nondegree StatusA nondegree student in good academic standing at NMSU must submit a formalapplication for a change of status from nondegree to degree seeking.Requirements for regular admission must be met. Nondegree students may nottransfer more than 30 credits from this status to any undergraduate degreeprogram with the exception of students participating in a high school concurrentenrollment program.NEW STUDENT ORIENTATIONAt New Student Orientation events students will attend information sessions,meet with an academic advisor and register for classes. Students will also learnmore about college life and campus resources.For information, please contact the Aggie Welcome and Orientation Office at(575) 646-4496 or (575) 646-8038 and can be reached via email at awo@nmsu.eduor http://awo.nmsu.edu/.WESTERN UNDERGRADUATE EXCHANGE PROGRAM (WUE)The Western Undergraduate Exchange Program (WUE) offers U.S. Citizen orpermanent resident and nonresidents of New Mexico a reduced tuition rate.Students from participating WUE states, who are eligible for regular admission toNMSU, will be charged 100% regular resident tuition rate, plus any fees that allstudents are required to pay. WUE states include Alaska, Arizona, California,Colorado, Hawaii, Idaho, Montana, Nevada, North Dakota, Oregon, South Dakota,Utah, Washington, Wyoming and the Commonwealth of the Northern MarianaIslands. Students must be classified as degree-seeking students at the NMSU Las Cruces campus and be in good academic standing.APPLICATION MATERIALSAll documents submitted as part of the official admissions process becomeproperty of NMSU and will not be returned to the student. Application materialsare retained for one calendar year for students who apply but do not attend.APPLICATION DEADLINESApplications for admission should be sent to the Undergraduate AdmissionsOffice at least 30 days before the beginning of the regular semester or summersessions in which the student intends to enroll. The deadline for application toNMSU's Nursing Program is February 1st for the fall semester and September 1stfor the Spring semester.OUT-OF-STATE STUDENTS AND LEGAL JURISDICTIONBy applying for admission/enrollment, both the student and parents agree thatNew Mexico law prevails and all litigation will be in federal court in New Mexicoor in state court in Doña Ana County, New Mexico.NMSU GRADUATION AND RETENTION RATESThese rates may be found on the NMSU Institutional Research web site NTACT INFORMATIONFor more information, contact the Undergraduate Admissions Office, MSC 3A;New Mexico State University; PO Box 30001, Las Cruces, NM 88003-8001(575) 646-3121; http://admissions.nmsu.edu/TRANSFER STUDENTSTransfer students from other colleges or universities may be accepted forundergraduate studies if they have completed at least 36 college credit hourswith a cumulative GPA of at least 2.0. Students who have earned 35 or fewercollege credits must fulfill the freshman admission requirements and have atleast a 2.75 overall grade point average in college.COMMUNITY/JUNIOR COLLEGE TRANSFERSCommunity/Junior college transfer students may be admitted and classified onthe basis of acceptable credits earned at a two-year institution. However,transfer students are subject to the same graduation requirements as all NMSU

This includes the required minimum number of48 upper division credits from courses numbered 300 or above and therequirement that the last 30 credits must be earned through this university.for New Mexico State University are listed in the required courses section of thiscatalog.TRANSCRIPTSTo facilitate the transfer of courses within certain degree programs, New Mexicocolleges and universities have collaborated to develop transferable disciplinemodules. These are made up of an agreed upon number of hours and courses.When discipline module courses are taken in addition to the 35 hour generaleducation core, the total number of hours in a transfer module are approximately64.A transfer student must have official transcripts forwarded directly to theAdmissions Office by the Registrar of each college or educational institutionpreviously attended. The ACT or SAT may be required of students who have notearned credit for the first semester of college English. A student who concealsthe fact that he/she has attended another college or university, and who has nothad the Registrar submit a transcript for each institution whether or not creditwas earned, will be subject to immediate suspension. Transcripts must bereceived before the date of registration. NMSU will uphold academic and judicialsuspensions from other colleges and universities.TRANSFER OF CREDITS AT NMSUNMSU evaluates courses from postsecondary institutions that are regionallyaccredited or are candidates for regional accreditation. Provided the classestaken are similar or equivalent to courses offered at NMSU, credits will bematched for coursework completed with a grade of D or better. However,colleges or departments may choose to accept only courses graded C- or higherwithin their programs. Each college determines which transferred courses areapplicable toward a degree or a minor. Grades earned in courses taken at otherinstitutions are not included in the calculation of the NMSU GPA, except forgrades earned by approved National Student Exchange students.Any lower-division course from another institution receiving transfer credit fromNMSU at the 300 or above level will be evaluated on a case-by-case basis.Transcripts may need to be reevaluated when students transfer from one NMSUcollege to another.Currently enrolled students who do not receive a passing grade for a class takenat NMSU can receive transfer credit for the course taken at an outside institution.However, the student may not receive the credit for the equivalent NMSU course.EVALUATION OF TRANSFER CREDITSOnce a student has been admitted to NMSU, an evaluation of credits on acourse-by-course basis is submitted to the college (by the University Registrar'sOffice) to which the student is admitted. The student’s academic dean approveswhich transfer courses are acceptable toward a degree or a minor.Credits from non-accredited institutions may be evaluated by the student’sacademic dean after the student has completed two semesters in full-time statuswith satisfactory grades.Currently enrolled students must obtain prior approval from their academic deanbefore work taken at another institution may apply toward meeting graduationrequirements.TRANSFERRING COURSES TO FULFILL THE NEW MEXICO GENERALEDUCATION COMMON COREDuring the 2005 New Mexico Legislative session, Senate Bill 161, consistent withrequirements of state law (Chapter 224 of the Laws of New Mexico, 1995 asamended) was signed into law to further enhance and facilitate the articulation ofgeneral education courses among New Mexico’s colleges and universities. Inaccordance with policies established by the New Mexico Higher EducationDepartment, designated general education core courses successfully completedat any regionally accredited public institution of higher education in New Mexicoare guaranteed to transfer to any New Mexico public institution. Students whohave decided on a major and/or an institution at which to complete their studiesshould consult with an academic advisor at that particular institution todetermine the most appropriate course selections. Students enrolling for the firstyear of study at a New Mexico college or university and considering possibletransfer into a certificate and/or degree program at another institution areencouraged to take the courses approved for transfer during their freshman andsophomore year of study.The core matrix of approved courses guaranteed to transfer and meet generaleducation requirements at any New Mexico college or university can be found onthe New Mexico Higher Education Department web site at:www.hed.state.nm.us. Courses are listed by institution, whether university orcommunity college, under each of the five general education areas. The coursesTRANSFERRING COURSES WITHIN DEGREE PROGRAMSFor information on the transferable discipline module for Business, see theCollege of Business chapter. For information on the transferable disciplinemodule for Early Childhood Education, see the College of Education chapter.Information on all available statewide transfer modules can be found on the NewMexico Higher Education Department web site at www.hed.state.nm.us.RELIGIOUS CENTER COURSES IN RELIGIONCourses in religion, offered by the various religious centers through highereducational institutions with which they are affiliated, are open to all students,and these or similar courses from other universities may be transferred for creditto this university. Registration for these courses in religion is separate fromNMSU’s registration and is conducted by the religious center offering the course.No more than 6 credits in such courses may be transferred to NMSU. If a studentwishes to have earned credits transferred to NMSU, the following proceduresmust be observed: Obtain written approval from the academic dean prior to registration for thecourse at the religious center Count the credit in the course as part of the total semester load Following completion of the course, request that the institution granting thecredit send a transcript of the credit to the registrar at NMSUNATIONAL STUDENT EXCHANGE (NSE)Courses transferred back to NMSU by students participating in the NationalStudent Exchange (NSE) Program will be evaluated as NMSU courses andrecorded on the student’s academic record. All computable grades earned willbe included in calculating the student’s cumulative grade point average.TRANSFER CREDIT APPEAL PROCESSAll New Mexico public post-secondary institutions are required to establishpolicies and practices for receiving and resolving complaints from students orfrom other complainants regarding the transfer of coursework from other publicinstitutions in the state. A copy of NMSU’s transfer credit policy may be obtainedfrom the University Registrar's Office or from the Deputy Secretary for AcademicAffairs, Higher Education Department, 2048 Galisteo St., Santa Fe, New Mexico87505-2100.STUDENT RESPONSIBILITYPlanning for effective transfer with maximum efficiency is ultimately the student’sresponsibility. Responsible transfer planning includes early and regularconsultation with the intended degree-granting institution to assure that all pretransfer coursework will meet the requirements of the desired degree.INTERNATIONAL STUDENTSThe general policies of the university as outlined in this catalog apply tointernational as well as domestic students. However, some special policies arerequired by federal laws applicable only to international students.An international student is any individual attending NMSU while present in theUnited States on a non-immigrant student visa. Legal immigrants or refugeesmust present documentation of their status either to University Admissions or tothe International Student & Scholar Services (ISSS) Office.

GENERAL INFORMATION 7U.S. CITIZENSHIP AND IMMIGRATION SERVICES (USCIS)The United States Department of Homeland Security has established rules forstudents in non-immigrant status, such as those with F-1 or J-1 visa types. someof these rules include:1. Each student must maintain full-time student status for both the fall andspring semesters.2. International students may not work off campus without authorization. Oncampus employment may be authorized under certain conditions.3. All international students must maintain an up-to-date record in the ISSSOffice. This record must indicate the student’s current living addressand local phone number.4. Prior to admission, a prospective international student must demonstratethe following: Academic ability to succeed in the chosen course of study Adequate financial support to complete the chosen course of study Adequate command of the English language to maintain legal status asa full-time student for the fall and spring semesters.UNIVERSITY PROCEDURES FOR INTERNATIONAL STUDENTSRegular Undergraduate Admission and English RequirementsAfter regular and full admission to an NMSU degree program, each internationalundergraduate student is administered an English Language Proficiency Test(ELPT). Based on the results, the student is either assigned to SPCD 110 (a bridgecourse designed to ensure success in ENGL 111M), or allowed to enroll directlyinto ENGL 111M. International students excused from SPCD 111G will be requiredto take ENGL 111G, including students whose native language is English. Thestudent may then be required to complete one or more regular English classes asrequired for a particular degree. Completion of basic English courses at otherU.S. institutions does not automatically satisfy this requirement. Equivalencies forSPCD 110 is determined by CELP, and equivalencies for ENGL 111M and ENGL111G are determined by the English department.Students who fail to achieve an adequate score on the ELPT may be deniedadmission into their program of study and will not be allowed to continue theirstudy in a degree program at New Mexico State University. The Center forEnglish Language Programs (CELP) and the English Department reserve the rightto require additional testing for any student completing the ELPT for verificationof language proficiency. Students required to complete additional testing will behandled on a case-by-case basis. All additional testing will be completed viaInstitutional TOEFL (pBT).English Language ProficiencyNMSU requires a score of 520 paper-based or 68 internet-based or better on theTest of English as a Foreign Language (TOEFL), or a score of 6.0 on theInternational English Language Testing System (IELTS), for all internationalstudents, both nondegree and degree seeking. International students may alsodemonstrate English proficiency by satisfactorily completing NMSU’s Center forEnglish Language Programs (CELP) programs. A waiver of the TOEFL requirementmay be considered for:1. Students who are native speakers of English.Conditional CELP Admission and English RequirementsNMSU, via CELP, conducts an Intensive English Language Program (IELP) forundergraduate and graduate students prior to pursuing their degree programs atNMSU. Subject to all other admission requirements, international students in thisprogram are admitted to the university for the sole purpose of studying English,with a guarantee of full admission to the university upon completion of the CELPprogram. Only undergraduate students who are conditionally admitted andcomplete the full sequence of IELP courses will be admitted directly into ENGL111M. Placing out of levels by retaking the TOEFL is not allowable onceconditional admission status has been granted. Visit http://celp.nmsu.edu/ for fulldetails.Financial SupportNo financial aid is available from NMSU for international students. The universityreserves the right to require advance deposit of funds for any period deemedreasonable prior to granting admission. An international student can never qualifyfor residency and must pay nonresident fees. Each prospective internationalstudent must submit a current financial support document with his/herapplication. This document must show that:1. The person providing the financial support has the necessary funds.2. The funds can be transferred from the student’s home country to theUnited States.Admission RestrictionsInternational student admission may be prohibited based on one of the followingconditions:1. The dean of a chosen college and the department head of a chosen majoror the President of a Community College campus may refuse to grantadmission.2. There may be a disproportionate number of international students or adisproportionate number of a particular nationality in one department,college or community college.3. Academic advisors may not be available.4. International students may be nondegree if admitted as exchangestudents, or as part of a special program, or as holders of visas thatallow incidental studies related to their current non-immigrant status.(e.g., J-2 or H-1B).5. Non-native speakers of English are not normally admitted, or allowed tobegin studies, in the summer sessions. There are some exceptions suchas students admitted to NMSU's Center for English Language Programs(CELP).6. University Community College campuses reserve the right to refuseadmission to international students if the necessary immigration andEnglish-language support services are not available.All application material, including the application for admission, letters ofrecommendation, transcripts or national examination scores and/or transcriptsfrom colleges or universities (with an English translation), test scores includingthe TOEFL or IELTS, should be sent to the Unive
